“Book Boss” and designated Program Manager for DHS EAGLE II. Built budget for price bid. Negotiated teaming agreements and NDAs with all 13 subs, ran red team review, and submitted proposal a full day ahead of the deadline.

New Product Development and Marketing – Created plan and WBS for 4 companies to develop a web-enabled database (MS Access, SQL Server, VB.Net) of laws and regulations governing use of Biometrics around the world with clear, specific legal opinion regarding use of each biometric in each country. In charge of budget and phase reviews. I built the prototype demonstration product in MS Access, Excel automation and several hundred lines of VB.Net code.

DoD – Program Manager in charge of 9 subcontractors doing Legal, Cultural, Political, and Policy studies for the Biometrics Identity Management Agency (BIMA), designing Service Oriented Architecture (SOA) and Business Process Management (BPM) for Identity, Credential and Access Management (ICAM). Planned integration with DHS, DoS, and DoJ (FBI). Set Work Breakdown Structure (WBS) for project. Wrote ConOps and requirements for Combat Command (COCOM) use and needs for biometrics; overviews of biometrics including privacy; legal/cultural studies; interoperable systems; and problem mitigation. In charge of staffing and budgeting for project and all TAG employees on the program. TAG used MS Project Deltek MPM and Cobra for project planning and EVMS tracking.

Independent Consultant, Project Manager May 2002 – Sep 2008

Project management, software design, implementation, and management consulting. A sample of projects includes:

PMO Project Manager, TSA, DC – planning BPM for HSPD-12 PIV card implementation. We developed a complete, detailed roll-out plan and dashboard for all airports nationwide with RUP and UML.

Program Manager, SBA, DC – for $8 Million BPM design to provide HSPD-12 PIV cards to SBA (in J2EE and Oracle). This project included creating the IMS in MS Project, moving the data center, phasing out under performing subcontractors, and purchasing $800,000 of equipment. Managed several projects simultaneously. Responsible for negotiating contracts and budget control of subcontractors and USG.

Program Manager, State of Illinois, Springfield, IL – in charge of a Department of Homeland Security HSPD-12 FRAC program. This $6 Million system and BPM design provide biometric smart cards to first responders. The cards are compatible with HSPD-12, PIV, TWIC, CAC and FIPS-201. Oversaw Java J2EE, Oracle, and MS Access development. I managed the work of six companies and three state agencies including IBM, National Super Computer Center, Entrust, and the Bureau of Identification; tracked project with MS Project.

Program Manager, Royal Bank of Canada/Fidelity Information Services, Toronto – I replaced an underperforming manager for web-based Java and Oracle mortgage processing & servicing ASP. I rigorously applied EVM. When I took over, the project had a 21% SPI. In two months the SPI was 100%, where it stayed.

I replaced a manager who only achieved 72% system up time. In six months I had the system available more than 99%. I managed 20 programmer/analysts responsible for a business critical data warehouse / data lake and securities trading strategy system. Supervised development of Java/Websphere/Smalltalk DB for portfolio attribution and viewing securities data via web browser. Instituted BPM teaching staff to do root cause analysis and establish procedures to eliminate failure recurrences. I set up performance dashboard and increased system availability with no change in equipment or personnel.
