Executive Director, Office of Policy and Budget
Administered a $13B budget encompassing Medicaid, Public Health, Behavioral Health, Intellectual and Development Disabilities, Health Policy, Community Based Services and Aging Services budget units. Provided detailed advisement to the Cabinet Secretary and Deputy Secretary in the monitoring and implementation of CHFS portion of the Budget of the Commonwealth, devising modifications, as needed. Oversaw a team of Internal Policy Analysts in the evaluation of the Enacted Budget and of legislation for fiscal impact. Conducted research and document compilation in response to legislative requests, maintaining efficiency and accuracy. Collaborated with the Governor’s Office and Governor’s Office for Policy and Management throughout all facets of the CHFS budget project lifecycle.
Key Accomplishments:
Successfully reduced the budget by 9% without compromising integrity of services or programs.
Implemented a 6% raise for front-line social workers.
Carried forward $65M in Restricted Funds at the end of FY16 and $52M at the end of FY17.

Legislative Fiscal Analyst – Budget Review Office, May 1995 – Jan 2016
Oversaw budgetary distribution of $12B for Medicaid, Community Based Services, Public Health, Mental Health, Aging Services, and Health Policy. Developed the Interim Joint Budget Review Subcommittee on Human Resources, ensuring correspondence, material requesting and data analysis were conducted, as well as efficient coordination of all meetings. Charged with the review of all meeting minutes, as well as response preparation for legislative requests. Prepared Fiscal Notes on potential fiscal impact of legislative proposals on the state budget, drafting budget worksheets and language for the House and Senate.
Key Accomplishments:
Implemented the Kentucky Children’s Health Insurance Program, which serves 80,000+ children with $200M.
Achieved statewide Medicaid Managed Care, saving $1.3B in the first 33 months.
Identified Medicaid savings of $10M, redistributing savings to other areas within CHFS including the new Grandparents Assistance Program and expanding Aging and Mental Health Services.
Acting Assistant Budget Director – Budget Review Office, Jul 2015 – Nov 2015
Served as back-up to the Acting LRC Budget Director to provide monitoring, implementation and revision of the Budget of the Commonwealth. Facilitated the oversight of fiscal analysts in reviewing the Enacted Budget and proposed legislation for fiscal impact. Responded to legislative requests, conducting research and document compilation for presentation. Worked closely with legislators and legislative staff, including leadership in both Chambers, monitoring and identifying issues within the budget.

Discovered savings in the Medicaid program, directing more recipients for care in community settings.
Facilitated the replacement of Eastern State Hospital.
