PROFESSIONAL SUMMARY

Mr. Williamson is a Registered/Licensed Professional Geologist with over 50 years of experience in geological assessments, environmental investigations and project management. He conducts geological assessments and mineral exploration; wetland determinations and delineations; Phase I Environmental Site Assessments; Phase II Site Assessments; groundwater investigations and management of remediation; environmental permitting and regulatory compliance projects. Mr Williamson also serves as an expert witness and provides litigation support services.

In addition, he is responsible for business development and manages Williamson & Associates’ office in Shreveport, Louisiana. Mr. Williamson has served as a Board Member of the Louisiana Board of Professional Geoscientists since 2018. He is a National Association of State Boards of Geology (ASBOG) Council of Educators Subject Matter Expert in geology. He serves on ASTM International committees D05 - Coal and Coke, D18 – Soil & Rock; D18.26 – Hydraulic Fracturing; E50- Environmental Assessment, Risk Management and Corrective Action; and Subcommittee on Conservation Easement Deeds. He has served as a member of the board for the Shreveport Geological Society and presently serves as Chairman of the Environmental Committee and the Fieldtrip Committee. He is a military veteran and served as a 2nd Lieutenant A Team Commander in the US Army 20th Special Forces Group. He has served as a commissioned law enforcement officer as an Auxiliary Deputy with the Caddo Parish Sheriff Department. Specifically, Mr. Williamson’s experience includes the following:

Supervised numerous geological mineral exploration programs for coal, limestone, sand/gravel and other resources, including drilling, coring, sampling, testing and analyses and geophysical logging.

Surface mine planning, development and permitting, including acquisition of the right to mine, drilling, sampling and analyses, and regulatory permitting and compliance. Prepared numerous Phase I Environmental Assessment reports on urban and large rural properties, including on-site radon testing.

Conducted Phase II Environmental Site Assessments, including soil and groundwater sampling, analyses and site closure, for environmental contaminants and hazardous materials, including petroleum, volatile organic compounds, heavy metals, salt water, pesticides and herbicides.

Conducted environmental compliance audits for manufacturing and mining facilities, including site inspections, permit reviews, regulatory compliance and recommendations for permit compliance and site closure.

Conducted numerous wetland determinations and delineations on properties in Louisiana, Arkansas, Florida, Tennessee, Illinois, Mississippi and Texas; Section 404 and 10 permitting with US Army Corps of Engineers; prepared compensatory mitigation plans and managed civil penalty assessments by the Environmental Protection Agency (EPA).

Regulatory permitting and compliance; coordination of cultural resource surveys and endangered species surveys; compensatory mitigation for wetland impacts; expert witness and litigation support; and project management.

PROJECT EXPERIENCE

Mine Development: Served as Project Manager for Central Louisiana Electric Company and Surface Southwestern Electric Power Company for the planning, development and permitting of the Dolet Hills Lignite Project, the first commercial coal mine in Louisiana. The 30,000-acre surface coal (lignite) mine produced 2.5 million tons of coal annually to provide fuel for the Dolet Hills Power Plant, a 750 megawatt mine-mouth electric generating plant. Responsibilities included geological exploration; coal quality investigations; environmental investigations; reclamation research, acquisition of mining rights, including land purchases and mineral leases; payment of mineral lease obligations (advance royalties, production royalties, surface damages, etc.); contract management for contract mining services; state and federal mine regulatory compliance; environmental compliance and office management. Coal Exploration: Conducted and managed field activities for coal exploration project, including locating suitable drill sites; drilling 1,000-foot holes to identify, sample and characterize multiple thin coal seams in complex folded, faulted geological environment; coordinated with landmen and landowners for property access and compliance with requirements of exploration leases; consulted with local and state agencies to obtain required exploration and road permits; coordinated and scheduled geophysical logging of drill holes; directed activities of drill site reclamation contractor; reported daily activities to project manager.

Abandoned Coal Mine Survey: Conducted state-wide survey for the Mississippi Department of Environmental Quality (DEQ) to identify and locate historical abandoned underground and surface coal mines; prepared report to document findings and assisted state DEQ in submitting information to Office of Surface Mining as required by funding grant.

Wetland Delineation: Cultural Resources and Endangered Species Review: Conducted review of wetlands, cultural resources and endangered species of multiple large properties for national aggregate producer as part of due diligence for property acquisition real estate transactions; consulted with state and federal agencies; and wrote reports on findings and recommendations. Conducted review of wetlands, cultural resources and endangered species for 3,000 to 6,000-acre orange groves in south central Florida and 3,000 to 4,000-acre farms in Arkansas for large corporate agricultural companies.

Wetland Section 404 and 10 USACE Permitting and Wetland Mitigation: Prepared numerous Applications for Department of the Army Section 404 and Section 10 permits; assisted Applicants in selecting appropriate methods for providing required compensatory mitigation; obtained competitive cost quotes to purchase mitigation credits; prepared prospectus for proposed wetland mitigation banks.

Wetland Permitting: Conducted wetland delineations of 19 natural gas shale well pads for US Army Corps of Engineers After-The-Fact wetland permitting; provided consultation with US EPA on civil penalty assessment; obtained After-The-Fact Section 404 Individual Permit from US Army Corps of Engineers for well pads and 8-mile natural gas pipeline right-of-way; assisted client in negotiating purchase of $1.9 million in wetland mitigation credits required by USACE.

Phase I Environmental Site Assessments: Conducted numerous Phase I Environmental Site Assessments of urban and large rural forested properties for property transfers for commercial land development in Arkansas, Louisiana, Mississippi and Texas. Clients’ projects include Dollar General stores, Burger King, McDonalds, Dairy Queen, Rocket Fast Car Wash, Zips Car Wash and numerous other industrial, energy, agricultural and large commercial land development projects.

Critical Habitat Survey: Conducted survey in National Wildlife Refuge to assess impacts of a proposed hydrocarbon well, pipeline and access road on critical habitat for the endangered Louisiana black bear; provided agency consultation with US Fish & Wildlife Service, state Department of Wildlife and Fisheries and US Army Corps of Engineers.

Groundwater Monitoring: Planned and supervised drilling and completion of 10 deep groundwater monitoring wells for Department of Public Works to monitor long-term water levels and water quality in Carrizo-Wilcox Aquifer; and coordinated geophysical logging of drill holes.

Groundwater Level Monitoring: Served as geologist on the Bossier Parish Police Jury and Louisiana State University at Shreveport team to plan and implement a program to investigate and monitor rising groundwater levels in north Bossier City, Louisiana. Project included locating, drilling and instrumenting twelve groundwater monitor wells to continuously measure groundwater levels and remotely retrieve data.

conducted environmental investigations of potential mine and plant site; consulted with local, state and federal agencies regarding permitting requirements; provided coordination with landowner for property access; assisted client with siting of sand processing plant and primary crusher; provided assistance in legal issues, including federal court proceedings; participated in public meetings and regulatory public hearings; conducted project status meetings with state department of environmental quality agency.
