Works with both Union and Non-union employees. Responsible for the oversight and/or management of all location-based HR programs, projects, and tasks in order to ensure successful administration of the affiliate site.

Responsible for maintaining in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks, and ensuring regulatory compliance.

Oversees site-wide employee-related claims such as grievances, DOL requests, and other governing body requests. Maintains in-depth knowledge of legal requirements in partnership with Corporate Human Resources and the Legal Department.

Works closely with management and employees to improve work relations and to build morale, leading to increased productivity and retention. Partners with Corporate HR and the legal department as needed and/or required.

Conducts weekly updates with internal leaders such as Chief Affiliate Officers (CAO’s), Corporate HR, and H + H or other partners. Consults with department leadership, providing HR guidance and ensuring effective application of HR methodologies, when appropriate.

Oversees the onboarding process for all new hires, alleviates roadblocks, and ensures new hires are onboarded without unnecessary delay. Works with internal stakeholders to continually improve onboarding processes; implements improvements, where necessary.

Works closely with employees and management to improve work relationships, increase productivity, and to build morale. Conducts, and/or aid managers in the performance of, employee surveys such as retention, stay, and exit interviews. May lead and/or facilitate supervisor or manager meetings with employees.

Works closely with Compensation. Provides input on HR-related areas such as department structures and workforce planning, and or succession-planning. Conducts retention, stay, and exit interviews.

Provides day-to-day performance management guidance to departmental leadership in order to reduce legal risks and ensure regulatory compliance. Provides employees with HR Policy and Union Contract guidance and interpretation, where applicable.

ASSISTANT DIRECTOR, HR 9/13 – 12/19

Works closely with the Director of Human Resources to achieve the mission of the Human Resource Department while serving as the agency’s Employee Relations Officer.

Provides advice, information, guidance and assistance to agency leadership in the administration of policies and procedures, performance assessment, contract interpretation, disciplinary and grievance issues, including corrective action.

Responds to questions and problems regarding policy interpretation and implementation. Investigates the issues raised and gathers all pertinent data before making a recommendation. Interprets the collective bargaining agreement for union employees based on an analysis of each situation, maintaining consistency and taking past practices into consideration. Recommends appropriate performance evaluation or disciplinary action as needed.

Identifies legally sensitive issues and raise those issues with supervisor and/or legal counsel. Provides instruction and advice to department management on proper documentation, investigatory steps and procedures for discipline and termination. Identifies and recommends necessary policy changes to department managers and agency leadership as needed.

Manages the grievance process for non-union and union staff and facilitates discussions to resolve disputes between management and staff. Prepares department representatives for grievance meetings. Serves as objective advocate or impartial hearing officer in third step grievances initiated by or on behalf of union employees. Reviews and analyzes the facts presented, evaluates testimony of witness, and follows up as necessary prior to making recommendations to departments or writing third step union grievance decisions.

Investigates charges or complaints, filed with third party agencies. Conducts investigations into allegations contained with the charge. Interviews supervisors, witnesses and others involved parties to assist in preparation of a response to charge. Provides assistance to legal counsel in responding to complaints and third party proceedings, including EEOC, NY State or City Dept of Human Rights Charges, NLRB charges.

Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.

Provides supervision, guidance, and motivation for HR team.

Manages the annual performance evaluation process.

Maintains and supervises Intern, Volunteer, and Rewards and Recognition programs.

Provides oversight for all data entry involving HRIS systems and databases.

Conducts Management Trainings in order to establish best practices.
