Mr. Breen has been engaged with the oil and gas industry since 2004, coming from a hands-on background he has real world experience with the design, build and operation of oil and gas equipment. Sean graduated from the Robert Gordon University in 2009 with a B.S. in Mechanical Engineering and the University of Aberdeen in 2014 with a M.S. in Project Management. He has held a progressive range of technical and managerial positions in the Oil and Gas industry and is able to apply the range of experience in future projects.

PROJECT EXPERIENCE

Site Project Management & Operations Engineering Projects – Odfjell Midstream– Project Manager and Technical Engineer for the quotation, design and installation of multidiscipline project storage and movement projects. Chemical projects including MDI (Methylene diphenyl diisocyanate), BA (Butyl Acrylate), ACN (Acrylonitrile), MAN (Methacrylonotrile), Telone, Hydraulic Oil, Nitrogen, Poor Air, waste water. Automation system upgrades, Pipework, Permanent and Temporary heating and chilling systems, API 620 Tank Upgrades, Cathodic Project (Passive and Active). Pipeline systems (on site and CFR 195 / 192).

Supercritical CO2 Network – Mid-USA – Project Manager and Technical Engineer for the design of: Standardization of CO2 capture sites with conditioning and compression to supercritical phase, over 1200 miles of CO2 pipeline network to sequestration sites. The FEED delivered cost estimate for the installation of the: capture sites, pipeline network, booster sites, and sequestration booster site.

Odfjell Hydraulic System, 1163-1013/14 – TX – Project/Mechanical/Hydraulic Engineer for the fire recovery, temporary HPU installation and maintenance. Permanent HPU Installation projects. The scope of work includes the hydraulic modelling of the piping network and automation upgrades of the existing systems. $12m Project

Compressor Station 321, 386-1231, PA – Project/Mechanical Engineer for the detailed design project. The scope of work includes the installation of one new Solar Taurus 70 11,110 HP centrifugal compressor package along with all necessary piping, valves, and ancillary equipment at an existing compressor site. Duties include mechanical specification and calculations for the cooler, pipework process, pipework MAOP, system blowdown, assisting with the system design and management of the scope.

Doe Canyon CO2, 386-1260, CO – Project/Mechanical Engineer for gas/liquid (supercritical) CO2 processing plant and pipeline FEED. System FEED options were developed to enable an OPEX/CAPEX Total Included Cost (TIC) analysis for potential system designs – Gas pipeline Vs. Liquid pipeline, pipeline route options and Compression/Drying package options. Duties included process system design, system process analysis and TIC completion for all options.

WRD Plant Optimization, 1190-1001, CO – Project/Mechanical Engineer for existing gas processing system initial review and process modelling. Gas/NGL/CO2 plant was reviewed and recommendations for potential system optimizations were provided with CAPEX & OPEX TICs. Once system changes are implemented, the project will result in significantly reduced system complexity and substantial operating cost savings.

Moore Rd Tank Farm, 721-1066, TX – Project/Mechanical Engineer for FEED then Design and Build project of a Greenfield 500Mbbls tank farm development. Duties included component specification and calculations: system hydraulic modelling, mechanical calculation package (MAOP, Buoyancy, Crossings, Fire water coverage), API 650 Tank Calculation pack, Bill of materials, Technical Query management and design changes as required. Hand in hand build support with the clients.

Yellow Jacket CPF, 386-1216, CO – Inlet upgrades. Mechanical Engineer for Design of system inlet upgrades to enable higher flow rates at a lower site inlet pressure. System process design was reviewed and amended; new system was put in service in 2019. Duties included component specification and calculations: system hydraulic modelling, mechanical calculation package (MAOP, Buoyancy, Crossings etc.) and design team assistance.

Blackjack Scalawag IsoButane Pipeline Network Renovations, 1158-1005, TX – Project Engineer for project to install 22 miles of 10”, 8”, 6” Pipeline, with four Meter stations and associated upgrades to a new facility near Harris and Brazoria Counties, Texas. The scope of work includes development of design options, construction drawings, equipment specifications, Bills of Materials, bid scope of work, bid support, construction support, and production of as built drawings with a job book. Additionally, the project included elements of Right of Way Acquisition, Environmental Survey, full permitting, HCA analysis, automation, surge analysis, MAOP, pipe stress analysis, crossing analysis, HDD analysis and TICs. Duties included component specification and calculations: system hydraulic modelling for several fluids and mechanical calculation package.

Compressor Station 261, Agawam, MA – Project Engineer for project portfolio to install 11,500 hp Turbine Compressor Package and all associated features into a noise sensitive existing facility. Project also features significant grading modification and rerouting of storm drain features, fuel gas, dry gas seal heaters, filters, meters, regulators, blowdown silencer, 750 kw backup generator, three PLC panels, hot water heater. Duties included component specification and calculations: system hydraulic modelling, mechanical calculation package (MAOP, Buoyancy, Crossings etc) and design team assistance.

Confidential Tank Farm, 386-1212, TX – Project Manager & Mechanical Engineer for a full FEED for new 1.0-million-barrel tank farm. The scope included: four new pipelines connecting to the inland processing plant, six new IFR tanks totaling 1 million barrels storage capacity for four products, new containment berm, modifications of the existing rail to allow space for a rail loading site, new barge loading tower including dredging and dock modifications, new ship loading tower using existing platform, numerous pipe bridges and road crossings. The FEED culminated with the creation of an extremely detailed Total Included Cost (TIC) estimation for the complete project scope circa $150m with extensive value engineering options. Duties included working within the client’s cost estimation system, all project processes were aligned with the client’s - minimizing rework and facilitating an exceptionally detailed project narrative, component specification and calculations; system hydraulic modelling, mechanical calculation package (MAOP, Buoyancy, Crossings etc) and design team interface between LJA and Client engineers, TIC creation and management. This TIC system has since been further developed to enable very large projects to be estimated with as much clarity as is appropriate for the client’s needs.

Hydraulic Bridge – Troubleshooting, Confidential, TX – Subject Matter Expert support to the disassembly, rebuild and recommissioning. The hydraulic system required significant maintenance due to extreme operation. This system was not designed to allow simple maintenance therefore Mr. Breen was enlisted to supervise the system rework, redesign, maintenance and recommissioning.

Compressor Station, Texas. 1146-1001 – Mechanical engineer for new reciprocating compressor station including 5 new compressors with filters and new slug catchers. Duties included system detailed design including process design, acoustic review in-line with API 618 Appendix M3a, stress analysis system design and component specification.

Aquatic (Acteon), Global – Mr. Breen held the position of Maintenance Manager for a global fleet of up to 500Te mechanical and hydraulic subsea pipelay equipment. The primary focus of this role included the strategic positioning of equipment, maintenance in-line with best practice and cost control for $70M of equipment.

Specific projects:

Confidential, Singapore. Hydraulic failure investigation. Mr. Breen conducted a review of a near-miss involving a 3000psi hydraulic system which failed during testing at 3100 psi resulting in the danger to life near-miss and loss of 500 gallons of hydraulic oil. The system was reviewed and as a result the inspection, maintenance and operation recommendations for this and all similar equipment in the fleet were implemented.

LDD / LM handling (Acteon), UK. Hydraulic & control system design for a first to market 100Te pile up ending clamp. Design completed with proprietary control system on time on budget. Duties included complete design of hydraulic / mechanical system.

LDD / LM handling (Acteon), UK. Hydraulic system design for a first to market well riser system. Design and build completed in-house with an extremely tight schedule. Duties included complete design and build of system.

Aquatic (Acteon), UK. Design and build of hydraulic and control system for 50Te flexible umbilical tensioner, HPU and control system. Duties included complete redesign of hydraulic system.

Aquatic (Acteon), UK. Redesign of hydraulic and control system for 5Te flexible umbilical tensioner, HPU and control system. Duties included complete redesign of mechanical / hydraulic system.

Swan Hunter, Netherlands. Redesign and build of Hydraulic and Control system for 15Te flexible umbilical tensioner. Duties included complete design of hydraulic / mechanical system.

Swan Hunter, Netherlands. Redesign and build of Hydraulic and Control system for 5Te flexible umbilical tensioner with carousel, loading arm and HPU. Duties included complete design of hydraulic / mechanical system

Saipem, Kazakhstan. Design and build of a hydraulically automated 450Te Powered Reel with control system. Duties included complete design and build of hydraulic / mechanical. structural system.

Aquatic (Acteon), UK. Redesign and build of Tensioner loading ramp (50T capacity). Duties included complete design of hydraulic / mechanical system.

Aquatic (Acteon), UK. Developed first in class of integrated 100Te dual tensioner & carousel system for a first in class umbilical. This included system integration to the ships hydraulic, control system to allow system control handoff. Duties included complete design and setup of hydraulic / mechanical system.

Aquatic (Acteon), UK. SME - Wrote and implemented Hydraulic & Mechanical system philosophy companywide to control maintenance, inspection, and best practice for all equipment.

Diageo, Cameron bridge distillery, UK. Project Manager for the complete design and build of a spent wash dewatering plant upgrade to enable the output to be fed directly to a bioenergy plant. The project succeeded in doubling the drying capacity of the plant while reducing the entrapped water content of the plant. This plant significantly reduced the water use and carbon footprint of the plant.
