SELECTED ACCOMPLISHMENTS

Managed environmental budgets and provided oversight of storm water compliance. I am responsible for the environmental compliance oversight, primarily storm water quality, of various projects throughout Southern California. Tasks include: performing weekly, pre, during and post-storm event inspections, completing Rain Event Action Plans (REAPs), conducting water quality sampling and analysis and completing all reports and associated paperwork. My duties also required that I meet with site management and coordinate implementation of the site Storm Water Pollution Prevention Plan (SWPPP) and implementation/maintenance of the site Best Management Practices (BMP's). I conduct informal site SWPPP training in accordance with the requirements of the Construction General Permit. My responsibilities also include updating construction progress exhibits and the project BMP maps when necessary. Frequently communicate with city and local regulatory personnel on behalf of the property owner to ensure timely and effective coordination of matters regarding the site SWPPP and to help promote a positive and collaborative partnership between the landowner and the city.

Established accurate classification for Landmark Land development plan, avoiding $13M in county assessments. Specific area w.as proposed for historical classification and would incur significant county charges to implement development plan. Researched project/land parameters and determined none of development project encroached on the historic range. Presented detailed report to county officials, successfully documenting company's free access for lucrative development project

Played key role in Landmark Land project, accurately interpreting county guidelines/saving firm millions of dollars in filing fees. Approval of specific building plans required filing of County Development Agreements (DAs) and a fee of $5700 per lot. Met with County Counsel and reached agreement that presented DAs as voluntary, not mandatory and therefore eligible for greatly reduced fees. Moved building plans forward, eliminating DAs and cutting fees 60% per lot.

Led complex approval process for Palm Desert Development, enabling multi-million dollar building venture. City had height restriction of two stories for apartment buildings, but company needed three-story structures to obtain maximum density bonus awarded to affordable apartment projects. Met with city staff and presented merits of higher density accommodation. Negotiated increase in structure height by providing upgraded architectural style and additional amenities. Received approval of an affordable housing apartment complex. This strengthened our relationship with city officials and ensured acceptance of additional projects.

Overhauled land use application tool for Riverside County Planning Department, improving data collection process. Planning Department used nine different applications for each type of land use and land division, resulting in information inconsistencies. Reviewed all application formats and consolidated documents from nine to two. Standardized information requirements, producing uniform documents and optimizing application process.

Successfully represented KB Home in Moreno Valley, enabling more efficient building inspection process. Moreno Valley was considering adopting a deposit-based building inspection program. Prepared arguments against deposit-based proposal drawing on experience with Riverside County's deposit based system. Outlined potential savings generated by a deposit-based system would save about $65 per home and not worth the inefficiency of the system. Propose retention of existing fixed-fee system, receiving buy-in by Moreno Valley City Council.

Company restricted its business projects to a small geography in the Coachella Valley, limiting its income. Proposed expansion to other opportunities/geographies in southern CA. Received acknowledgement for "forward thinking" strategies and selected to direct large property in the Coachella (Project was PGA West) in the interim. Ultimately charged with acquiring properties in greater southern California regions, leading to profitable ventures.

Led effort to update policy compliance for Cox West Properties site, increasing revenue and meeting occupancy goals. Company owned Residential Care Facility for the Elderly (RCFE) needed to allow more non-ambulatory residents. More specifically, non-ambulatory residents needed to occupy second floor, against county fire department decision. Researched recent amendments to state law and contacted author of the law allowing second story occupancy. Arranged meeting with law's author and officials in the fire department. Received approval for second story occupancy by non-ambulatory residents, doubling company income on the second floor with a profit of $20K per month.

Storm Water Inspector (QSP), Numerous Clients 2019 to Present

Conducted numerous BMP inspections on Caltrans projects as well private development projects. The three Caltrans projects were the I-10 Ontario Additional Carpool Lanes, the I-10 Banning freeway reconstruction project and a 2300 sign replacement project in San Diego and Imperial Counties. Other private projects were for a water district reservoir, a Menifee Road improvement project and an Amazon distribution facility in Temecula.

Land Planner, K. Hovnanian Homes 2017-2019

Obtained building permits, recorded tract maps and processed bond exonerations for two planned communities. These projects were Four Seasons at Beaumont and Four Seasons at Terra Lago, Indio.

Obtained approvals for cell tower modifications of existing sites in over 40 jurisdictions in the greater Los Angeles region.

These sites were located in Los Angeles, San Bernardino and Riverside counties. Majority of the sites were modifications. Of the more than 80 sites only eight were new build sites. Over 20 sites were in the City of Los Angeles. Some of the other jurisdictions I received approval were South Gate, La Palma, Montebello, Rosemead, Lake Elsinore, Azusa, 29 Palms, Cathedral City, Moreno Valley, Rancho Mirage, Palm Desert, La Quinta, Perris and San Jacinto.

Qualified SWPPP Practitioner (QSP), 2011-2019

Oversee several complex projects in various stages of development and provide environmental oversight of site storm water compliance.

• Inspect site, generate reports and provide feedback to site management in order to maintain compliance.
