Duties:
-Under the supervision of the Principal Officer, ensure that appropriate management systems and policies are implemented at American Consulate General Alexandria to achieve efficient utilization of resources and correct operation. This includes, but is not limited to, personnel, security, budget and general services needs. Communicate with Embassy staff in Cairo and represents the post at the Administrative Coordinatio meetings in Cairo. Prepare for audits and inspections as required. Manage petty cash account, process the representational vouchers, and disburse PO’s representational funds, and plan representational events. Manage work schedule of American Consulate’s driver including distribution of all Consulate’s materials to contacts, and arrange transportation schedules for VIP visits and large events. Supervise and manage work schedule of Consulate’s janitor/Program Helper including janitorial work and preparation for Public Affairs programs and all American Consulate events
-Research and prioritize American Consulate General Alexandria's procurement plan in consultation with the Principal Officer and procurement staff at the Embassy Cairo, ascertaining that expenditures and commitments are in accordance with US government regulations. Maintain lists of reliable vendors and suppliers, advising the Principal Officer and Embassy Cairo of suitable products and services. Anticipate and report on program support requirements. Negotiate with local suppliers, and prepare purchase orders. Assist Principal Officer in all phases of personnel management. Ensure that regulations on time and attendance, leave, overtime, and ethics are understood and followed by all staff. Serve as American Consulate Alexandria Time Keeper. Comply and send regular Time & Attendance reports to Embassy Cairo for APP employees.
-Monitor accuracy of position descriptions and tracks performance evaluation cycles to ensure timely submissions. Advise Principal Officer on annual training plan for staff and alerts staff to training opportunities, and coordinate with Human Resources in arranging the training courses. Initiate requests for temporary employment. Participate in interviewing the driver’s and Janitor’s positions. Advise PO on requirements and policies to be applied in hiring of new employees and coordinate with the Embassy Human Resource Office on personnel recruitment and issues as needed.
-Act as American Consulate General’s Consular Assistant. Maintain regular contact with Embassy Cairo visa and American Citizen Services offices. Support the regular monthly visits of the Consular Section. Handle consular inquiries, including visa referrals, notary services, hand out applications of US passport applications and birth abroad, and providing information on the requirements. Assist Principal Officer in American Services: 1. Notary services: prepare the appropriate form or statement for PO's signature. 2) Support American citizens in case of detention, or illness, or death, and coordinate with government officials, hospitals, and security. Maintain accurate record of foreign consular staffing patterns in Alexandria. Coordinate with American citizens local wardens, relaying information between them and the Embassy.
