The scope of this Project Health & Safety Plan extends to all activities which are performed under the responsibility of ALH in the NOGA-2A sea lines and cables installation works, preparation of work site access and roads, mobilization of TCF, ONSHORE and OFFSHORE survey, launching ramp, construction of BMP jetty, cofferdam and pull in winch at shore approach, backfilling of pipe trench after sea lines installation, restoration of work area upon completion of the installation works.
Support in delivering the project execution and Marine HSE plan.
Assisting for checking/verifying the Competency & Licensed of the Captains & Crew.
Ensure to maintain a maximum speed when vessel towing of 10knots.
Reporting if additional fender tires required around pontoon/vessel.
Conducting vessel inspection on Monthly basis.
Conducting life jacket inspection on Monthly basis. Any defective/damaged life jacket to be recorded and shall be removed from site.
Conducting regular weather monitoring before the start of the job. 1.5meter height of the wave and more than 25knots wind speed, the work shall be suspended.
Conducting Offshore Emergency Evacuation Drill.
Conducting inspection for life saving device/equipment such as life raft, life buoy & davit crane (for rescue purpose).
Conducting inspection for vessel fire safety equipment such as fire extinguisher, fire hose reel, fire alarm & smoke detector.
Assisting in developing Fire Prevention Plan to be implemented and to be used at site.
Ensuring that all fire - fighting equipment at site inspected/checked in a regular basis.
Ensure to assign clearly and spell out the responsibility for site fire watchman before the start of any hot work activity.
Ensuring that the emergency response team (fire warden) details are posted and clearly visible all over the site.
Fire alarm system must be inspected in monthly basis to test its function and to identify which is for servicing.
Ensuring employees are aware of their responsibility to report dangers related to fire at site.
Provide no-smoking signs at appropriate locations.
Ensuring smoking area(s) are away from flammable materials
Arranging for awareness training for the workers of cigarettes proper disposal and away from other combustible rubbish/materials.

The contract also covers construction of a main service building, air and land side infrastructure works and a multi-storey car park.
Ensuring to provide adequate security: exterior/interior lighting, intrusion alarms, guard service, well-secured access openings to the site to avoid unauthorized personnel entry and may create arson at site.
