General Applicability Statement
1.0 Purpose
To establish standards for using social media for work-related purposes or purposes related to Lockheed Martin.
2.0 Applicability
2.1 This procedure applies to all Lockheed Martin employees and elements, as defined in CRX-003, Policies and Procedures. It also applies to all subcontractors, partners, advisors, agents, representatives, and other third parties who have been provided a Lockheed Martin Active Directory identification (AD ID) and e-mail address, have access to a Lockheed Martin intranet, or to a third-party site or system under an agreement or other legal obligation with Lockheed Martin to enable or perform business, activities, or operations for, on behalf of, or related to Lockheed Martin. 2.2 This procedure applies to all web postings and online behaviors by individuals identified within section 2.1 that disclose information about Lockheed Martin business, products, employees, customers, partners, or competitors. It also applies to postings or behaviors that refer to or reflect on Lockheed Martin business, products, employees, customers, partners, or competitors on others’ social media. 3.0 Definitions
Avatar – The visual appearance or symbol used to represent or identify a person in an online environment. Avatars can be found in use, for example, in virtual worlds, blogs, and online forums. Also referred to as a visual handle or icon.
Behavior – An individual’s conduct in social media, including the behavior or appearance represented by the individual’s avatar.
Blog – An online journal or site where people or groups can post entries about experiences, opinions, observations, and hobbies.
Engagement – To take action on a social media post. Engagements are clicks, likes, favorites, retweets, comments, shares, follows, etc.
Forum – A shared online site where people can post entries about their experiences, opinions, observations, and the like. Forums are similar to blogs with the primary difference being that they are designed for multiple contributors to initiate topics and engage with each other, while a blog is designed typically for a single person or group to initiate topics. Also referred to as a message board or electronic bulletin board.
Internet – An external system of interconnected networks that connects computers around the world. Intranet – The collection of all Lockheed Martin-owned and -operated networks that are interconnected via a backbone network and protected by Lockheed Martin-owned, -managed, and -controlled firewalls. For the purposes of this procedure, “intranet” also includes any Lockheed Martin-hosted extranet and any site or system hosted or operated by a third party on behalf of, or controlled by, Lockheed Martin where Lockheed Martin is able to directly manage and organize all site or system content and control or limit access to the site or system.
Posting – An individual’s posting, submission, or contribution to social media, including information, content, or meaning used or disclosed through an individual’s behavior in a virtual world. Social Media – Online and network-based tools, capabilities, sites, systems, and environments that are designed and intended to enable engagement, conversation, collaboration and innovation, and information sharing by and among individuals or groups on the Internet or intranet. Social Media is also referred to as social software, or social network technologies. Examples of social media include but are not limited to:
• Content sharing sites such as YouTube®, Flickr®, Instagram®, Pinterest®, Vimeo®, SmugMug®, and SlideShare®
• Social networking sites such as Facebook®, LinkedIn®, Snapchat®, Instagram®, and Foursquare®
• Social bookmarking tools such as Reddit®, Delicious®, Digg®, Mixx®, and StumbleUpon®
• Blogs (including video and photo blogs) such as TikTok®, Tumblr®, micro-blogging such as Twitter®, forums, and message boards
• Social message sharing networks such as Snapchat®, Facebook Messenger®, and WhatsApp®
• Wikis such as Wikipedia®
• Virtual chat rooms and instant messaging systems
• Virtual worlds such as Fortnite®, Second Life®, IMVU®, The Sims®, and World of Warcraft®
• Lockheed Martin-hosted social media such as Slack®, the LM Engineering Collaborative eForums, and all social media sponsored or run on behalf of Lockheed Martin. Virtual World – A persistent online digitally simulated environment intended for its users to inhabit and interact via avatars. Some virtual worlds allow multiple users. Also referred to as virtual environments. Wiki – A collaborative site where content can be edited by anyone who has access to it and the right to contribute or edit content posted there.
4.0 Implementation
4.1 Lockheed Martin encourages communication and collaboration among its employees, customers, partners, and others. Social media supports these goals, but all who use it must understand that online behaviors and activities can have far-reaching and lasting consequences. Information you post—even if it is posted on a Lockheed Martin network—ultimately may reach a different or wider audience than intended or expected. Perceptions about acceptable online behavior vary. As the user, it is your responsibility to anticipate and avoid situations where the information could be misconstrued or viewed ultimately by someone other than originally intended. Make sure you refrain from making harassing comments, obscenities, or similar conduct that would violate Lockheed Martin’s policies, and if you make a mistake, the preference is that you correct it quickly. Refer to Social Media Resources for additional guidance. If you are unsure how to proceed, contact your manager or Communications representative.
4.2 Because of its transparency and broader audience reach (including unintended recipients), social media significantly heightens the need to communicate responsibly and to manage sensitive information (e.g., export controlled information, proprietary information) in accordance with CRX-015, Protection of Sensitive Information. This is significant particularly when an activity or behavior can be attributed not just to you, but to others, including other employees, or even Lockheed Martin. You are expected to refrain from making false representations about your credentials or your work — just as would be expected with regard to your offline relationships with colleagues, customers, and suppliers. 4.3 Information posted on the Internet can remain discoverable indefinitely. As a user of social media, you should be especially conscious of the potential recipients of that information. You must carefully consider your intended audience and whether you want your information to be viewed by others outside this intended audience.
Requirements that Apply to the Use of Any Social Media 4.4 You are responsible for your postings. Your use of social media technologies and transmission or disclosure of content on and in social media must comply with all laws, regulations, and Lockheed Martin’s Code of Ethics and Business Conduct – Setting the Standard, policies, and procedures. • CRX-515, Business Resource Groups and Employee Networks 4.5 Lockheed Martin prohibits online behavior, disclosures, or facilitating access to content in violation of laws, regulations, the Code of Ethics and Business Conduct – Setting the Standard, policies, or procedures. Examples of prohibited online behavior include but are not limited to:
• Violating the National Industrial Security Program Operating Manual or other laws and regulations relating to the handling of classified information or behavior in classified environments.
• Transmitting or otherwise making technical data accessible to unauthorized persons in violation of the export laws and regulations of the U.S. or other country.
• Facilitating a crime.
• Violating the sensitive information protection requirements in CRX-015.
• Violating the personal data protection requirements in CRX-016 or CRX-017.
• Violating personal information protection requirements in U.S. federal, state, local, or international laws and regulations.
• Illegally disclosing or risking disclosure of trade secrets and proprietary information about an active capture, bid, proposal, contract, program, or merger and acquisition activity, including potential or pending bids, awards, or acquisitions, regardless of their status.
• Threatening, defamatory, libelous, obscene, or harassing behavior as defined by Lockheed Martin’s nondiscrimination and harassment policies. These actions are prohibited by CPS- 003 and CPS-564. This prohibition is not intended to apply to activity that is otherwise permissible under Section 7 of the National Labor Relations Act (NLRA).
• Violating privacy, fair use, financial disclosure, or organizational conflict of interest laws and regulations not otherwise permissible under Section 7 of the NLRA.
• Disclosing proprietary information to people who are not authorized to receive it unless otherwise permissible under Section 7 of the NLRA.
• Infringing on or violating a third party’s copyright or other intellectual property rights in any form or format (e.g., images, music, videos, text, trademarks, logos). Do not assume that prior authorization or publication applies to further disclosure, re-use, or re-publication. Questions about intellectual property rights should be directed to Lockheed Martin Intellectual Property Counsel.
4.6 In general, any posting to Lockheed Martin-owned or -controlled social media must not contain knowingly false accusations against fellow employees, customers, suppliers, or people who work on behalf of the Corporation. Before posting any information about a specific project, program, employee, or initiative, you should carefully weigh the consequences of unintended large-scale, uncontrolled dissemination of or access to the information. Postings about Lockheed Martin on social media are monitored by the Corporate Social Media Team, Corporate Media Relations, and our brand management agency. Lockheed Martin recognizes employees’ rights under the NLRA, and this provision is not intended to impinge on those rights.
4.7 Proper time charging practices must be followed when using social media during work hours. Time spent reading, writing, posting content, or otherwise interacting in or on social media must be accounted for and charged appropriately. Personal use of social media should be done on employees’ own time. Questions related to time charging should be directed to your manager. Additional Requirements for Using Social Media on the Internet 4.8 All external social media accounts representing Lockheed Martin must be reviewed by the Corporate Social Media Team and approved by the corporate Vice President Global Media & Digital Communications and comply with CPS-201. Social media accounts that purport to be official Lockheed Martin accounts but have not been authorized are prohibited. Authorization is not required when external social networking sites are used for employee discussions about terms and conditions of employment and other protected activity under the law via personal social media accounts. Storing Lockheed Martin information on external social networks or using external social media for Lockheed Martin business purposes also requires prior approval under CPS-201 and analysis and approval of security risks by Corporate Information Security.
4.9 Information that is proprietary, confidential, export controlled, or otherwise sensitive to Lockheed Martin not otherwise protected under the NLRA must never be disclosed or posted on Internet- accessible social networking sites that are open to the public domain without prior approval under CPS- 201. Using Lockheed Martin trademarks or logos in postings to Internet-accessible social media (not including postings related to employees and employment with Lockheed Martin) also requires prior approval under CPS-201. This restriction does not apply, however, to employee discussions about terms and conditions of employment and other protected activity under the law. 4.10 When commenting on the Internet or social media about Lockheed Martin, on matters other than the terms and conditions of employment, Lockheed Martin prefers that you clearly identify your relationship to Lockheed Martin and include a disclaimer either in your biography or within the post/comment that the views are yours and not necessarily those of Lockheed Martin, such as “The views expressed on this post are mine and do not necessarily reflect the views of Lockheed Martin.” 4.11 Lockheed Martin may request or require that you avoid certain subjects or withdraw certain postings, such as those related to classified, confidential, or proprietary business (not including subjects or postings related to terms and conditions of employment) if it believes that doing so will help or is required to ensure compliance with applicable laws, including securities regulations. 4.12 If a member of the news media or a blogger contacts you about an Internet posting that concerns the business of Lockheed Martin (other than terms and conditions of employment), you must not speak to them on the company’s behalf without contacting Communications per CPS-201. All media inquiries seeking comment on behalf of the company must be directed to Communications. 4.13 Use of Lockheed Martin assets, including personal use, for any behavior on externally accessible social media must comply with all applicable policies and procedures. Additional Requirements for Using Lockheed Martin-hosted Social Media 4.14 All internal social media accounts such as perpetual chat and other collaborative forums must be approved by the business area’s designated account administrator. Internal social media accounts must be work related, relevant to Lockheed Martin’s business, and intended to advance the interests of the Corporation’s business strategy except where non-business content is expressly permitted by the Corporation (e.g., Slack Breakroom and Atlas Connect). 4.15 Organizational conflict of interest information, third-party proprietary information, export controlled information, and Lockheed Martin Proprietary Information can be disclosed only to approved individuals. See CRX-015.
4.16 Online postings or behavior must comply with any requirements, licensing agreement, or terms of service that apply to the specific space (such as a wiki or blog) or application. Refer to the FAQs available on the Social Media Resources page for additional guidance. 4.17 Online postings to Lockheed Martin-hosted social media accounts must be work related (except where personal content is expressly permitted by the Corporation), and relevant to Lockheed Martin’s business.
4.18 To comply with certain laws and regulations, management approval may be required if you create, maintain, and/or populate a personal space, blog, wiki, or other social media presence on a Lockheed Martin intranet with content involving disclosure of non-employment-related proprietary or sensitive information. All legends or banners required for sensitive information must be appropriately affixed. 4.19 Be advised that postings and other behavior on Lockheed Martin-owned or -controlled information systems will be accessible by the Corporation at all times. Online postings or other behavior may be reviewed or monitored at any time, for any reason, with or without the knowledge of the person who posted the information or who engaged in the relevant behavior. Lockheed Martin reserves the right to remove or restrict any illegal posting or behavior on Lockheed Martin information systems. There is no reasonable expectation or right of privacy on the part of anyone with respect to information they disclose on internal Lockheed Martin information systems. 5.0 Violations
5.1 Violation of this procedure may result in disciplinary action up to and including termination of employment, contract, or agreement. No perceived company benefit, competitive or otherwise, will be accepted as justification for non-compliance with this procedure. 5.2 Engaging in prohibited behavior could result in personal legal liability for the individual who posts the information.
6.0 Responsibilities
6.1 Corporate Communications will coordinate with corporate and business area functional organizations to provide appropriate guidance to individuals who use social media, including training programs where appropriate.
6.2 Legal, in coordination with corporate Communications, will provide advice and counsel on legal requirements applicable to the use of social media relating to, for, or in support of Lockheed Martin business.
6.3 Users of social media must:
• Be aware of, understand, and embrace the Corporation's standards and values, and refrain from making negative comments about employees and customers.
• Be aware of, understand, and comply with applicable requirements including, but not limited to, legal obligations with respect to appropriate management of any information that you disclose.
• Refer any questions about this procedure to your manager, Communications, Legal, or agreement monitor (where there is an applicable legal agreement). 7.0 General
7.1 Nothing in this procedure is intended to infringe in any manner on any legal rights provided to employees, including rights under Section 7 of the National Labor Relations Act. This procedure will not prevent employees from discussing their terms and conditions of employment or otherwise engaging in Section 7 activities.
7.2 Any deviation from this procedure requires the prior approval of the Owner listed in Lockheed Martin Command Media Central or designee.
