National Geospatial-Intelligence Agency (NGA), 2006- 14 May 2023

Senior executive officer responsible for the management of the DDI Executive Committee’s (6 Senior Executives) event and travel visit planning, engagement strategy to build partnerships to further develop the networks to achieve strategy goals and objectives against mission and vision requirements in the areas of algorithms and governance, machine learning, artificial intelligence and computer vision. These elements are the future mechanisms to deliver exquisite Geospatial-Intelligence to our warfighters, Department of Defense, and international partners to achieve the strategic advantage and provide excellent intelligence operational recommendations to our National Security Council and leadership across the spectrum of National Defense.

As Office Manager of the NGA Analysis Directorate (3000+ workforce) I managed all office administrative tasks, coordinated organizational events, monitored and managed requests for information across the directorate ensuring responses were corporate, validated by senior management, accurate and submitted on time; maintained and updated monthly Analysis Chief of Staff (CoS) updates to inform the CoS across the organization of personnel changes and upcoming promotion and evaluation cycles, budget status to include training and travel, diversity NGA special events and other pertinent administrative information so the workforce remained focused and informed.

Chair, Analysis Diversity, Equity, Inclusion and Accessibility Council (ADAC). Created the organizations charter, developed and implemented an ADAC maturity framework to achieve definitive goals and objectives over a 5 year period.

Managed the policy, expanded international partner engagements and relationships in support of NGA’s GEOINT services. Built partnerships and an active network across the Department of Defense, Industry and Academia.

Led the coordination of high visibility satellite performance data presentation to Congressional Staffers and official D/NGA to D/NRO memorandums that required thorough NGA coordination to ensure all equities were accurately reflected to advance our future satellite architecture.

My analysis, execution, and expert recommendations on the management of NGA Emergency and Extraordinary Expense funds led to zero deficiencies in a high-profile budget area Official Representation Funds (ORF) positioning the Agency to request and receive 41 % increased funding from oversight.

l authored and processed contract documents within two weeks under AGILE (contract method), to successfully hire the Director of NGA 's Strategic Advisor and Coaches. My success in the quick contract implementation and hiring of these external experts provided the Director NGA the experts he felt necessary to set the stage and guide NGA leadership summits and strategic planning for the future of NGA.

The Deputy Director NGA noted my superior execution of my responsibilities and appointed me her Executive Officer (XO) in a turbulent staffing time for the Executive Office of NGA.

As a protocol officer I planned and coordinated multiple (20+) agency events hosting senior officials from the Department of Defense, International partners, Industry and our workforce.

I was pivotal in research, analysis and troubleshooting for the National Geospatial-Intelligence College (NGC) Director allowing him to focus on strategic decision-making and facilitated NGC EXCOM synchronization. My recognized leadership resulted in my appointment as the Leadership Training Division Chief for 5 months. I developed a team, provided guidance, and resolved conflicts during the final curricula content review, implementation, and execution of the first Senior Officer Orientation Course. This is now a mandatory course for NGA newly appointed seniors. Because of my expert management and multitasking capabilities in both these positions the DIR/NGC selected me as his XO when he transitioned to the Director of the Office of Executive Secretariat.

As a government lead for the NGC’s Learning Technologies team, I led collaborative sessions with key customer groups to determine training report requirements. Using this information, I developed and oversaw the contract team's design of critical management decision-making tools by translating these knowledge requirements into dynamic data aggregation and reporting capabilities. These tools enabled NGA 's production and collection elements (Analysis (A)/Source(S)) professional development program tracking of Agency certification program reports and supervisory mandatory training summaries - providing leaders at all levels access to dashboard status summaries for situational awareness and decision-making activities. The Certification module was the first automatic reporting process that gave the information needed to manage core workrole proficiency (Imagery Analysts and Geospatial Intelligence Analysts (IA/GA).

I served as the first International Training Program Manager from March 2012-September 2014. In this capacity I advanced NGA 's capacity to improve partner tradecraft expertise by establishing three external OCONUS training environments not available at NGA Campus East (NCE) including one in a new security domain supporting Special Operations HQs mission in ISAF. I collaborated to leverage resources including $30K from United States Special Operations Command to bring to full operation capability (FOC) the various classrooms. As part of the international partner strategy, I envisioned and led the matrixed NGA team who delivered the partner Imagery Analysis course; I expanded mobile training courses for our commonwealth partners by 25% and made available to FVEY (USA, UK, CAN, AUS, NZL) CBTs by placing eight courses on the commonwealth network domain - Stoneghost. My leadership led the NGA College to a framework of "develop for release" to the broadest audience possible for GEOINT Curricula.

As the team lead responsible for GEOINT Training Functional Management implementation, I matured procedures regarding the conduct, recording and execution of all Community Geospatial Intelligence Council (CGTC) activities. Following my guidance and intent my team developed an NSG/Allied System for Geospatial Intelligence (ASG) GEOINT training communications strategy and a repeatable process to coordinate, capture and advocate for GEOINT training efforts and initiatives across the Services, COCOMs and ASG. My approved updates to department policy e.g., DoDI 3305.10, GEOINT Training expanded NGA governance and NSG responsibilities to report to NGA on functional management. As the founder and first Chair of the ASG Training Working Group, I led our UK,CAN, AUS, NZL Liaison Officers in all efforts to further the training objectives toward the ASG End state to include a consolidated ASG training catalog.

As the XO to the first Senior Civilian DISL assigned as the D/NGC, I assisted in the development of NGA 's Foreign Language Program. I developed NGC's request for information process and coordinated amongst NGC leadership for corporate responses to over four hundred RFI's within 95% on-time and accuracy rate. I smoothly managed the transition of two subsequent college directors ensuring ongoing initiatives were sustained across the college. I administratively managed the NGA pay for performance cycles. As NGA College Accreditation Standard I lead, enabled reaccreditation success earning zero deficiencies and a commendation from the Council of Education (COE) regional accreditation team.

Consultant, Office of the Director of National Intelligence (ODNI) and NGA's Recruitment Center (RC), Jun 04 -Jun 06

As an Associate with Booz Allen Hamilton I was primarily in the recruitment expert staff. My clients included ODNI and NGA's RC. I led NGA's formation of the IC Recruitment Committee (ICRC), authored staffed and implemented the ICRC Charter. I facilitated the ICRC monthly meetings ensuring follow-up on key initiatives and the council continued forward on ODNI Chief Human Capital Officer's objective achievement. Led a comprehensive cross-IC survey of recruitment practices. Results of this study informed the CHCO's strategy for IC recruitment. Authored the development of the NGC and RC strategies aligned to NGA strategic priorities. For the RC, my analysis of NGA's recruitment pipeline and performance metrics assisted in identifying timeline efficiencies condensing the process by 90days.

United States European Command, Stuttgart Germany, Deputy Director, United States European Command (USEUCOM), J1 Manpower Division, Jul 02 - May 04

I developed USEUCOM Jl's (personnel management) manpower strategy which included Joint Staff (JS) members, reserve augmentation and forward deployed COCOM HQs elements. I authored and presented the USECUOM manpower strategy to the Services for resource allocation decisions in the program and budget review process. I led the study team and implementation to improve EUCOMs organizational structure.

Deployed a comprehensive manpower package in support of IFOR/KFOR and to augment USEUCOM manpower by 500+ reserve troops. Planned and coordinated staffing of the first IC LNOs in USEUCOM HQs. Advocated and monitored to ensure USEUCOM's manpower accurately depicted in Defense Planning Guidance. Supervised 1 GOV/4 Mil/2 FTEs.

United States Army Officer (LTC RET), May 1991-Jun 2013

I am a retired (LTC), selected early (BZ) for Major and a former JS Intern Fellowship (13 selected annually). As part of a Joint Staff team reporting to a JS VADM, I managed and implemented the Army's program to track deployment days to integrate into a larger strategy to reduce soldier deployment frequency, combat fatigue/PTSD and improve work life balance. PERSTEMPO was the first system provided to commanders, at all levels, to assist them in managing unit and individual deployment rates and dwell time.

Selected to serve as the 501st MI BDE senior personnel officer. Managed the deployment of the I0th Mountain Division to KFOR. Reorganized the 6th Infantry Division (LI) as it transitioned from a division to a Stryker BDE. Commanded the largest and most diverse company supporting all Army personnel assigned to USFK in the Seoul/DMZ.
