SallyPort Global, Afghanistan and Iraq Mar 2017 to Dec 2019

Returned to Afghanistan (from Mar 2017 thru Nov 2019) as Project Manager for Sallyport’s USAF AFCAP Contract. Work included Engineer supervision of Afghan Teams assisting Afghan Ministry of Defense (MOD) and Afghan Ministry of Police (AMP) in redesigning Abandoned US Military Bases to satisfy new requirements. Generally, the existing base was well-designed but looted after US withdrawal. In addition, the Afghan Defense and Police Ministries wanted to put many more personnel on the facility than had been there before requiring doubling or tripling of some parts of the facility. Facility upgrade required doubling or tripling the Base water supply (usually wells) piping, water purification, water storage for fire protection and potable water supply. It also required an upgrade of the sewerage system and sewage treatment. All hydraulics included upgrading the pumping systems for potable water and usually for sewerage and storm water control. Work included supervision of Field Teams which traveled all around Afghanistan Inspecting Contractor completion of Contracts Issued by USAF to do the upgrades and Maintenance. Our inspection was used as the basis for contractor payment. Field teams also completed inventories of all base facilities and equipment for the searchable computer controlled Program Evaluation and Review (PERT) set up by the US Army. The PERT review is a huge system that keeps track of all facilities and equipment by serial number, age, hours of operation, and planned inspection/maintenance based on “mean time before failure” design. AMP also included upgrading a 300 bed hospital which did not have enough water and whose sewerage system was failing. No plans were available so our team measured the facility and made a new plan. Chief Engineer in Iraq (from Apr 2014 thru Feb 2017) the effort was to restore part of an abandoned Air Field to operational status to receive and support F-16s purchased by Iraq. Several designs to provide ballistic shelter for housing. All work by hand and Excel as computer programs were not available. Plan to restore drainage around the DFAC including calculation of flood water quantity and size of pipes to carry off flow within the grade constraints set by the existing sewer system. Restoration of Base Drainage which was failing due to age and lack of maintenance of three stormwater collection lakes. Planning and inspection for restoration of Bomb Damage to airfield pavement and caulking, painting, drainage, and site grading for runways and roads. Assisted with Base OM&R planning and made reports for continued upgrading to assist with work scheduling and budgeting. Corrected and completed Explosive Site Survey to USAF and DDESB standards. Civil & Structural Engineer (from Mar 2012 thru Apr 2014) Support to the US Air Force ECES at Bagram Air Field, Afghanistan. Work included checking contractor’s Design-Build plans. After winning the bid the contractor was required by the contract to produce designs meeting US Code requirements. Sometimes this resulted in a substantial checking/teaching effort to show contractors how to meet US Codes. Other work included advising US Air Force Engineers on current construction design as it applied to Afghanistan. Especially the Afghanistan Earthquake requirements. Vertical Consulting Kabul, Afghanistan 1 Feb 2011 to 29 Feb 2012 Designing Aircraft, Material Handling and Operational Facilities, Site Utilities, access roads, drainage and Billets for Heavy Lift Helicopter Operations. Work included surveying for a new billeting facility on the existing Sharana FOB. Coordinate Army budgets with helicopter support needs to position Helicopter crews and maintenance teams at Forward Operations Bases. Requirements included water sewer, security and generators for electrical power, special requirements for inflight emergencies, crew recreation, laundry, etc. Personally responsible for and completed all design and drafting. Prepared all specifications and contract documents using USACE & EJCDC models. Wrote Contract Documents to take into account lack of Bonding available in Afghanistan. Used GT STRUDL and AutoCAD.

CTG International Kabul, Afghanistan 7 Aug 2009 to 31 Jan 2011 Designing Schools and Hospitals for the Afghan People. Structural Engineer Manager for a UN affiliated charity named the International Organization for Migration (IOM). Work was for USAID, UNODC and other country embassies. Work included training 5 Afghan Structural Engineers to design to current US Codes and the seismic requirements for Afghanistan. The drawings were done to US standards and quality and of course other International codes were respected where they governed. All work was done on a super-fast track schedule. Foundations were released as completed. Actually the multiple levels of approval required slowed everything to a more modest pace most of the time. We completed the designs for 9 Provincial Teacher’s Training Colleges, Three Midwife Training Centers, a 20 bed hospital, a provincial community center that was a gift from the Norwegian people and several other structures. We assisted with the design of 2 each 100 bed hospitals and a 50 bed hospital. All the facilities are widely scattered across the country. All work included new wells and a potable water system and sewerage and sewage treatment. Work included inspection of the construction and on the spot instruction for concrete work and its sampling and for welding. All structures were completed on budget in 2013. KBR Houston, TX (the Experts) 1 Aug 2008 to 15 Jun 2009 Brought in to work on the world’s largest oil refinery for Saudi Arabia. The project was soon canceled. Due to competent work I was moved to a LNG Train in Algeria then, when that was completed, to a small refinery upgrade in Cartagena. Wrote several small Excel programs to assist with the designs of the Pipe Rack Connections. Shop drawings began coming in without significant questions so I was put on Specification Writing in the hope an expected project would start up but the Notice to Proceed was delayed. Burns and McDonnell Kansas City, MO (The Experts) 15 May 2007 to Aug 2008 Structural design for state-of-the-art pollution control equipment for a coal-fired power generation plant. Designed for Hurricane winds (Cat 5) and seismic loads. Wrote a post-processor using Excel, for a RISA program output, to automatically design column base plates, Anchor Rods (bolts & including Tension), Shear Lugs, Hold Down Stools (chairs) for tension columns, Brace connections including bolting, Gusset Plates and code required welding. Whitmore sections were calculated and interferences were accounted for including the location of the column web or flange as appropriate. Clearances were checked and power bolting wrenches were provided for. Total writing time was less than 30 days and the program has been used at least two dozen times since then. The program then populates the Column Schedule, Brace Connection Schedule and the Shear Lug Schedule as well as the Pocket Schedule for the Foundation Plan. Others have thoroughly verified all calculations and I have as well. I don’t much like the instability of Excel but I may go on and fix it to design all other connections as well. Because of endless loop problems and the short time invested it does still require a few hand steps. However it will completely design the Base Plates and Bracing and populate all the schedules for about 84 Columns with 64 sets of Braces within 3 hours of the completion of the RISA run (as one example). Other work included Tank Bases with EPA containment, Pipe Racks, RR Siding construction for material delivery, drainage and some reinforcement design for a very tall Stack. Design work included bearing plate deflections and sliding bearing sizing including support beam cambering to set very large ducts that had thermal, wind and uplift issues. Fluor Corp Greenville, SC (The Experts) 20 Oct 2006 to 10 May 2007 Structural Design for additions to two pharmaceutical plants. Used RISA for ultra-fast track design of the steel framing to get it on order, due to the long lead time for delivery. Designed one plant for 170 mph Wind and Seismic Zone 4. The second was designed for 110 mph Wind and Seismic Zone 3. Assisted with the resolution of problems due to expected differential settlement and difficult soils at one site. Both plants were cancelled and I with a large number of other Engineers were put out of work though they did have a couple of trainloads of structural steel they had to find another use for. Anvil Corp Bellingham, WA 19 Jun 2006 to 14 Oct 2006 Structural design of Oil Refinery upgrade. Work included one new very large Hydrogen Gas Compressor. Completed all foundation design including a full dynamic analysis. Work included design for machine vibration, a Zone !V Earthquake, proximity to an active seismic fault and 20+ feet of SF Bay Mud under a shallow surface fill at the site. Relieved for designing too slowly but the real issue was the errors in the AISC Seismic Design Manual and my reluctance to blame the Code until I figured why things were not coming out right. Retired PE & SE in excellent health wants to return to work. I can work in-house or remotely. A 40+ hour work week is reasonable. I use the latest codes for Structural design in Steel, Reinforced Concrete, Precast & Prestressed Concrete, Masonry and Wood. I am very well qualified in Seismic Engineering. My experience includes commercial buildings of all types including high-rise, Industrial buildings including Steel Mills, Heavy-duty Cranes, Material Conveying and Storage, Schools, Churches, hangars, waterfront construction etc. I have also designed a lot of bridges but they were all short span. In Afghanistan, I led a 50 man Architect Engineer team designing for the US military. I do not drink, smoke or use any illegal drugs and I have no health or disability except while with the USACE, Iraq, a serious leg injury resulted in complete repair of the bones with a steel beam but they were unable to fully pull the knee platform back into shape so the Army doctors recommend that I do not run. Stairs, Ladders, and construction sites are not a problem. I have kept my professional skills completely up to date and can do all design work personally and can help/train others. I pay special attention to the design connection requirements. I am totally unsuited for retirement and find the satisfaction I need by looking back at successful projects I contributed to.

Since this resume has been out the main questions have been about the time since I left Afghanistan. I returned with money in the bank and Covid soon shut everything down so I decided to learn the stock market better. The market is unfriendly and the enormous amount of time it takes would be better spent engineering.
