PROGRAMME ASSISTANT FOR REPRODUCTIVE HEALTH COMMODITY SECURITY PROGRAMME (RHCS) AT UNITED NATIONS POPULATION FUND (UNFPA) LESOTHO Responsibilities:

● Contribute to administrative, financial/budgetary and logistical aspects of programme planning, procurement, distribution and timely reporting in collaboration with operations, communications and other teams in the country

● Maintain effective communication within the office and stakeholders, draft letters to stakeholders, prepare outgoing mails, receive and distribute letters

● Review and facilitate Annual Work Plans (AWP), operational and financial planning process, monitoring and evaluation tracking, project budget design, tracking and realignment while also ensuring that all Memorandum of Understanding (MoUs) are in line with UNFPA corporate standards and requirements

● Based on the approved Annual Work Plan, prepare a comprehensive budget breakdown of all activities and submit to The Country Representative and Implementing Partners (IP) and upon approval, set up the new project in Atlas and transfer new and existing funds

● Monitor project activities, budget and financial expenditures and maintain a proper record of approved budget lines, support conduct of Audits of financial resources and ensure timely adjustment of IP rating as needed to eliminate fraud

● Ensure budget discipline and proper use of Charts of Accounts (COA) through timely budget revision in Atlas

● Ensure that financial procedures used by IPs comply with financial and procurement requirement of UNFPA Policies and Procedures

● Using the Harmonised Approach to Cash Transfer (HACT) modality, review the Funding Authorization and Certificate of Expenditure (FACE) forms and IPS program reports and make necessary adjustments before next disbursement of funds is made to the IP

● Conduct quarterly coordination meetings with stakeholders to assess progress on program implementation, take and share minutes and follow up on completion of action points, taking into consideration, time frames

● Prepare activity and payment request as well as Petty Cash requests ad ensure that all vouchers are paid and retired

● Prepare inventory and Asset management including keeping proper inventory records

● Ensure timely completion of custom clearance, transportation from the Supplier and handover of commodities to NDSO as per the SOPs

● Communicate constructively and effectively with PSB on a continuous basis in to order to keep track of goods in transit and take actions on procurement related matters

● Timely coordination and logistical of supplies related procurement such as obtaining import permits, communication with NDSO procurement team to give updates on purchase requisitions, expected time of arrival and ensure that they are ready to receive the shipments

● Physically inspect all incoming commodities to ensure they meet all procurement standards and fill relevant Receiving and Inspection forms as well as Delivery Slips
