PROFESSIONAL EXPERIENCE

Retirement – Director – State of Florida

Florida Department of Management Services, Tallahassee, FL – (11/2021 - Present)

Director – Administration of the fourth largest retirement system in the U.S. with more than 2.6 million members and $180 billion in assets. The division pays out $12 billion a year in retiree benefits and maintains the service history, vesting and membership status records, and collects nearly $5 billion annually in employer and employee contributions from more than 1,000 employers for all FRS members.

Leader – Lead a staff of 225 employees organized within five bureaus. Oversees and approves financial transactions for a $20.2 million operating budget. Manages the recruiting, hiring and training of the workforce and approves all HR and disciplinary actions. Implements policies and improvements when warranted.

Strategic Planner – Sets the strategic direction and annual priorities of the team to ensure effective and efficient use of resources to meet the needs of the division’s customers and stakeholders.

Project Manager – Oversees management of all division projects (operational, information technology and workforce) to ensure efficient use of internal and outsourced resources to complete projects on time and under budget.

Retirement – Deputy Director of Technology & Support Service – State of Florida

Manager – Oversight of the state’s $4.8 million (annual) Integrated Retirement Information System (IRIS) and outsourcing contract (22nd Century Technologies, Inc.); lead a team of more than 100 professionals that serve in the areas of contract management, information technology (IT) (and other) project management, process improvement, and internal and external customer support. Oversight of the Division’s Contact Center, Research, Education and Training Services, as well as Business Support Services (Accounting, Budget, Procurement, and Records Management).

Strategic Planner – Research and plan for the successful development, funding and execution of the IRIS IT Roadmap and Contact Center Improvement projects to enhance the current retirement system.

Accomplishments – Negotiated the IT Operations and Maintenance outsourcing contract providing the state with $18 million in cost savings. Negotiated and implemented other contractual services such as Independent Verification & Validation (IV&V) and Security Vulnerability Assessment services.

Project Management – Manage various projects and associated project plans for the successful implementation of the IRIS IT Roadmap – a multi-year initiative to enhance the IRIS and related ancillary systems. Projects include FRS Online UI/UX Enhancements (frs.fl.gov), LexisNexis Risk Defense Platform tools implementation, and IRIS Modernization (PowerBuilder to .NET).

People First - Contract & Project Administrator – State of Florida

Florida Department of Management Services, Tallahassee, FL – (05/2008 - 04/2019)

Manager – Oversight of the state’s $36 million (annual) Human Resource Information system (HRIS) and outsourcing contract (People First); lead a team of four human resource professionals that help serve over 230,000 customers in the areas of contract management, issue resolution, customer support, benefits administration, service center oversight, process improvement, special projects and communication.

Strategic Planner – Research and plan for the successful development, procurement and transition to the future HRIS and related services.

Accomplishments – Negotiated the People First Next Generation HR outsourcing contract providing the state with $70 million in cost savings and license to the system intellectual property valued at $100 million. Negotiated and executed other contracts such as Independent Verification & Validation (IV&V) services, Health Maintenance Organizations for state group insurance, and the Health Reimbursement Account (HRA) Administrative Services procurements.

Project Management – Assisted with the management of various projects and associated project plans for the successful implementation of an HRA program, migration to a new flexible benefits vendor, an upgraded SAP on-premise SAP ECC 6.0 EHP 8/ Net Weaver 7.5 HR portal*, a new SAP Business Objects reporting solution, and new SAP SuccessFactors State of Florida job site (jobs.myflorida.com), hiring center, and performance management modules in People First.

Deputy County Administrator – Wakulla County

Wakulla County Board of County Commissioners, Crawfordville, FL – (03/07 - 05/08)

Leader – Provided policy and procedural guidance to over 70 Wakulla County employees. Accountable to Board of five County Commissioners and worked closely with other elected county officials. Established Board’s first human resources policy and procedures.

Manager – Led a team of 10 professionals and managed a $43 million budget. Direct oversight of following divisions: Parks and Recreation, Veteran Services, Probation, Facilities Management, Public Works ($2.2 million contract for road and bridge, sewer, waste and fleet management), County Cooperative Extension, Library Services, Airport, Emergency Medical Services, Fire Services, Volunteer Services, Risk Management and Human Resources Management.

Accomplishments – Implementation of policies and procedures to ensure efficient and cost-effective service delivery (e.g., Personnel Policy and Purchasing Policy); established a fire services department (previously all volunteer); spearheaded successful County Charter initiative.

Director of Health and Human Services – Leon County

Leon County Board of County Commissioners, Tallahassee, FL – (02/06 - 03/07)

Leader – Provided regular status updates to the Board of seven County Commissioners and County Administration. Staffed the Primary Healthcare Advisory Board and implemented their initiatives. Worked closely with other county and state representatives.

Manager – Led a team of 14 professionals and managed a $43 million budget. Directed the following divisions/programs: Housing, Human Services, Primary Healthcare, Senior Services and Outreach, Veteran Services, and Volunteer Services.

Accomplishments – Led the education efforts of the penny healthcare sales tax proposal. Managed $1.5 million for indigent healthcare contracts. In 2006, the Volunteer Center's Youth Corps program received the Governor's Points of Light State Award for excellence in service to the community. Directed home rehabilitation, home replacement, down payment assistance, and home counseling for 90 clients utilized State Housing Initiative Partnership (SHIP) and Community Development Block Grant (CDBG) funding ($1,384,000).

Senior Assistant to the County Administrator – Leon County

Leon County Board of County Commissioners, Tallahassee, FL – (08/04 - 02/06)

Leader – Provided leadership, coordination, and direction to County departments to deliver services consistent with Board priorities and policies. Developed action plans and implemented Annual Board Retreat Priorities. Attended meetings on behalf of the County Administrator and conferred with all levels of County, City and State government and various external stakeholders.

Manager – Directed the agenda process (one direct report) and presented agenda requests and staff recommendations to the Board on issues requiring Board review and approval.

Accomplishments – Established meetings between Administrator and County employees at least twice annually to discuss County issues, hear employee concerns and implement improvements in County processes, provided leadership to resolve miscellaneous County issues.

Leon County Board of County Commissioners, Tallahassee, FL – (01/01 - 08/04)

Leader – Implemented the Board's Preliminary Action Plan to manage the County jail population and coordinated the efforts of the various judicial agencies through the Public Safety Coordinating Council.

Oversight – Assisted the Director with management of following programs: Library System, Volunteer Services, Primary Healthcare, Veterans Services, Cooperative Extension.

Accomplishments – Participated on teams that: researched and established a County-run Emergency Medical Services (EMS) and implemented educational campaign on what a county charter would mean to citizens and developed a charter form of government that was approved by the voters in November 2002.
