DUTIES AND RESPONSIBILITIES:

My responsibilities were/are to perform work of considerable difficulty including general and specialized supervisory police work in field and office environments. I was/am also responsible for the supervision and assistance in the management of police patrol and traffic regulations and in charge of field operations for a designated shift. I prepare assignment schedules, maintained various files and conduct training sessions for subordinates on my shift. I conduct a daily review of reports for quality control and identification of performance issues.

I deploy shift resources to provide additional coverage to areas impacted by crime trends while still maintaining zone coverages and meeting average response time frames. I reinforce training needs of less tenured officers to provide continual development. This enhanced the training delivery of tenured officers and developed a team concept. I utilize my past knowledge and experiences to stress the importance of the first responder role in the identification and preservation of evidence and in progress crime assessments to promote officer safety.

I currently have additional collateral duties as an Honor Guard Sergeant, where I assist the other Honor Guard Sergeants with scheduling and providing quarterly training, as well as scheduling for any Honor Guard events, such as special events, flag ceremonies, funerals, etc.

I graduated from the POST Supervisor Leadership Institute (SLI) - Class #481, in March 2022. I have also attended several other supervisory/management/leadership classes (See attached California POST Training profile).

RANK/ASSIGNEMENT: Sergeant – Training and Logistics

DUTIES AND RESPONSIBILITIES:

My responsibilities included the day-to-day management of fourteen (14) personnel (Four (4)-Training Officers, two (2)-Rangemasters, two (2)-Police Service Technicians, three (3)-Professional Staff (Secretary, Clerk Typist, and Temp Clerk Typist, and three (3)-Temp Background Investigators) assigned to the Training and Logistics section. Monitoring their duties to ensure the section is accomplishing its mission to educate, prepare, and equip the men and women of the Bakersfield Police Department to provide quality law enforcement service to our community. This includes fleet and equipment management, capital improvement projects, recruitment and retention, and background investigation management and review. I have partnered Human Resources and the Bakersfield Police Department Community Relations Unit and initiated a series of informational videos and a virtual forum for recruiting. I have supervised the production of virtual meetings and videos on social media, in order to provide current information to potential recruits. While working closely with Human Resources, I have also started utilizing other social media platforms to hold webinars, to provide the most up to date information, at each phase of the testing process to current applicants. I also managed a team of Background Investigators, both active sworn and temporary retired personnel, where I review backgrounds for all potential Police Department and associated City departments, as they are completed. In conjunction with these duties, I have worked closely with Human Resources regarding current and future recruitment and retention and to ensure compliance with administrative rules and regulations are met. Management of this operation requires knowledge of budgetary process, rules and restrictions, and adhering to proper requests for the release of said funds from this measure.

In addition to this area of supervisory responsibility, I was an active Physical Training Instructor and Academy Instructor for the Bakersfield Law Enforcement Academy and an assistant POST Training Manager/Academy Coordinator. These assignments required me to coordinate closely with academy staff to ensure compliance with state regulations during training cycles. I also coordinate with clerical staff to ensure officers remain in compliance with annual state mandated continued professional training.

In addition to the Academy training, I have partnered with Bakersfield College and am a certified Background Investigation Course Instructor and have taught several classes to Bakersfield Police Department and other local agency personnel. Additionally, both myself and another Sergeant have become Supervisory Course Instructors through POST and are still in the process of preparing to facilitate the instruction to new Sergeants/Supervisors from BPD and other local agencies.

I assisted the Training Lieutenant and ensured staff vital to the day-to-day operations at headquarters remain in place. I have become familiar with the budget process and consistently work with other City entities to order, procure, and prepare equipment, such as new vehicles, equipment, and other logistical needs for personnel at the Bakersfield Police Department.

RANK/ASSIGNEMENT: Sergeant – Special Enforcement Unit

FROM: FEBRUARY 2019 TO: FEBRUARY 2020

DUTIES AND RESPONSIBILITIES:

My responsibilities included the daily supervision of approximately fifteen (15) Special Enforcement Unit officers and one (1) Clerk Typist, who were tasked with the suppression of gang activity. I conducted a daily review gang related reports, gang member validations and briefing sheets to identify gang related activity for deployment preparation. I maintained relationships with the Kern County Sheriff’s Department Gang Unit as well as the Kern County Probation Department Gang Unit to combat gang activity. I also networked with members of the Bakersfield Safe Streets Partnership, and other various community organizations for participation in various weekly/bi-weekly information sharing meetings and community events. I met with members of the District Attorney’s office, Robbery/Homicide and Narcotics unit on major cases where officers of the Special Enforcement unit initiated or assisted in major cases. I reviewed various types of warrants prior to being submitted for judicial review and supervised the service of these warrants. I reviewed informant contracts to ensure they were acceptable and within department guidelines and followed up with officers during their use of informants. I handled impress money, as well as actively worked with the SEU Lieutenant regarding current and future budget issues.

Under my leadership, I continued to engage Officers assigned to the Special Enforcement Unit to an active supervision style that included transparent feedback on their duties and work product. I communicated with them in a group setting daily and met with each of them individually to establish expectations and gain knowledge of their goals. This reinforced a team concept and built trust which aided in their development. I was able to coordinate with BPD Range/SWAT staff and schedule/introduce additional tactical entry training to the Special Enforcement Unit officers. I supervised a team of Special Enforcement Unit officers during numerous operations and major cases seeking out felony warrant suspects and gathering intelligence on gang members to impact street crimes. I also supervised and directed the Special Enforcement Unit officers during street level narcotics buy operations utilizing confidential informants. This was successful in the arrest and prosecution of several gang members who were committing crimes in furtherance of their gang. Additionally, the Special Enforcement Unit had a record year in arrest and firearms seizures, as well as a record low in complaints.

RANK / ASSIGNEMENT: Detective – Internal Affairs

FROM: NOVEMBER 2017 TO: JUNE 2018

DUTIES AND RESPONSIBILITIES:

While assigned as an Internal Affairs Detective, I became familiar with the criminal and administrative investigations process. My duties included the receiving, interview and completion of internal, citizen complaints and/or claim investigations assigned to me. During my assigned investigations, I briefed the Internal Affairs Lieutenant, Sergeant, and other assigned personnel, and/or the appropriate command on the status of investigations, pending litigation, claims, and settlement offers and acceptance.

During my tenure as an Internal Affairs Detective, I gained a broader perspective of the Administrative process, as well as expanded my knowledge on how the departments existing policies are adhered to. I was able to work several administrative cases, as well as was the Lead on an Officer Involved Shooting (OIS) at the Bakersfield Heart Hospital. During these assignments, I was able to supervise and manage other assisting personnel.

UNITED STATES MARINE CORPS • JUNE 1987 • JANUARY 2003

RANK / ASSIGNMENT: Gunnery Sergeant – United States Marine Corps Reserve

DUTIES AND RESPONSBILITIES:

My responsibilities while in the USMCR were varied. Early in my military career, I was assigned as a Small unit leader, responsible for four to six junior Marines. I later became a Squad Leader and was deployed to the Persian Gulf area during Operation Desert Shield/Desert Storm (1991). Upon returning from the Persian Gulf, I was promoted to Sergeant (E5) and became a Platoon Sergeant, then a Platoon Commander, where I was responsible for approximately 30+ Marines. I was subsequently promoted to Staff Sergeant (E6) and attended the Staff Non-Commissioned Officer Academy, where I was taught more about Leadership, Drill, and Tactics. I was later promoted to Gunnery Sergeant (E7) and I became the Training and Operations Non-Commissioned Officer in Charge, where I was responsible for establishing, coordinating, and providing training and equipment to the entire unit of approximately 125+ Marines, on a monthly basis. I supervised several junior Marines and completed monthly and yearly performance evaluations. I completed after action reports regarding monthly training evolutions. I was Honorably Discharged from the USMC in 2003.

During my career in the United States Marine Corps Reserve, I learned various aspects of Leadership, from a small unit leader to leading a large group. I regularly spoke with my peers and Commissioned officers about additional training and actively engaged subordinates to include transparent feedback on their duties and work product. I communicated with peers and Commissioned officers and met with each of them individually to establish expectations and gain knowledge of their goals. This reinforced a team concept and built trust which aided in their development.
