I hold a Bachelor of Science degree in Electrical Engineering from Old Dominion University and considerable experience as a professional in a technical field as well as managing the efforts of projects, programs, and departments.

In my career I have considerable design and implementation experience and have routinely performed as a manager of several multi-million-dollar projects. I am comfortable speaking in front of large crowds and am often called upon to serve on proposal teams, presentation teams and to interact directly with current and potential clients. I have written many technical documents throughout my career and have also managed those in that role. I am proficient with all new Microsoft office productivity tools and currently hold a SECRET level of security clearance. I have extensive experience with transportation ITS, ATMS, TOC operations and management as well as managing the efforts of subcontracts pertaining to the mission of the PMO and TOC. My experience and skillset would add value to your organization and I would like to request a few minutes of your time to discuss my qualifications. Please take a few minutes to read my resume and contact me to arrange a meeting. If you have any questions in the meantime, please do not hesitate to call.

warmest regards,

Richard S. Collins
