Supervisory Training Specialist (Urban Search & Rescue) (This is a federal job) Duties, Accomplishments and Related Skills:

• Served as a Supervisory Training Specialist (Urban Search & Rescue) for the Maneuver Support Center of Excellence (MSCoE). Worked under minimal supervision from the Chief, USRTD, who provides broad policy, program guidance and assigns projects for which the incumbent is responsible. Explains designated projects in general terms, with emphasis on any unusually complex or novel problems anticipated and the general nature of the results expected. Incumbent is responsible for assisting the Chief, USRTD and Technical Director with the standardization and execution of Urban Search and Rescue training oversight.

• Responsible for writing and/or reviewing a variety of instructional training packages for Urban Search & Rescue (US&R) tasks to military and civilian responders. Conducts analysis on training products. Assures the developed training materials are technically accurate and functional within known equipment and assigned personnel constraints. Presents technically sound instruction for a target audience. The work requires practical knowledge of methods and techniques of instruction and presentation of instructional products. Requires proficient knowledge of the CRE mission and objectives. Practical knowledge of subject matter to assure technical accuracy. Analytical ability, judgement, discretion and expert knowledge of US&R/CBRN/HAZMAT response standards, regulations and practices are required.

• Directly supervises and mentors up to 13, GS-17-12-11 US&R Training Specialists. Serves as the primary point of contact for training, training support, equipment, personnel and other mission related matters between the Engineer School, MSCoE G-3 and the US&R Program. Assigns work to subordinates with instructions on objectives desired, anticipated problems that may be encountered, deadlines and any constraints, which may be imposed. Reviews completed work for content, conformance to policy and procedures, soundness of judgment and feasibility of recommendations. Develops and establishes new or revised work methods and procedures; works with subordinates to insure proper implementation. Performs the full range of supervisory duties such as initiating and recommending personnel actions, providing orientation, determining training needs, preparing annual performance plans and appraisals, preparing Individual Development Plans, approving leave, submitting performance awards, and taking disciplinary measures as warranted. Assists the Chief, USRTD in screening referral lists and resumes, and interviewing and selecting applicants to fill new hire positions, and coordinates with the MSCoE, HD/CSO Directorate in order to execute all hiring actions.

• Performs duties as Quality Assurance Officer, Instructor Certification Officer and Resource Specialist. Reads and interprets CBRN Response Enterprise directives, execution orders, Department of Army publications, command, and installation regulatory guidance and policies. Develops academy policy and procedures to manage and track Training and Doctrine Command (TRADOC) Quality Assurance Program requirements and accreditation standards. Ensures the Center meets TRADOC mission goals and objectives for accreditation of all courses taught. Ensures the US&R program meets IFSAC/ProBoard mission goals and objectives for certification of all courses taught. Coordinates with Fort Leonard Wood for staff assistance visits and inspections to ensure all Organizational Inspection Program standards are maintained. Manages the MSCoE HD/CSO’s Instructor Certification Program in accordance with TRADOC and installation regulations. • Provides guidance and senior level management of student enrollment priorities and procedures, training seat allocation and reservations, and the coding of course enrollment, and completion or dismissal status in ATTRS. Assigns subjects relating to the significant events and the Operational Environment to students to research from Army North and US Northern Command, Army Training Network, and various knowledge management websites to debate in class. Provides oversight on policy and procedures, student recognition and honors program, student dismissal actions, preparation of academic evaluation reports, and the reporting of individual and class training statistics.
