FUEL DISTRIBUTION SYSTEM WORKER (MATERIAL HANDLER) (This is a federal job)

Duties, Accomplishments and Related Skills:

GENERAL DUTIES:

Senior wage grade that oversees the Supply and Service programs for the Rock Island Arsenal Logistics Readiness Center (LRC) and Tenant organizations. Maintain, distribute, and store ammunition and Hazardous Materials (HAZMAT). Responsible for Hazardous Waste disposal. Other duties include inventory management, warehouse and storage management, receipt and issue of supplies, bulk and retail petroleum and other lubricants. Extremely safety minded, organized, and effective employee skilled at seeing the big picture and identifying tasks that aid in completing jobs timely, carefully and proficiently. Quickly learns and adapts to any situation. Team player with the ability to delegate, mentor, and develop solid partnerships. Frequently works with considerable independence and often without immediate supervision.

HAZARDOUS MATERIAL (HAZMAT):

Responsible for tracking HAZMAT from the storage/issue point to its final destination. Coordinates with the tenant organizations in order to make the HAZMAT process flow more smoothly, and make necessary adjustments, modifications, and revisions to meet current and long range objectives. Established programs to track hazardous materials from cradle to grave through the Hazardous Materials Management System (HMMS). Provides oversight for the loading/unloading, receipt, shipping, storage and issue of hazardous material to include diesel, oil, propane, gasoline, kerosene, paint, acids, and similar products. In addition, any HAZMAT material used for the Rock Island Arsenal Joint Manufacturing and Technology Center (JMTC). Which manufactures a wide array of items for the United States Military. Compares receipt/issue documents to items shipped or stored to assure that correct items are moved and to show documents accurately reflect material issued or received. Carries out diesel and Propane deliveries to tenant customers by driving two separate tankers with 3,000 gallon capacity each, as required. Conducts property accountability and asset visibility operations through the Logistics Modernization Program (LMP).

HAZARDOUS WASTE:

Manages processes for the disposal of hazardous waste and provides oversight of the satellite hazardous waste generator site, coordinating with the Directorate of Public Works personnel for disposal. Complies with established safety, environmental, equipment use and security requirements.

AMMUNITION SUPPLY:

Responsible for Ammunition Supply Point (ASP) operations, ensuring all munitions stocks are properly accounted for and maintained during requisitioning, receiving, and posting of munitions stock. Performs inventories, material movements, relief documentation, as well as implemented ammunition management operations at the Ammunition Supply Point (ASP) on Rock Island Arsenal. Executes receipt, storage, and issue of ammunition and ammunition components. Aided with the development of an ASP Standard Operating Procedure (SOP). Ensures that all ammunition actions happen in a timely manner and that paperwork is filled out accurately.

WIDE-RANGING EXPERIENCE:

Represents the LRC in meetings. Researches, analyzes, and provides response to senior management

General Officers, SESs, Commanders, and director level taskers. Works efficiently under pressure with short suspense times and makes critical deadlines. Identifies and defines problems in management operations, formulates and takes corrective actions, and develops recommendations for issues to be addressed. Interprets policies and provides advice to management. Identifies and resolves complex issues that arise in the LRC. Very proficient forklift driver with over 30 years of safe operation. Loads and unloads trailers at hazardous materials receiving area. Identifies problem situations/environmental conditions analyzes problems and recommends corrective measures. Advises the Director and Chief, Supply and Services, LRC of significant trends and potential problem areas, making recommendations for action. Provides technical advice to other employees and supervisors involving problems within the LRC. Aides the property book team with the issuing and turn in of items to include monitors, CPUs, laptops, and any item that would be put on the Property Book System. Formulates objectives/priorities and implements plans consistent with the long-term interests of the LRC and tenant organizations. Supports the Central Issue Facility (CIF) with inventories, issues, and turn-ins. Aides with the packaging and shipping of excess CIF inventory to Fort McCoy for turn-in.

LEADERSHIP:

Assigns work to co-workers based on priorities, difficulties, and capabilities. Coordinates training and accountability of team members. Explains rules and procedures to supervisors and other employees and helps them understand their positions and obligations. Vice President of AFGE LOCAL 2119 for ASC/Garrison, for over 8 years. Primary obligation is the over-site of a bargaining unit consisting of over 50 wage grade (WG) and General Schedule (GS) employees. Provides leadership during negotiations of policies, procedures, and other issues that affect bargaining unit members. Interaction is primarily with Commanders, Directors, and/or Supervisors.
