While working for Bechtel I completed all Contract Courses and received certificates to include Negotiation Classes, that taught me negotiation skills. My Project Responsibilities

Qualify suppliers, issue RFP’s, evaluate proposals, formation, documents cost and/or price analysis, executes subcontracts/PO’s incorporating clauses, terms and conditions, technical specifications, statements of work and other certification and representations, and maintains compliant subcontract files in accordance with established procedures.

Initiate subcontracts from cradle to grave including change orders.

I have worked in Supply Chain as part of my Contract Management duties.

Monitor subcontractor performance to ensure that all contract terms and conditions are met while adhering to cost, schedule, safety, and quality mission requirements.

Documents subcontractor performance using the Subcontract Past Performance Rating System

Uses judgment to interpret internal and external issues and develop best practices.

Makes recommendations to management on subcontract issues, and execution of subcontract documents.

Assists in coordination with other functional areas on matters related to Subcontracting; prepares responses as necessary to customer correspondence and other requests.

Award subcontract total value, authorizes funding, reviews, and validates subcontractor invoices for payment and monitor balance.

As a Senior Procurement Specialists, Tiber purchased homes over different areas of the south and my responsibilities was to receive the bid take off from the management team, review it and find contractors that were able to handle the scope of work for each home and prepare the houses for sale or rent. After I receive bids from the contractor, I would review them and pick out the best contractor to proceed with the work. I covered the Nashville, TN, Charlotte and Raleigh Durham, NC area. I put all the project data into our database, kept logs for each project and worked with the project management during the work being performed.

As the interest rates began increasing, and the rising cost of materials, Tiber began losing homes and personnel to include management and laid off most of the workforce.

Consultant - Purchasing & Contract

Consultant - September 2019 – February 2021 – (Remote), Ocean Springs, MS

I worked from home as a consultant for Engineering, Procurement, Construction companies that I have been associated with in the past, writing, reviewing, and negotiating contracts as well as purchasing long lead items. These companies lost personnel during the COVID crisis.

Fincantieri Marinette Marine Consultant/Temporary Support- June 2019 – September 2019, Marinette, Wisconsin

With prior shipyard experience, Fincantieri Marinette Marine requested assistance to help stabilize the Procurement/Contracts Department after they lost a few employees.

Met with their client, Lockheed Martin to get directions on the issues I was facing, and we decided to work on getting new processes and procedures established to satisfy the requirements for the Navy, working with the key contract heads from both parties to set up how the daily operations should benefit both companies.

Attended weekly meetings to keep Lockheed Martin updated and worked with them to solve problems based on issues with the delivery of material.

Arkema Chemicals

Consultant - November 2018 – May 2019 (Consultant/Temporary Support), Axis, Alabama

I was hired as a consultant to help Arkema Chemical Company modify processes and procedures for existing projects and upcoming projects for their US plants. I wrote new contracts for projects in Texas and for a new project in Kentucky. At the end of my contract, I elected not to extend my contract, due to the distance I was traveling each day.

Welded Pipeline Construction (Bechtel owned company)

Contract/Purchasing Manager - March 2016 – July 2018, Atlantic Sunrise Pipeline

Mt. Joy, PA

While working this project remotely as a consultant I was brought in full time to replace Sr. Procurement Manager.

Responsible for all purchasing and subcontracts as well as change orders and kept logs of all activities.

Worked formations, by assembling bid packages. When packages received the documents were reviewed and selected contractor.

Reviewed accounting statements and prepared them for payment and sent them to the site manager for final review and signature; then forwarded the invoices to accounting for payment.

Welded Construction - Continuation

Contract/Purchasing Manager – August 2018 – November 2018, Mountain Xpress Pipeline,

Glen Dale, WV

After completion of the ASR project, the Project Manager and I relocated to Glen Dale, West Virginia on the MXP for Trans Canada Pipeline, with the same responsibilities as the Atlantic Sunrise Pipeline. We had to complete this project before the winter storms set in due to the mountainside terrain we were working on.

KBR – Aliant Energy Power Generation Station

Sr. Procurement January 2015 - February 2016, Marshalltown, Iowa

This was a 600-megawatt gas-fired combined cycle generation station including two combustion turbine/generators Two heat recovery steam generators, a steam turbine/generator, and three Generator step-up transformers, and two auxiliary transformers, as well as related facilities such as roads, walks, landscaping, parking, utility interconnects, offices and buildings located in Marshalltown, Iowa. Assigned to ensure material (heating elements and pipe from China) was ordered, expedited, received, and properly stored, (capped on each end), staged, and organized, prior to issuing.

CB&I – Eco Petrol - Reficar Oil Refinery Expansion Project – Oct 2012 – Dec 2014

Negotiated, issued, and managed the Scaffolding contracts.

Attended weekly progress meeting, daily reports, monitoring schedules (to include the 3 weeks look ahead), approving invoices for accuracy and assurance prior to payments being made, monitoring material issues as well as making sure progress was entered correctly.

EDUCATION:

The US military established an educational program as personnel were required to have semester hours to be promoted to a higher rank. Mississippi supported colleges participated in this program as I worked classroom activities, attended military schools, worked online-courses, correspondence courses, and was 2 Semester Hours short of obtaining my bachelor’s degree in business administration when the program ended. I was able to maintain a 3.5 GPA out of a 4.0.
