Main Responsibilities

The Construction M anagerhas overall responsibilities for the Fab. & Installation Works, shall be responsible for overall coordination delivery for all fabrication items required for the project quality, technical compliance and schedule requirements to implement this Fabrication & Intallation the Construction Manager shall be to produce the Execution Plan which are consists the main important points 1. Engineering Plan. 2. Procurement Plan 3. Const. & Fabrication Plan 4. Pre-comm. Comm & Start-ups. 5. QA/QC 6. HSE. 7. Proj. Schedule 8. Proj. Communication 9. Program Measurements & Reporting. 10. Methodology of Construction Responsible for the planning, coordination, supervision and execution of the onshore/offshore fabrication portion of the works such that it is accomplished w/ the highest quality and in the most safe, efficient and timely manner possible shall be based in the contractor’s fabrication yard w/ primary duties shall consists :

b.Pre Load out of WHP & PQP Top sides, Bridge, Jacket, site check list monitoring:

1.Pad eye surveyed

2.Debris clearance, survey and debris removal before barge grounded

3.Barge pre-load out ballast in accordance with procedures and verify alignment/elevation of the skid way

4.Correct position and condition of barge and associated moorings arrangements & verification the valid certificate.

5.Layout of skid beams on the ground and barge within tolerance and confirmed free of obstructions.

6.Confirm barge grillage/skid way is complete and ready to accommodate the load of structure.

7.Correct arrangement of ballast pumps and associated equipment, including contingency. Confirm barge trim/heel monitoring systems in place.

8.Confirm the barge engineer to attend the barge pumps if used and witnessed during functioned test.

9.Any barge pre-ballast to comply w/ procedures and verify draft, heel and trim. (Floating Load out only)

10.Check on actual tide levels against predictions (minimum 2 weeks prior to load out)

11.Check results of weighing and confirm within load out parameters.

12.Check skidding and/or trailer systems as appropriate & tested.

13.Check motive power systems-jacking, tractors, braking winches as appropriate & tested. (incl. w/ back-up power.)

14.Test lift for trailers/break out for strand jacks.

15.Marine considerations (tugs, marine traffic, port authorities etc)

16.Key personnel presents, communication in place and briefing held (readiness review, tool box talk, JSA etc)

Ensure the load out performs as recommended and review upon completion, coordinates w/ TI contractor to review Pre-sail way Procedure prior to submit to Local Port authorities for Sailing Permit.

Upon completion installation of PQP (Process Quarter Platform) and WHP (Well Head Platform) by Subcontractor (Saipem) coordinates the Hook-up work, Pre-comm. and Commissioning, clearance all Punch Lists which are raising during Hook-up and compile all discrepancies, damaged/missing equipments, malfunctions, missing documents in subsystem.

Pre-commissioning:

Conformity checks: Carried out on each item of equipment of component, such as Instruments packages, motors, cables, vessels etc. to verify visually the condition of the equipment, the quality of the installation, the compliance with Project drawings and specifications, VENDORS Instructions, safety rules, codes, standards and good practice.

Static/de-energized tests: Carried out on each equipment to ensure the quality of a number of critical components. These “cold” testing concerns all disciplines, e.g. calibration of ESD Instruments, machinery alignments, setting of safety valves, pressure testing of piping, cables continuities, etc.

Piping Test (Test package): Carried out on pipes work and vessels, air or water flushing, pressure test (hydro test, gross leak test), Installation completion of all yard install able materials and equipment, Trial fit all the offshore installation materials/equipment to extent possible.

Commissioning

The commissioning work phase includes the three following categories of tasks:

Dynamic verifications that for each Plant elementary electrical, telecommunications, and instrumental function, performs properly according to it’s design criteria. Typical examples of such tests are electrical motors uncoupled runs, loops tests, electrical breakers operation. The energization of the electrical distribution network as part of the activity.

Running-in on-line tests for a significant period of the plant utilities (Electrical, Air, HVAC, water, crane, etc) of the main process equipment in closed loop with inert fluids. Witnessing and assistance from Operator if required to allow a smooth transfer of the facilities from the Commissioning team to the Operator in full confidence, and with all the required safety.

Pre-Start-up activities: a number of activities related to such as piping drying out, chemical cleaning, process leak testing, and inerting/loading various chemicals and catalyst.

Review JSA (Job Safety Analyses) prior to start construction works for preliminary and Finalized w/ Production key person, HSE, mostly for Mechanical (Piping), Structural Steel works, all relates to that job, according to AFC dwg., and operating philosophy related to FPSO O & M, preliminary plan regarding logistic system to be developed, Investigation of local activities to be considered for the development of philosophy and plan. Also review all data at the company related to development of Logistic base and in conjunction w/ the proposed FPSO vessel.

Prepares the Manpower, Equipment, Tools & Materials and arranged for delivery from Construction base shop at onshore related to production platform. Coordinates w/ all parties for the execution of work, QA/QC, Engineering, Procurement as per AFE nos. Modified/revised the AFC dwg. To actual site condition, which has impact to the materials, fabrication and delivery. Prepare proj. spec. and documentation for logistic Base Plan related to FPSO O & M activities. Counter checked basic design drawing as a general prior to submit to relevant parties which was prepared by home engineering for constructability matters including MTO/BOM.

Produced the Hot & General daily work permit prior to start the work to Production and concluded a Daily Tool Box meeting, base on JSA, SOP and Execution Plan, Daily Report to Dept. Head, at the completion of works as built all AFC dwg, documents and submitted to Production & Maintenance for their daily operation purposes and completion certificate.

Managed all discipline Construction for various expansion & development at cluster II, IV (Dehydration & Booster Compressor Upgrade) AND South Lho’ Sukon area cluster ‘A’ Pase processing plant, Pipeline from ‘A’ & ‘B1’ wells to cluster ‘A’ at Lho’Sukon, Aceh, NAD.

Review the construction drawing and compare w/ site present condition, if there any drawing to be revised, which get effect to the Material Quantities, Construction Schedule and all procedures of WPS, PQR, PWHT, Hydro, Pneumatic & Pig Test.

Provides all necessary sketches, drawings for all disciplines (Mechanical, Piping, Structural & Civil) Material Lists, due to site condition and proposed to Site Manager for approval, and distributed to Supervisor, Inspector, Material Supv., Cost & Schedule etc.

Visual checked all construction work (all discipline) to ensure all work has been carried out to follows of the General standard of API, ASTM, ANSI, ASCI, AASHTO & SHE practice including materials which are must be matched w/ Mill of Certificate, Heat Number etc, as required by Project Specification.

Coordinated w/ Inspection, P/ line Dep’t. for Inspection & Test execution schedule of NDT, PWHT, Hydro, Pneumatic, Pig test and arranges all necessary Equipment & Tools to execute of the test for preliminary (internal) prior to execute the tests by Migas third party Inspection, and distributed all Inspection results to Inspection Department to
