Objective: To establish a second career, serving as a Licensed Community Association Manager.

Current Relevant Experience

My current duties as board President for a large community, along with prior work responsibilities and leadership / management duties have establish this role as a “good fit” for this second career path.

Current Duties / Responsibilities (March 2021 to present)

1 years of service as Board President for a 1935 single and multifamily home community.

Assisted in development of a 5.6-million-dollar annual budget.

Established an annual budget, reducing the prior year deficit by $200K, following hurricane Irma, without use of a special assessment. We are currently operating at a surplus.

Direct involvement with replacement of our management company, landscape vendor, 558 construction defects legal counsel, and insurance provider. Facilitated new contracts for these areas, all with improved scope of work and performance metrics, with cost savings in all areas except insurance.

As Board President, chaired regular board meetings, special board meetings, several town hall meetings, an annual meeting, and a recall meeting for a prior board member. Also chaired multiple board workshops

Serve(d) as Board Liaison (Primary Board Point of Contact) for Landscape, Activities, Legal, and Insurance committees.

As a Property Owners Association, I serve as a primary point of contact with West Villages Improvement District. It is a government entity owning a majority of the development common area landscape, maintained via a maintenance agreement with the community.

Prior Relevant Experience

More than half of my 30-year career in state corrections facilities was in a leadership role. I had consistent progressive responsibilities for management of human and facility resources / assets, and local and statewide community impact. They culminated in management oversight of nine facilities (communities), a $650+ million annual budget, supervising more than five thousand staff and roughly sixteen thousand inmates. It included serving as project manager for two major projects, each involving several hundred-million-dollar assets.

Prior Duties / Responsibilities (August 1988 – July 2018)

30-year service with the Pennsylvania Department of Corrections (1988-2018).

26+ years of experience in Management / Executive level positions. Served as highest ranking official at three SCI’s (State Corrections Institutions). My leadership style promotes teambuilding and community involvement, as well as training future leaders. My management style relies on system-based operations that require no specific individual for continued future success.

Lead Project Manager for opening a $400 million facility (SCI Phoenix), that was 2 years behind schedule and $50 million over budget at time of assignment. In conjunction, closed SCI Graterford. Coordinated with multiple State Secretaries to facilitate successful operation in 7 months. Included actual relocation of 1100 staff and 3100 inmates, completed in 72 hours.

Project Manager for the closure of SCI Pittsburgh, successfully relocating 655 staff and 1750 inmates to other state facilities. Included reassignment of all facility assets / inventory, completed in < 5 months.

Routine direct interaction and involvement with local, county, state, and federal agencies.

Reassigned by Executive Level Pennsylvania Dept of Corrections to other leadership roles, based upon my ability to solve systemic, operational, and team issues.

Facilitator of cultural change. When the department mission changed, I was reassigned or redeployed to incorporate the new methodology into the assigned work area. (Google - Steve Glunt, Rockview).

Fifteen years of experience in managing annual facility (community) budgets ranging from $35-90 million. Includes specific areas such as fixed assets, non-recurring maintenance, personnel and operating costs, preventive maintenance plans, performance-based contracts with service level agreements, cost containment / reduction initiatives, resource reallocations. It was common for my facility to operate at a surplus every fiscal cycle.

Development of leadership depth in middle and upper management positions.

Public speaker – group size varied from 20-350 dependent upon topic/ event.

Inspect and review security facility (community) operations to ensure law / policy compliance.

Statewide Instructor for middle management staff.

Statewide Instructor for Security Analysis processes, Vulnerability Assessments, and Facility Security Operation Audits. These are all performance-based facility security reviews.

Policy / procedure development, and committee establishment that includes scope of work and statement of responsibilities.

Layering and integration of multiple security systems, people, and processes / procedures.

Certifications

Passed Community Association Manager exam on August 15, 2023. Awaiting receipt of license, expected to occur within the next 30 calendar days.

Shippensburg University, Pennsylvania

BS, Criminal Justice / Law Enforcement Administration

1983-1991 (completed degree while employed full time by Pennsylvania Dept of Corrections)

Military Experience

None. Not medically permissible due to a genetic birth defect. I received a successful open-heart surgery in 1969 at the age of 4 . Defects were successfully corrected.

Venice, Florida (Gran Paradiso) resident since the week following my retirement in July 2018.

Married to Audra Glunt.

Six children, two still living at home (Dagny age 8, and Alex age 5)
