AT REFINERY

• Successfully implemented safety management system in HMEL refinery.

• All fire protection system of HMEL refinery & at ESSAR OIL projects commissioned successfully as per NFPA & API standards. Installation & commissioning of fire protection system i.e. Fire Hydrant System, Fire Alarm System, Rim seal foam, semi fixed foam system, CO2, ARGONITE & DCP total flooding system etc.

• Best industrial methods implemented for reduction of fire & injury incident.

• Successfully completed mega turnaround for 22 MMTPA refinery at EOL with ZERO fire & LTI.

• Facility developed for FULL SURFACE FIRE fighting of 170 hydrocarbon tanks.

• Liaison with various state and local legislative bodies on policies, norms and compliance.

• Budget control & inventory management for HSE & FIRE.

• Implementing Occupational Health and Safety plans entailing identification of opportunities, analysis of data, cost benefit analysis, implementation & post audits.

• Ensuring that the safety work permit system i.e., Isolation, Lock out and Tag out, hot work permit, cold work permit, confined space entry permit, Height work permit & Excavation permit, etc., is followed properly by conducting frequent audits in various departments.

• HAZOP study for newly constructed plant & revamp in the refinery units. Pre incident plans and Risk assessment of all process units & tank farm/hazardous areas were prepared.

• Implemented system related changes as innovative near miss reporting and reward system.

• Training need identification, module development and imparting training to various target group.

• Prepared the application documents for the Several National & International Safety Awards and got the applied safety awards i.e. International safety award from British Safety Council, Golden Peacock Safety Award, etc.

• Traffic safety management by making SOP, Road marking and displaying of Safety Signage and boards at the conspicuous places.

SPECIAL PROJECTS

i) RIM SEAL FIRE protection systems for all class – A petroleum products storage tanks. Specifications prepared, commercial discussion held & system installation executed for 40 floating roof tanks of the refinery.

iv) Rescue plans for critical activities developed, a fully trained rescue team developed through level 3 training and refinery’s rescue capabilities established. v) Process safety management system established and re-HAZOP study of entire refinery was completed. vi) Management of safety functions for mega petrochemicals shut down 2018 achieving zero accidents. vii) Re HAZOP of entire petrochemicals units at Haldia Petrochemicals conducted. viii) PSM implementation in Haldia petrochemicals initiated and work is under progress. ix) Implemented & managed safety aspects during construction & commissioning of BUTENE1 unit which is an expansion to existing OLEFINS.

I possess 31+ years of experience in petrochemicals, oil and gas and Nuclear power. I had worked for HSEF management, Construction & commissioning of Refineries and Refineries/petrochemicals major shutdowns. AT HALDIA PETROCHEMICALS:-

• As HEAD-HSEF at Haldia Petrochemicals, I am responsible for safety, health, environment & fire service functions of the petrochemicals. All the Heads of respective functional area are reporting to me with a total of 58 employee’s strength. Successfully working for policy review, implementation and new upcoming refinery projects.
