Ensure that the management of the WFP compound and premises adhere to WFP standards

and procedures for the security of premises, assets and personnel and that appropriate reports are produced timely; Monitor the performance of all regular maintenance checks and fill the required audit forms; Ensure that the completed forms are duly signed and recorded properly for future references; Produce a monthly report containing the outcomes of the monthly financial intake, Focal point for communication between WFP and the tenants including receiving tenants’ concerns and following-up with the Chief Officer in order to ensure that the requests are attended to. Prepare quarterly procurement plan to be presented to the supervisor and approved by the Management; Ensure correct implementation of the approved plan, in line with WFP procurement guidelines; Manage the stocks available in the compound and produce a monthly report; Ensure that all equipment in the compound are recorded in a timely manner to the focal point; Assist in the performance of yearly physical count for the compound; Monitor the implementation of service contracts in the compound; Submit invoices for timely processing to the Administration Unit; Prepare drafts for lease agreement, including the inventory lists per house; Organize maintenance work in the housing compound and liaise with the Procurement Unit for arranging contractors to carry out routine maintenance tasks; Attend meetings of WFP compound housing committee; Inspect the compound and perimeter to ensure it is clean and tidy at all times; Manage and maintain paper and electronic records within the area of responsibility in accordance with established procedures, to ensure swift and easy data access; Undertake research and perform basic analyses of data, to contribute to the provision of accurate information and effective management of resources; Provide inputs to routine methods and practices in area of work, to support the continuous improvement of services provided; Propose any actions aiming to improve the management of the compound; Supervise compound staff including responding to the phone calls and emails, especially during the night shift and weekends; and lastly, guarantee that the technical issues (plumbing, electricity, wi-fi connectivity, etc.) are resolved properly. Handling Documents and Load Control: Convey and deliver documents between the aircraft and appropriate terminal authorities; Prepare, sign, distribute and clear as appropriate, documents such as loading instructions, manifests, etc., in accordance with local and international regulations or as reasonably required by the aircrew; and Compile and dispatch statistics, returns and reports in accordance with procedures, rules and regulations.

Passenger and Baggage Handling: Check-in passengers in accordance with requirements and instructions issued by WFP and the chartered carrier’s; Inform passengers about time of arrival and/or departure of chartered carrier’s aircraft and transportation connections; Guide passengers from the chartered carrier’s aircraft through controls to connecting transportation and vice versa; Handle baggage in the baggage sorting area, deliver baggage in accordance with the local procedures; If applicable, storage of baggage in the customs bonded store if required; Assist passengers requiring special attention; Weigh and tag checked and carry-on baggage; Effect the conveyance of checked baggage from the baggage check-in position to the aircraft and vice-versa; Deal with loss, found and damaged property and report such irregularities; Notify the Air Movement Officer/ Air Transport Officer of complaints/claims made by passengers; Head check of passengers upon embarkation (count to be compared with messenger manifest and general declaration); and Oversee the contracted ground handling performance, correct where necessary and report on a regular basis said performance.

Cargo Handling: Present cargo to Customs for physical examination and processing clearances for the release of inbound, transfer and outbound cargo as required and/or clear cargo through Customs in accordance with the chartered carrier’s and WFP-UNHAS instructions and in concurrence with local regulations; Deal with lost, found and damaged cargo and report such irregularities; Notify the Air Movement Officer/ Air Transport Officer of any complaint/claim made by Consignors; Sort and store inbound, transfer and outbound cargo prior to dispatch in accordance with the nature of goods and the routing of the cargo; Provide and/or arrange for essential equipment and storage facilities for special perishable cargo and other special items; Provide accommodation and services for acceptance of cargo and ensure adequate control so that shipments and dwhen delivered for transportation by Consignors either directly or through an agent of WFP are made "ready for carriage". Any irregularity to be reported; Tally and assemble for dispatch by weight and volume, cargo up to capacity available on all aircraft; Prepare for delivery onto the aircraft, unit load devices - e.g. pallets, etc; Prepare cargo manifest(s), split air waybill sets, and forward applicable copies of aforementioned documents as required. Where applicable return a copy of the waybill to the Air Movement Officer/ Air Transport Officer endorsed with conveyance details; Offload bulk cargo from vehicles, break-down and/or empty unit load devices, e.g. pallets, etc. and check incoming cargo against document(s); In accordance with local and WFP regulations and where necessary, put cargo under Customs' control, clearing discrepancies; Prepare transfer manifest(s) for cargo to be transported by other aircraft; Check incoming cargo against document(s); and notify consignee/agent of arrival in accordance with applicable instructions. Handle Dangerous Goods and provide all necessary associated documentation (Shipper’s declaration, etc…) to the aircrew. Loading/Unloading of Aircraft: Provide/arrange for, position and remove adequate passenger handling equipment for

embarking/disembarking passengers where needed; Provide/arrange for and operate suitable loading/unloading equipment; Provide/arrange for and operate suitable equipment for transportation of loads between points in terminal areas as required; Unload, assemble/deliver/receive loads; Load, stow and secure loads in accordance with chartered carrier’s and WFP-UNHAS instructions and procedures; Weigh pallets/containers/load units; Re-distribute loads in cargo holds according to the aircraft’s Load Masters instructions; Secure and lock cargo hold doors and hatches when loading/unloading is complete; Provide passenger and/or crew transport between aircraft and airport terminal as required by WFP-UNHAS or local authorities; and arrange for safeguarding of all loads with special attention to valuables and vulnerable cargo during loading, unloading and during transport between aircraft and the terminal. Aircraft Handling: Attendance. Standby before arrival and after departure and general supervision of ramp handling activities; Marshalling in conjunction with the Operations Air Transport Officer and Flight Operations Officer; Provide / arrange for marshalling equipment and/or arrange for the marshalling of the aircraft at arrival/departure. Ground/Aircraft Communications. Where required provide/arrange for communications facilities to establish and maintain communication between handling parties and the aircraft command element. Ground Power Units. Where required, provide/arrange for, position/remove and operate suitable ground power unit for supply of necessary electrical power during a specified time limit; Where applicable, provide/arrange for positioning/removal appropriate unit(s) for normal engine starting at departure. Moving of Aircraft. Provide/arrange for suitable towing equipment to tow/push aircraft on the designated handling area according to the aircraft commanders’ instructions and in accordance with the local regulations. Refueling of Aircraft. Provide and/or arrange for the provision of fuel for aircraft and ensure that aircraft are refueled in time to satisfy scheduled departures and designated take-off times and verify the amount of fuel delivered into the aircraft.
