Summary of Relevant Experience

Federal Aviation Administration (FAA) Program Manager (PM). I managed major FAA programs that range in dollar value from $10M to $100M. Management of the programs involved high level program activities required for the planning, documenting, and briefings to obtain senior management approvals and support in the Air Traffic Organization (ATO) for the procurement and delivery of electronic and computer equipment, software, and services required in support of Air Traffic control and FAA support systems operations.

In conjunction with input from technical field Users and guidance from senior management, I managed the development of program plans that included: Technical and requirements’ documentation, procurement strategies and documentation, contract award activities and contract administration, and implementation and maintenance support to the field User organizations. All programs that I managed involved the deployment and integration of equipment at multiple field facilities within all the Regional Offices nationwide and maintenance support through their full acquisition life cycle which included on-site and off-site analytical support functions for the development and implementation of deliverables.

I managed and facilitated interactions between senior management and team members of stakeholder organizations’ representatives at the FAA Headquarters and Regional Offices through numerous presentation briefings provided by the team members. Consequently, my program management skills have developed in the areas of: Assessing senior management decision policies and requirements and providing decision support materials that enabled the successful completion of business decisions; analyzing operational concepts, and communicating and implementing program plans and technical requirements; and preparation of technical, contractual, and procurement documentation including providing briefings, meeting minutes and synopses, point and background papers, and PowerPoint presentations; managing senior team members for the development of mission analysis, investment analysis, and solution implementation strategies and documentation; and managing technical field personnel and contractor personnel activities for the revalidation of requirements, installation, test and maintenance of products delivered to the field nationwide.

I made high level program and technical decisions to assist the FAA legal and contracts offices with contract issue decisions to resolve unplanned events that always resulted in favorable outcomes for the government with a win-win for both government and contractor, while minimizing any impact on program milestone and target dates, and contract performance.

I also acquired extensive experience with the administration of many contract types. Those include Cost-Plus-Fixed-Fee (CPFF), Time & Materials (T&M), Firm-Fixed Price (FFP), Firm-Fixed Price with Incentive Fee (FPIF), and Indefinite Delivery - Indefinite Quantity (IDIQ) contracts.

As Program Manager, I was also responsible for, and managed, the activities of over 20 team leads and team members at the FAA Headquarters and Regional Offices. I was responsible for the supervision of over 50 maintenance personnel (hourly wage) at the Regional Offices and Field Offices. The maintenance personnel were covered by several regional subcontracts. There were, on average, over 100 Task Order requests generated per year. I successfully responded to surges in maintenance Task Order requests by rescheduling lower priority activities, allowing more time to devote to escalating requests.

I managed large complex FAA programs for 18 years. The programs involved: High level strategic and tactical planning, development of procurement and funding strategies and documentation, providing senior management with briefings to garner buy-in and support; and as the COTR managing the technical performance on all contract deliverables.

I took the initiative to develop and evaluate labor hours and cost metrics to monitor actual expenditures versus baseline projections developed during the planning phase of all FAA programs under my purview. I included language in the CAEG maintenance contracts statement of work (SOW) that allowed the replacement of hardware and software when the cost to repair exceeded 1/3 of the cost to replace. As a result, I was able to routinely brief senior management on a yearly contract cost savings of 50% beginning in the third year, and 40% total cost savings ($4M) over the 10-year contract performance period. In addition, field Users were more productive due to their having upgraded computer equipment to accomplish their work.

I created a process comprised of Excel spreadsheets and procedures for the program Business Manager that simplified the tracking of costs incurred against funds allocated and cost milestones. I requested cost estimates as required from the contractor and negotiated the number of labor hours required for tasks’ completion. I managed the development of funding justifications for senior management approval for additional funds, procurement requests for additional funding, and the development and approvals cycle of all contract documentation for the Contracting Officer to finalize contract modifications. I briefed significant cost variances with recommended resolutions to senior management.

During my time as Program Manager, I gained years of experience selling my proposals and technical solutions to upper management. I had a high success rate of closure/approvals from my managers. On occasion, my proposals were over-ruled due to budgetary reallocations earmarked for higher priority projects.

Chief Operating Officer of Health Analysis LLC. Managed the development of long-term planning and implementation activities, including assigning and monitoring daily work activities, for the purpose of increasing website traffic and the sale of health videos and eBooks. I published 2 eBooks on health and wellness topics.

HeiTech Services, Inc: I provided FAA marketing support for the purpose of identifying and assisting with the pursuit and capture of FAA opportunities and requirements. I assisted with the development of marketing strategies that meet HeiTech Services business goals and objectives.

CDO Technologies, Inc: I engaged in business development activities to capture FAA requirements and other targets of opportunity at government and military organizations. I was responsible for developing marketing strategies that met CDO business goals and objectives. I negotiated a strategic alliance between CDO and a large company that led to a teaming agreement for the purpose of capturing a large government training requirement ($120M). I brought several government requirements into the CDO pipeline for proposal activities and participated in the development of a proposal and oral presentation to the FAA Office of Communications for a technical support requirement.

G2ID, Inc: Responsible for the presentation of company information to Prospects on their secure log-in application. I identified Prospects with requirements, made initial contact, and scheduled and conducted introductory presentations.

IGATE, Inc: Responsible for the presentation of company information on their next generation High Speed Data Modems, Switching equipment and related services. I identified Prospects with requirements, made initial contact, and scheduled and conducted introductory presentations. I managed the development of an individualized marketing strategy which led to a contract for the installation of the equipment at Ft. Sam Houston in Texas.

Other acquired knowledge: I am knowledgeable on MS Word, Excel, Power Point, Project and Access. I have some knowledge of VISIO, Confluence and Jira. I have not used MS Teams but am aware of its functionality given I regularly use Zoom.

Self-taught: Spent decades reading health books on various topics combined with experimentation which led me to make connections between health issues and lifestyle choices which I have put into practice to this day.
