Project Manager (PCT) –

As the project manager I create and execute work plans, which aim to improve the overall service delivery of the system. This includes strategies and revisions as appropriate to meet changing needs and requirements. I function as the internal subject matter expert in Person Centered Thinking (PCT), including developing, reviewing and reporting on agency regulations, policies, procedures, etc. through the lens of PCT; represent the agency in inter-agency work groups and meetings on PCT; and provide supervision, guidance and support to the over 70 service providers within our system.

As a next level internationally certified PCT Mentor, I develop and manage the plans and schedules of the 20+ PCT trainers and coaches within the agency. I am responsible for leading the agency’s effort in becoming a Person Centered Organization. This includes, providing an estimate of resources required, coordinate individual responsibilities, define milestones and deliverables, monitor activities, evaluate and report on accomplishments. Identify alternative solutions to unique business problems in assigned projects, integrate the work of others as a team or project; and predict future environments or the impact on future processes. Manage the day to day operational aspects of the scope of the projects. Monitor and report on progress to all stakeholders. Prepare and present reports defining project’s progress, problems and solutions. Implement and manage project changes and interventions to achieve project results. Review deliverables prepared by the team before presenting to management. Lead presentations, gain approval of proposals for new initiatives and provide effective project management assistance. Design, develop and implement an online tracking system for PCT initiatives, including but not limited to trainings, coaching and the learning community. Provide oversight coaching and mentoring to the DDS PCT trainers and coaches. As a Nationally Certified Person Centered Thinking Trainer, I provide ongoing trainings to internal and external stakeholders. As part of the Learning Community for Person Centered Practices, I share knowledge about supporting people in getting the lives they want. The focus is on developing and disseminating practical tools that helped people in having positive control in their lives. This was accomplished by conducting weekly trainings, which provide hands on instructions on how to positively support people in leading self –directed lives, supporting those who use the person centered thinking tools and those who train others to use them.

Rights and Advocacy Specialist –

As one of the two Rights and Advocacy Specialist within the Quality Management Division, my primary duty was to ensure that the rights of the people we served were protected. I facilitated the monthly Human Rights Advisory Committee (HRAC) meetings, as well as the weekly Restrictive Control Review Committee (RCRC). The Department on Disability Service’s HRAC is charged with the responsibility of providing guidance and oversight in all matters pertaining to the human rights of people receiving services as part of the DDS service delivery system. Through its oversight and recommendations, the Committee safeguards and promotes the rights and freedoms of people supported by the Developmental Disabilities Administration by ensuring that all allegations of human rights violations are properly reviewed and resolved. As the RAS I reviewed all behavior support plans than contain any restrictive interventions to ensure that persons are not being overly restricted. I maintained overall responsibility for the coordination of all of DDS’s advocacy activities and rights promotion and protection activities. Specifically, as the RAS I facilitated HRAC and RCRC meetings, including emergency reviews, as needed and served as an advisor to the Committee. Worked with the person’s support team to ensure that the person is supported, attended the meeting, their circle of support were invited, and all relevant documents were available to the committee for review; and after the meetings the person is notified of the results of the review and the person’s right to appeal the Committee’s recommendation(s) in accordance with DDS policy. I provided written feedback from the Committee to the person’s support team and to the Deputy Director for DDA or DDS Director as appropriate. I identified trends, and or areas for systemic improvement.

Program Analyst –

As a part of the Quality Management Division, I oversaw and coordinated services for District of Columbia residents with intellectual and/or developmental disabilities. Through a network of private and not for profit providers, I ensured that residents receive the services and supports needed to lead self-determined and valued lives in the community. My contribution specifically focused on examination and improvement of the service delivery systems. Through observation and analysis, I determined if the current systems and processes are effective in achieving objectives. Documentation of findings, including weaknesses, problem areas and system changes are organized in order to present recommendations and resolutions to increase program effectiveness. Evaluated work processes, operations, policies and procedures in order to identify needed changes in methodology. I paid particular attention to monitoring and compliance reviews of internal and external operations. Prepared complex reports based on findings and data collection in order to determine possible alternative courses of action, while taking into consideration legislative, programmatic concerns and management issues. I was also in the process of becoming a certified Person Centered Thinking Trainer.

Coordinated district-wide employee training initiatives, worked closely with area universities, and other provider organizations. Performed and executed a broad range of assignments involving the design and delivery of training, organizational development interventions, and assisted with carrying out Human Resources Development program.
