With more than ** years of construction experience – most with Top 10 homebuilders and CDBG-DR Projects – I have battle-tested skills in plan development, estimating, specification writing and scopes of work as well as training and mentoring industry professionals. I specialize in Quality Assurance, Quality Control and Inspection and has served as Project Manager for the Harris County Hurricane Harvey Project Recovery, and the Harris County Hurricane Ike Programs. I also provided QA/QC and project guidance for the New York Hurricane Sandy Build it Back Program – providing over 20% QC of all project deliverables. The Harris County multi-million-dollar programs focused on the rehabilitation or reconstruction of homes damaged by Hurricane Harvey. In the Quality Control arena, I have achieved a well-earned reputation for spotting defects that others miss and for converting my knowledge of codes and industry practices into immediate action. As the Corporate Director for Construction Compliance at Centex Homes I was responsible for ensuring single and multi-family residences were constructed to the high Centex Stardards as well as the Universal Codes. Organized, highly motivated, and detail-directed, I have a proven ability to work with field staff as well as corporate management to solve problems and exceed client expectations. I am also proficient in Energy Star and LEED programs and have been an approved instructor of OSHA requirements for the construction industry. Professional Experience

Construction Manager, Pulte Group, Dallas/Fort Worth Division. August 2021 – January 2023

As the Construction Manager I was responsible for managing and overseeing the construction of homes in the assigned community to ensure cost, schedule and quality standards are met. I managed all construction activities for assigned homes, assisted in the scheduling of homes, supervised trade partner's work, maintained the overall community job sites for safety and appearance and was responsible for the customer experience from pre-construction through final closing and signoff. The homes being constructed were in the $500,000 to $800,00+ price range and my assigned homes numbered as many as 25 in various stages of construction.

My responsibilities included :

Overseeing the scheduling and supervision of daily trade partner activities and evaluating the quality and efficiency of their work.

Reviewing and requesting modifications to construction drawings when construction conflicts arise.

Evaluating project schedules and updating daily after and determining the appropriate modifications to the schedule and resources to reflect project's needs to ensure timely completion.

Taking affirmative action to make sure each home is complete and on schedule and ensured all contract obligations and safety protocols were satisfied. When necessary, stopping any work that is not satisfactory or noncompliant with plans, specifications, or applicable code(s).

Managed the customer experience throughout the entire construction process, including regular communications by way of weekly phone calls to keep them informed of progress and taking action and negotiating solutions to address any concerns.

Interacted with Community Sales personnel to manage community performance and customer activities.

Completed daily inspections to ensure job sites adhere to state, federal and company safety and SWPPP standards. Took immediate action, including adjusting the construction process or shutting down work when necessary, to achieve a safe working environment and comply with requirements.

Created and authorized field purchase orders for materials and labor resources as needed.

Inspectd and determined whether trade partner workmanship and product quality was completed on time and within defined scope of work. Authorized payment to trade partner when all standards were met.

To be allowed to close a home, Pulte required homes to be 100% complete. This requirement meant I had to work very closely with the building trades to ensure they get their work completed quickly, completely, and in a quality manner.

Project Manager for the Harris County Project Recovery, Institute for

Building Technology and Safety (IBTS),

CDBG-DR Projects October 2018 – August 2020

As the Project Manager, I was responsible for the development and complete local management of pre-construction, construction, and project close-out activities for the IBTS Construction Management contract for the Harris County Hurricane Harvey Project Recovery Project. My role in this project includes:

oAssisting Harris County in the development/revisions of the Program Minimum Property Standards and Contractor Specifications

oProducing the IBTS Standard Operating Procedures and the Project Management Plan

oProducing damage assessments and creating estimates and scopes of work from those assessments

oOversight of our Lead-Based Paint Risk Assessments

oProviding third-party evaluation of work completed by homeowners for reimbursement eligibility with photo documentation and estimates of work (Duplication of Benefits)

oConducting Contractor pre-construction meetings

oNotice to Proceed meetings with the Homeowner and Contractors

oOversight of all construction progress/code inspections, and construction management teams, estimators, code inspection teams and administrative staff.

oWorks closely with Harris County staff to ensure on-time delivery of product and meeting all specified deadlines.

This project was terminated by IBTS before the contract expiration due to the inability for others in the program to get homeowners through the in-take process and into construction. This was mostly contributed to the Coronavirus disease (COVID-19) which restricted access to some homeowners and delayed homeowner willingness to travel to the Harris County disaster recovery offices.

Corporate Quality Assurance/Quality Control Manager, Institute for

Building Technology and Safety (IBTS), CDBG-DR Projects (some overlap of Projects) October 2013 – September 2018

In this position with IBTS, I specialized in Quality Assurance, Quality Control for the New York City Build-it-Back program, driving quality through systems, performance, and training. I was independent of the Project Managers, and reported directly to the Corporate Director, but worked closely and in support of the Project Managers, Assistants, and others.

oSubmitted Standard Operation Procedures for portions of work for the start-up of the New York City Build-it-Back, Hurricane Sandy CDBG-Recovery program.

oProvided the Quality Assurance Plan with all forms, including the “Quality Desktop Review”, which is one of the core parts of the IBTS Quality Control processes for this program.

oAssisted in start-up IBTS training for the Build-it-Back program.

oProvided 20% of the Desktop Reviews performed by the Team Leads, a project deliverable.

oSupported Team Leads, Lead Design Specialist, and Design Specialist with technical information and direction.

oSupported the Project Manager for Architectural Services with technical information when requested.

oProvided assistance and was instrumental in setting up the Special Inspections section with our staff engineers and architects.

oProvided Request for Information IBTS forms submitted to the City on work scope issues.

oParticipated in Management Meetings, internal and with the Client.

oLead portions of the on-going training for new IBTS employees that are working in the Build-it-Back project, including scoping of Lead-Based Paint, Asbestos, and Mold.

oProvided Code Training to groups of 10-20 employees to allow them to prepare to take the ICC Residential Building, Mechanical, Electrical, and Plumbing exams for certification.

oAssisted Senior Management with special projects to reduce risks and to mitigate known issues.

Over 10 year’s management experience in Community Development Block Grant - Recovery (CDBG-DR) housing projects and over 30 years’ experience in leading quality for the construction industry provides a solid background for performing the functions required in this role.

Project Manager, Institute for Building Technology

and Safety (IBTS), Houston/Galveston, Texas June 2010 – January 2014 (Overlap with dual roles)

As Project Manager for the City of Galveston Housing Disaster Recovery Program and the Harris County Housing Disaster Recovery Program for the rehabilitation or reconstruction of homes damaged by Hurricane Ike, I was accountable for overall production and operation of the project, including but not limited to, Work-Write-ups, Progress Payment Inspections, Code Inspections, and over quality of the construction of work performed by the Construction Contractors.

oResponsible for setup and maintaining the satellite office for IBTS in the South Texas area for CDBG work with the City of Galveston and Harris County. Provided budget, billing, payroll, and hiring functions for this office.

oManaged a staff of Construction Field Managers, Inspectors, Adjusters, Estimators, and Office Administrative Assistants

oProvided damage assessments, estimates, and construction inspections for the City of Galveston, and Harris County Hurricane Ike Recovers programs - $160-million housing recovery in the City of Galveston Round 1 funding, and over $56-million housing recovery funding in Harris County).

oProvided Construction Management for the habilitation/reconstruction project for Harris County Hurricane Ike Recovers - over 520 properties.

oOver-site of Construction Field Managers and Inspectors responsible for ensuring homes are constructed to code, Minimum Property Standards, and industry standards through the day-to-day monitoring of home construction.

Corporate Director of Construction Compliance/ Construction

Technology, Centex Homes Corporation, Dallas, Texas May 2000 - Jan 2009

As a Director for the largest National Homebuilder in the United States, I was responsible for the Corporate Construction Operations Review (COR) for division compliance with model codes, industry standards, and Centex Construction Standards. This included 84 divisions located in 26 states in the continental U.S. and Hawaii, with a product mix of single family detached, townhomes, and condominium – about 20% multi-family). Centex was a 13-billion-dollar company which constructed over 38,000 homes in 2007 – approximately 14% of the homes built were evaluated for compliance. Quality was a “must” to reduce warranty cost and increase profitability. I provided oversight for all division QC personnel as well as working closely with Division Construction Managers and Division Presidents.

oReviewed division field operations for compliance with OSHA requirements based upon 29 CFR 1926 OSHA standards for the construction industry and local amendments.

oProvided training, direction, and technical support to division management and field staff regarding code requirements, industry standards, product use and installations, and other assistance as needed.

oAssisted estimator and specification departments with material usage and recommendations.

oCaptured and presented Best Practices to divisions and posted on the Centex internal SharePoint website.

oInstrumental in achieving J.D. Power rankings of highest in New-Home Quality in 7 Markets, the most by any builders surveyed in 2008. In 2007, the first time New-Home Quality was evaluated by JD Power, Centex ranked No.1 by being the highest rated in 12 markets. In 2007, Centex was awarded the JD Power Platinum Award for customer satisfaction, an award not presented to any builder the previous two years. In the eight years that I provided the COR for Centex Homes (three years as a consultant), they have ranked at or near the top in J.D. Power rankings in the markets in which they built.

oProficient in the NAHB LEED for Homes initiative and the EPA Energy Star Programs and their specific requirements.

oWrote and implemented the Centex Energy Advantage Program “playbook” which provided direction and guidance to the Division Field Managers and Sales regarding the basic energy saving features and their implementation specific to their geographic location.

oIssued “Technical Bulletins” and Internal Memos that were incorporated into Centex Supplemental Construction Standards and required to be implemented by all divisions.

oAssisted Corporate and Regional Attorneys with construction related issues and provided technical guidance as needed for warranty claims or lawsuits against the company.

oWorked directly with division management to improve quality and reduce warranty expenditures.

oProvided support to Corporate EVP of Operations with technical issues regarding the use of certain materials and construction practices that might affect the overall quality and future claims exposure for the company. (Examples: PEX water supply dezincification, Mexi-plank siding, HVAC sizing, Corrugated Stainless Steel Tubing bonding and installation)

As Corporate Director of Construction Compliance/Construction Technology, I was able to make marked improvements in the quality of homes built by Centex Homes, resulting in increased profit with reduced warranty cost. Centex was recognized as a leader in quality and as a top performing builder by, our insurer (Home Builders Protective (HBP) - Zurich North America).

Provided consulting and Quality Assurance inspections for volume home builders from foundation through final walk-through. Clients included Beazer Homes, Centex Homes, KB Homes, Legacy Homes, Ryland Homes, and Reeves-Williams Construction (Memphis, TN). Offered technical training to Superintendents (Field Managers) and subcontractors based on results observed during field reviews or requested by builder management. Assisted home builders in reducing cost by eliminating unnecessary construction spending and reducing jobsite waste. Initial structural evaluations of Ryland Homes Dallas Division structural warranty claim to determine if a Major Structural Defect was present as outlined by their warranty documents. Worked with the builder, homeowner, and engineers in completing repair of structural damage and any consequential damage. Assisted homebuilders with claims-related issues when a third party was needed to assist in the assessment of damage and repair.
