Waha Oil Company, El-SSIDER Oil Terminal/ Libya (12 years) 2007-2019

Position: OPERATOR SPECIALIST IV

Key Roles: Physical Operating and Monitoring of all Process Equipment and Utilities and Performing ‘first-line maintenance’& Plant Operator, Program Logging Control System, (PLC), ability to monitor, react and control multiple computer screens simultaneously on a 24-hour basis, 7 day per week operation worked nights and rotating schedules.

Supervision & Surveillance of maritime terminal facilities, manifold valves, oil pipelines and pumping systems, and control of all transfer operations carried out at the terminal and the oil pipeline network through SCADA system, as well as duties may conducted separately like documentation of daily operations for instance tanker loading / discharging operations, by using PC’s software including Microsoft excel & word to conduct reports such as Tank Receipts, Daily Report, Ship Loading Log, Tank Capacities, Tanks Operation, Filling & Loading plans report, Weekly reports, monthly reports, Scrapper Reports and Oil tanker cargo manifest, etc.

Execute instructions from the Control Room Operator for performing equipment clearances or making equipment/systems ready for service in accordance with operating instructions and procedures, which include system alignments, isolation, clearing, tagging and locking, testing, etc.

Coordination of transfer operation by setting a plan of berth # as well as the number of tanks used to fill the oil tanker and operation time. Facilitating communication between mooring operators, Essider pilot, and vessels.

Frequently checks & records all process parameters & best operating practices as well as promptly reports any deviation in operating conditions.

Storage tank gauging and sampling

Applying new ideas of conducting reports Filling & loading plans to avoid delays (no clean oil) in oil cargo loadings. This action will help the company to evade penalties as well as not Adding supply concerns to customers.

Assist with the shutdown and start-up of process equipment and relevant utilities.

Ability to read and understand P&ID’s and PFD’s.

Assist in the preparation, isolation & de-isolation of equipment during maintenance interventions.

Understanding of pipeline hydraulics, line balance to avoid disruptions of the oil flows on the pipeline feeding through different stations inside the terminal.

Control Systems Specialist is responsible to issue work permits by contacting appropriate personnel to rectify issues to maintain regularly PM checks to all process equipment’s to ensure they are consistent with the company’s safety, environmental, security and operating procedures. This will help Control room operator to manage oil measurements properly by avoiding any kind of troubleshooting such as Leaks, Valves sticking, Pressure & temperature false reading ATG sticking, Auto gauge sticking, HI-HI & Low-Low gauges sticking, etc.

Participation in initial response to a terminal incident, take appropriate action as per the condition.

Basic maintenance of terminal equipment.

Conducting Meter Proving (A.O-Smith meters) to Proving delivers accountable, reliable, timely and cost-effective solutions for proving precision flow measurement performance for each ship in order to make a comparisons between Shore & ship figures in US bblrs, the volumes must be met within the range as closely monitor receipt and delivery requirements.

Other duties may applied such as operating oxygen gas plant, and nitrogen as a second product in the plant for different terminal sectors such as Welding dept, Airplane wheels usages and Marine mechanical dept.

Conduct analyzes of different problems from all stations to ensure the proper mitigation in order to smooth the production. The operator logbook provides a brief description of the watch station status, major equipment running, out of commission equipment, and out-of-service equipment.

Receive different types of PIGS to perform various maintenance operations. This is done without stopping the flow of the product in the pipeline. There are also "smart pigs" used to inspect pipelines for the purpose of preventing leaks, which can be explosive and dangerous to the environment. They usually do not interrupt production, though some product can be lost when the pig is extracted.

Following the operating procedures for safe operation of Processing and Utility systems.

Perform sampling of crude oil from different production pipelines in order to test it for density, temperature, BS&W.

Follow control room safety emergency plans and terminal safety programs in case of fire or other calamities.

Identify and analyze problems with SCADA, such as communication loss, mimic panal failure to interpret some parameters, leak detection systems, batch tracking or other IT applications and contact appropriate support personnel to correct problems in a timely manner.

Review power outages as a normal procedure per week and plan accordingly. This duty might not be conducted due to the urgent needs of control room & its utilities.
