PROJECT INFO: My duties included management of procurement processes and financial management. As Procurement/Finance Manager, I led a team to manage business development and financial management for one of the largest piling construction company in Qatar. My responsibilities included overseeing preparation of bids for new projects, contract negotiations, management of projects’ finances (hundreds of millions Qatari Riyals), day-to-day management of contracts and cost controls, managing and overseeing workflows of accounting staff in performing their accounting functions, budgeting and forecasting, projections, variance analysis. and served as liaison between the clients and the company’s technical team. I also established/managed a new line of business within the company for leasing/renting of heavy construction equipment to other construction companies in Qatar. Partnerships and Trust Fund Operations, Concessional Finance & Global Partnerships 2000-2014 PROJECT INFO: My responsibilities included administration of donor funded programs. Activities included negotiations with donors, preparation of administration and grant agreements, review of proposals, allocation of funds, and supervision of portfolio and reporting. As Senior Operations Officer and Program Manager, I led a team to manage one of the largest programs in the Bank, Policy and Human Resources Development (PHRD) Fund, which was assisting countries with the preparation and implementation of Bank operations. My responsibilities as Program Coordinator included serving as liaison between the government of Japan (GoJ) and the Bank, negotiating agreements for new areas for support, reviewing funding proposals for quality assurance and contract agreements with Governments, providing guidance to operational staff on trust fund policies and procedures, reporting to donor on portfolio performance, and preparation of PHRD Annual Report.

As Senior Operations Officer and Program Manager, I also negotiated contract agreements with 10 donors to establish the multi-donor Avian and Human Influenza Facility (AHIF) program ($130 million) aimed at helping World Bank member countries in pandemic preparedness and minimizing the risks and socio-economic impact of avian influenza. My team provided a Secretariat function internally in the Bank as well as to the AHIF Advisory Board. My responsibilities as Program Coordinator included serving as liaison between donors and the Bank, reviewing/approvings project proposals for funding, quality assurance, providing guidance to operational staff on program policies and procedures, review of contract agreements, reporting to donors on portfolio performance on quarterly basis, and portfolio monitoring and evaluation. AHIF is funding about 55 projects across all six Regions of the Bank.

Earlier, as Operations Officer, I led a Bank-wide team to introduce process simplification, including standard proposal templates as well as governing policies and procedures, for the Policy & Human Resources Development Fund (PHRD) and Japan Social Development Fund (JSDF). Helped develop quality control framework for the PHRD ($2 billion) and JSDF ($700 million) programs, including a quality assurance rating system, improved status reporting, and enhanced portfolio monitoring tools to facilitate decision-making for technical assistance grants. I have also provided technical guidance to operational teams in designing and implementing other programs. This has involved interacting with operational staff on daily basis, sharing of good practice in grant design and implementation, and close interactions with legal, controllers, accounting, and procurement staff. Infrastructure Operations Division, South Asia Region 1993–2000 PROJECTS INFO: Managed the implementation activities of the projects in areas of policy reforms and procurement of Consulting Services, Goods, and Civil Works contracts, financial management, and policy, institutional, and procurement reforms.

Pakistan - Sindh Special Development Project: As task team leader, I provided overall leadership for seamless management and implementation of the project to achieve its development objectives. I led/participated (as a team member) in supervision and mid-term review missions and provided analytical and strategic support in all aspects of project implementation. Led agreement with Government on project restructuring to focus on higher priority policy reforms and physical investment activities, including refinement of project objectives and utilization of projects savings for financing severance payments of Karachi Transport Corporation:

assessed and monitored project status and likelihood of achieving development and implementation objectives

revised implementation plans to meet schedules and cost constraints

managed all procurement processes for multi-million dollars contracts involving consulting services, goods, and civil work for the project

negotiated agreements with Government of Sindh and project implementing agencies on revised work action plans, detailed procurement arrangements, and construction activities

assessed expected completion costs of project components to determine funds utilization and availability

reviewed implementing agencies’ audit reports and recommended corrective measures to strengthen financial management

reviewed provincial budgets.

Pakistan – Second Karachi Water and Sanitation Project: Reviewed financial projections and formulated strategy on financial condition of Karachi Water & Sanitation Board. Pakistan - NWFP Community Infrastructure and NHA Strengthening Project: As member of the project team, I was primarily responsible for institutional and financial aspects:

participated in supervision and mid-term review missions and provided inputs on all financial, institutional, administrative and operational matters, including coordination with consultants and bilateral donors

reviewed and recommended revised procedures for project accounting and financial statement audits to address shortcomings in the financial reporting system

advised implementing agency on design and implementation of Management Information System for progress monitoring.

Pakistan - Karachi Port Development and Karachi Port Modernization Projects: Participated in preparation mission, working with task team on all financial aspects to:

evaluate historical operating and financial performance

review accounting including receivable/payable and budgeting procedures and audit reports

identify technical assistance needs to strengthen financial systems of the port

perform in-depth analysis of financial impact for Implementation Completion Report. Bangladesh - Third and Fourth Inland Transport Projects: Participated as financial analyst on supervision missions to review Financial Recovery Action Plans of project entities, determine progress on agreed targets, and recommend necessary actions to comply with financial covenants. Primary responsibilities included:

evaluation of operating and financial performance, and preparation of financial projections and sensitivity analyses

review of audit reports, and reporting and budgetary control procedures

negotiation of financial conditionalities and implementation arrangements

determining the financing plan, analysis of receivables/payable, and disbursement arrangements

identification of technical assistance needs to strengthen financial systems of both project entities. Bangladesh - Fourth Dhaka Water Supply Project: Revised project documents, including project component costs, receivable analysis, financing plan, disbursement profile, and implementation plan. Sri Lanka - Colombo Port Efficiency Improvement Project: Participated on the preparation mission, assisting task team on all financial aspects, including evaluation of historical operating and financial performance including receivables and payables, audit reports, and accounting and budgeting procedures.
