I conducted audits of Federal Contract packages for completeness and to ensure contract compliance. This process required several steps.

Reviewing each contract to determine the required documentation needed based on contract type, dollar amounts, and period of performance.

Utilizing systems used in the contract lifecycle to validate T’s & C’s, pricing analysis, statements of work, applicable FARs, and vendor

eligibility.

Notifying Vendors and Procurement Teams of missing documentation and required updates needed in the supporting tools.

I researched the option of becoming an Independent Contractor by offering my services to a non-profit, ex-colleagues, friends, and other Independent Contractors while providing elder care for a relative.

Non-Profit – Combat Veterans Alumni Group, Incorporated. Rewrote the CVAG by-laws needing updates since 2008.

Ex-colleagues – IBM. Consulted on problems in the Federal Fulfillment Division.

Friends at various companies. Helped create Excel files and PowerPoints, which were not part of their regular duties.

Program Analyst, DC Department of Human Services, ESA Division December 2016-December 2017

My primary responsibilities were to support the Deputy Director by handling customer support and developing solutions to improve systems and processes. I worked with the staff to ensure the agency’s goals and objectives were being addressed and updated, as needed.

Wrote business requirements for SNAP renewals that eliminated the need for customers to go to a service center every six months to update changes in personal information. This change reduced the number of customers visiting service centers, resulting in a reduction in the staff’s workload.

Analyzed productivity measurements in service centers by tracking wait times of customers, numbers of repeat visits, and percentage of completed applications daily and determined the calculations were incorrect. A system fix resolved the issue.

Researched the purchase of services and equipment for the ESA division and worked with facilities to manage space planning and renovation.

Coordinated quarterly Quality Assurance meetings to update the Service Center employees on the DCAS system fixes and workarounds for coding still in process.

Automation Leader, IBM Federal Systems Division February 2014-June 2016

I reported directly to the Director of the IBM Federal Division, coordinating with the Federal teams to ensure compliance and audit readiness as required to do business with the Federal Government. I also managed projects that automated federal tools from requirements definition to training and deployment.

Managed the development and deployment of a tool that enabled the Federal Fulfillment team to streamline order fulfillment processes, which resulted in IBM receiving the International Gold Stevie Award. This tool eliminated manual input of data resulting in a significant reduction in federal fulfillment order cycle time from 4 hours to 3 minutes, elimination of user errors, decrease in expenses, and headcount.

Worked as the liaison with process teams within the Federal Division to resolve problems by determining the solutions, creating the business cases, managing requirements, and tracking the progress of the projects to completion.

Manager – IBM Federal Distribution Center December 2008-January 2014

I reported to the Federal Director, who delegated many assignments, including restructuring the Distribution Center to improve customer satisfaction and compliance. The process included incoming logging correspondence, distributing it to the appropriate team, and updating the electronic filing system.

Created new federal distribution processes and made enhancements to tools to organize and improve the execution of federal orders and contracts, resulting in an improvement of cycle time from 7 days to 4 hours.

Wrote federal requirements for the development of the Content Manager tool designed to scan, store, retrieve, route, and manipulate large volumes of purchase orders and other required documents.

Directed, trained, coached, and collaborated with stakeholders, contractors, employees, and colleagues to resolve open gaps in processes, analyzed various business issues, and developed better tracking mechanisms.

Handled the logistics needed to host events, training sessions, and customer meetings. Responsibilities included scheduling, managing budget constraints, securing locations, sourcing equipment, and establishing agendas.

International Assignee, Germany - IBM Worldwide Test Team November 2001-November 2008

I moved to Germany to work on multiple SAP implementations of Supply Chain Management functions, including Quote/Order to Cash for IBM Americas, IBM Europe, and IBM Asia.

My responsibilities included Federal requirements definition and test scenarios for Enterprise Software, Distributed Software, and Configured Hardware.

After completing the Federal deployment, I worked on the European and Asian SAP development, which extended my 2-year assignment to 5 years in Germany.

IBM extended my SAP assignment by moving me to North Carolina to manage an Integration Test Team and Change Management.

System and Process Improvements, IBM Federal Division December 1994– October 2001

I held several positions, including Team Leader, Contract Specialist, Audit, and Business Controls Focal.

Received the Means Service Award for excellence in managing customer satisfaction by working with a customer to fix software problems that resulted in a massive over 90 accounts receivables delinquency, in addition to managing my regular workload. After 12 months of customer visits, comparing purchase orders to inventory at locations nationwide, the discrepancies were resolved, and the customer paid all outstanding invoices bringing the account current.

Headed the Electronic Delivery Interface (EDI) project, which enabled Federal Agencies to send and receive electronic purchase orders, invoices, and ACH payments.

Supervised teams that handled federal order fulfillment and account receivables and met the objectives set for reducing over 90 days to over 60 days.

As the Business Controls Focal, I audited processes in federal branches in North America and Europe and implemented process changes to fix exposures found.
