Summary of Projects:

IRRIS®, Camp Hill, PA, Military Surface Deployment and Distribution Command Transportation Engineering Agency. [2009-present] Lead Flex Developer responsible for the development of all components of the front end mapping application. It was developed in Flex and used ESRI’s Flex API. I was also responsible for the integration of the mapping application within the IRRIS web portal. The Web portal is an ASP.NET application, which was written in C# and used ASP.Net Web Forms and controls and telerik ajax web controls, as well as AJAX, XML, JSON, Html, css, JavaScript and jQuery. I also assisted in developing the backend WCF services with REST endpoints. The services acted as a proxy between ESRI’s ArcGIS Server and the Flex front end. They were developed in ASP.NET/C# and used Oracle as data warehouse.

AFOSI IRRIS® Deployment, Nationwide, Air Force District of Washington, Air Force Office of Special Investigations (AFOSI). [2009] Development Manager responsible for re-engineering the IRRIS web application developed in ASP.NET/C# into an ESRI FLEX mapping application. Developed WCF services as the data provider for the new ESRI FLEX application. I was also responsible for assigning other key members of the team tasks and interfacing with the client on project milestones and problem resolution. The deployment of the application in the clients environment was also my responsibility.

IRRIS®/DTTS Integration, Norfolk, VA, Military Surface Deployment and Distribution Command Transportation Engineering Agency. [2008-2009] Developer responsible for authoring the emergency response tool which included a report and an inset ESRI Flex inset map. The tool was created using AJAX, C#, Oracle, ESRI Flex web API and ESRI ArcGIS Server. This project built onto the Defense Transportation Tracking System (DTTS) client’s IRRIS application by adding an Emergency Response module. The new module is used to notify operators of an emergency and to allow quick and easy access to all emergency information, as well as to track and shipment information. This is essential to the client to allow quick emergency response, cargo tracking, and emergency metrics through reporting.

IRRIS® Installation in the Contra Costa County Office, Martinez, CA, Contra Costa County Fire Protection District (CCCFPD). [2008] Developer responsible for creating a Web service that was used by the County to replicate its AVL and CAD data (incidents) in real-time and to store them in the data store. The data was then made into a geographic information system (GIS) layer so the County can visually map incidents and show a complete track of all stored vehicles. This project aids the CCCFPD in intelligently displaying and managing its current public safety assets and visually presents information to public officers and officials. A spatial representation of the key incidents and fire apparatus helped to aid the County with incident training, response, and recovery. The Web site serves as a central tool offering an uncomplicated way to keep the County operating to its fullest potential.

Geospatial Analysis of Threats and Incident Reports (GATIR) Health Portal (GATIR Health), Harrisburg, PA, Pennsylvania Geospatial Technologies Office. [2007-2008] Lead Developer responsible for creating a new Web site using shared code base and shared database from the GATIR portal. Also responsible for providing quality assurance, assisting in architecture design, and deploying and implementing the application. GATIR Health was developed to help the Pennsylvania Department of Health (DOH) improve the efficiency and response of Strategic National Stockpile (SNS) tasks by developing geospatial analytical tools (built using ESRI ARCIMS) and capabilities for performing real-time assessment of statewide health crisis outbreaks. It was integrated with Total Visibility (TV), which is the DOH’s resource management system. GATIR Health and TV work together as independent applications to provide the DOH with a broad set of tools for quick access to SNS-related information and for visualizing a comprehensive picture of health risks or events.

Pennsylvania Geospatial Analysis of Threats and Incident Reports (GATIR), Enterprise Geospatial Technologies Data Architecture (EGTDA) Project, Harrisburg, PA, Pennsylvania Governor's Office of Administration, Office for Information Technology, Geospatial Technologies Office. [2005-2006] Member of a team responsible for developing the Pennsylvania portal for GATIR, which is a decision-support ESRI ArcIMS mapping application that serves as a repository for state geospatial data. Work focused on developing, enhancing, and maintaining the mapping module of the application. Developed the Web service necessary for integration with the Pennsylvania Emergency Management Agency's Pennsylvania Emergency Incident Response System (PEIRS) user data. The Web service enables PEIRS users to gain access to GATIR by synchronizing PEIRS user datastore with GATIR's user datastore.

Pennsylvania Information Technology Evaluation Program (PA ITEP), Pennsylvania Enterprise Geospatial Technologies Data Architecture Project, Harrisburg, PA, Pennsylvania Governor's Office of Administration, Office for Information Technology (OA-OIT), Geospatial Technologies Office. [2005-2006] Web Developer for the PA ITEP, which is part of the U.S. Department of Homeland Security ITEP. The completed project provides a common operating picture for homeland security incident management, enabling data-sharing and integration with other applications among state agencies and first responders throughout the Commonwealth. This single source of geospatial data for homeland security supports decision-makers in generating intelligent maps and performing other analyses. Responsible for the development of a Service-Oriented Architecture composed of reusable geospatial Web services components and Web applications. These application Web services were created to augment and integrate with new or existing homeland security/public safety/incident response applications in Pennsylvania, including the Pennsylvania Emergency Incident Response System administered by the Pennsylvania Emergency Management Agency. The components were developed under a common companywide framework and deployed within the OA-OIT production environment as an enterprise ESRI ArcIMS Web portal, which also contains "deeplinks" for ease of integration with other Web applications. Technologies used included ASP.NET C#, Oracle 10g, ESRI ArcIMS, and OracleSDE.

Lead Developer responsible for the design of the object model and code structure used to retrieve data. Also did extensive user interface programming using Visual Basic 6.0, XML, Access, and SQL Server database. Responsible for training the independent consultants hired by PennDOT to audit the fabrication of steel and concrete products produced by PennDOT-approved fabrication plants.

Object Hierarchical-Based Quality Assurance Application, Harrisburg, PA, Pennsylvania Department of Transportation. [2003-2004] Visual Basic Developer/Web Developer involved in all phases of the application's life cycle. Created user interface objects for the disconnected application and a Web-based Report Wizard application. Created and maintained Access 2000 and SQL Server 2000 databases. Created Access 2000 reports. Assisted in developing the data upload/download module. Created use case and element design documents as part of project deliverables. Health-Care Application Software Developer responsible for enhancing an existing health-care application by converting it from a two-tier client server application to a hierarchical three-tier application. Responsible for development of the presentation logic, COM components, and stored procedures using Visual Basic 6.0, SQL Server 7.0, ADO, COM, T-SQL, and XML.

Web Developer responsible for the full life cycle of a Web-based, three-tier application for the National Association of Securities Dealers, from development of use cases to deployment of the application. The dynamic XML documents were generated from a COM component, and the XSLT files read the XML nodes and displayed the data in Internet Explorer Web browser. Created an ActiveX control to download/upload files from the client's Web server to the user's desktop as part of a change control process for the client's users.

Developer responsible for developing and maintaining COBOL and CL modules that were part of a telephone billing system. Enhanced the modules to be Y2K compliant. Created a statistical analysis program using VBA/Excel, which aided the company in a quick view of the project's progress.
