POSITIONS IN AFFORDABLE HOUSING:

1999-2001 Little Rock Housing Authority, Little Rock, AR

AS Section 8 Manager for Little Rock Housing Authority. I was able to use the skills I had developed working in state government to stabilize this program, leading to an Achievement Award from HUD. Programs I supervised included VASH, Shelter Plus Care, an SRO, Family Self-Sufficiency, and the Uniform Relocation Act.

Daily duties included: hiring & managing staff; budgeting; ensuring occupancy standards & utilization of HUD funds; quality control inspections of properties; marketing to landlords, and monitoring the waiting list and leasing.

2001-2008 Benton, AR Housing Authority, Benton, AR

Leaving LRHA, I became the Executive Director of the Benton, AR Housing Authority. Immediately, I applied for and received a large Mainstream grant for the authority, which was the first received in the State. Other achievements included doubling the size of the HCV program; implementing a Section 32 program to sell single family public housing units to tenants through the Homeownership program; and establishing an affiliate non-profit who built and sold houses using HOME funds. (Benton was “troubled” when I took over, but soon became a “High Performer”.

2008-2009 Huntsville Housing Authority, Huntsville, AL 35801

Being the Director of Operations for this large pha gave me the opportunity to be in on the beginning of their asset re-positioning efforts. HHA acquired, demolished, and re-built properties, using a variety of financing mechanisms, during this time. I acquired a multimillion-dollar grant used as part of the mixed-financing re-building efforts, and spear-headed tenant relocation and lease-up of the newly built or acquired properties. Meanwhile, the other programs I supervised (Public Housing and Section 8 programs) maintained their High Performer status.

2010-2021 Sheffield Housing Authority, Sheffield, AL 35660

This pha was also “troubled” when I was hired, but after 90 days, was released from this designation. Multiple financing sources were used to renovate public housing and a Congressional grant was received to demolish or renovate derelict housing in the City. Through SHA’s affiliate non-profit a day center for the homeless was established. Effective 04/21, SHA purchased and managed a 104 unit independent living/retirement community, which I also managed. SHA was approved as a prestigious Moving To Work (MTW) agency. When I left on 11/2021, SHA was debt-free with healthy reserves.

Skills: Since my last position has been recent, I have a full array of up-to-date technical skills. I am adept at grant writing, program implementation, budgeting, planning, and I have the unique ability to read, understand, and implement complex governmental directives.

Soft skills include my ability to motivate employees and others to accept new ideas and to engage them in the process of change.
