Multi-level government lab research center. Complete & phased occupied demo of all interior -1st & 2nd floors. Involved abatement & roof replacement. Work includes construction of a two story 20,800 SF Administration Building & a 10,600 SF Maintenance Building connected by a 3500 SF canopy & courtyard. Exterior construction included a steel frame with CMU exterior, reinforced concrete foundations & floor slabs. Superstructure consisted of a standing seam metal roof over special bar joists including installation of a 5-ton bridge crane & heavy-duty vehicle lift. Both buildings will have CMU & steel stud exterior framing with masonry veneer & metal wall panels. Scope also included installation of new asphalt & concrete, site work, landscaping & incidental related work.

Build Contracted Term: NAS Corry Field, FL., 2012-14, Huey’s Works Inc.

QCM/SSHO NAVFAC/USACE 3-Phase Federal Design Build

Complete interior demo & replacement of all flooring, ceiling, lighting, doors, finish systems, & HVAC. Installed 2 new bathrooms with new plumbing, toilets, fixtures, wall & finish systems. Demo & replacement of building gypsum board ceilings, 2x4 lay-in ceiling, exhaust fans & grilles, louvers. Remove & replace all electrical system conduits, fixtures, receptacles, raceways, wiring, pull boxes, & Junctions & switches. Install new air handling units, exhaust fans, OA Makeup units, new rooftop units, room conditioning units with DDC control systems. Install new signage, floor tile, carpet, VCT, ceiling tile, sheetrock & paint interior walls, install new polygraph booths, & fire alarm system. Modify fire sprinkler system & install new telecommunications/security systems. All Start-up, TAB, Commissioning & final closeout was performed.

Modify Chilled Water Systems Buildings 3291, & 3209

Build Contracted Term: NAS Pensacola, FL., 2011-2012, Oneida Total Integrated Enterprises Inc.

Superintendent/QCM/SSHO NAVFAC/USACE 3-Phase Federal Design Build

Replaced existing water chiller with (2) new magnetic bearing, centrifugal water chillers.

Installed a new condenser & chilled water pump to serve the new building chillers. Retrofitted two cooling towers’ hot

decks, provided new PVC fill material for both towers, replaced the existing liquid-based condenser water treatment

system with a properly sized solid based treatment system, scraped, primed &

painted all exterior piping above grade, piping & accessible steel surfaces at the cooling towers’ location, Provided

variable frequency drives for existing cooling tower fans, Replaced the two existing chilled water pumps with three

new chilled water pumps, provided two new condenser water pumps, connected DDC controls to new pumps &

variable frequency drives. Also modified piping at each building served (601, 602, 623, 624, 625, & 626) to bypass the

existing booster pumps & provided a balancing valve for each building. Removed all pumps, piping, accessories &

electrical services, replaced all existing 3-way chilled water control valves at buildings 623, 624, & 625 with new 2-way

control valves & initial water treatment for the chilled water & condenser water systems, Provided fundamental chiller

sequencing for all chillers, full factory start-up, TAB, & full commissioning of all new chillers, pumps, VFD’s, & Controls.

Prior to the most recent five-year contract history listed above, Mr. Giberson also had at a minimum of (15) years of successful direct construction & contract management experience during his career. He has also been responsible in his career for the development of many division 1 plans to include Quality Control Plans, Accident Prevention Plans, Environmental Plans, & Activity Hazard Analysis for all division mobilizations. New install of fire protection system & alarm systems. New designed make up air system in the kitchen area, replacement of the existing flooring & acoustical ceiling panels, replacement of all lighting fixtures, door refinishing/ metal stud framing, & gypsum board walls. Also installed state of art water laser jet cutting for floor shaping & design. All Start-up, TAB, Commissioning & final closeout was performed.

Demoed & replaced all carpet & wall base, saw cut, removed, & rebuilt stage concrete portions, Demoed & replaced all

ACT, doors, draper, track, & paneling systems. Removed & replaced all electrical system conduits, fixtures, receptacles,

Atmore Wind Creek Casino & Hotel Design Build

Build Contracted Term: Atmore, Ala., 2008-2009, Frank Daughtry Architectural & Peterson Engineering

Design Build Architectural & Mechanical Inspections Manager

Managed all 3rd party bank inspections for 250+M CIE Casino Build under Daughtry Architectural & Peterson Engineering. Under this term contract, all architectural & mechanical inspection service oversight was performed following ICC code, spec. & print design build requirements. This contract involved ground-up build of all Architectural & Mechanical build & testing threshold & acceptance requirements. In field division red line print & RFI verification was also under this contract for both casino & 16 story high rise hotel & adjoining gas station. Daily reporting & photo log inspection & testing summaries were documented on every CPM definable feature of work. Under the mechanical inspection requirement, all mechanical & architectural print & spec. testing was verified to meet all requirements including all start up performance & functional / commissioning testing to final closeout inspections. Every submittal item going into the casino was verified & tested as well, including all building envelope & wind testing, down to verifying the 14k gold in glass that went behind a waterfall feature in the casino also met quality & plan specification performance criteria. All site surveys, ground impaction, concrete, weld, structural, exterior & interior builds, all division 26 & electronic installations, (2) large 5,000 SF mechanical rooms including all start-up, commissioning & training were also under Mr. Giberson’s bank enforced QA verification.

MACC IVAN DOD Renovations

Southeast Regional QCM Manager/Field Operations NAVFAC/USACE 3-Phase Federal Design Build

Contracted to Ellis Engineering for the Hurricane Ivan MACC Repairs Sow 3, Sow 8

Sow 11 for NAS Pensacola from 2004 to 2008. Served as Regional CQCM over

all MACC/MATOC Contracts & appointed Project Manager for several building renovations which included:

MACC/ Building 1500 Naval International Educational Training Center: This building involved the historical society oversight in the replacement of the terracotta roofing & all copper gutter & downspouts due to Ivan storm damage. Crane safety plan coordination, high lift & fall arrest tie off were critical safety component enforced as part of this project. This was a historical society over-watch project with a design implementation that was under state monitoring.

MACC/ B781-1 Personnel Support Detachment Command Center: This section of Building 781-1 which was the previous location of the personnel support detachment center which involved the complete abatement & renovation of all interior finishes. All building interior work was to take interior to the stud structure, & renovate all interior which included HVAC, Electrical & Communications upgrades.

BOA/ B684 Install New Heating/Make Up Air Recycle Units: This work involved replacement of the rooftop units which also included air recirculation units on the rooftop. Crane safety plan coordination was also involved including a safety roofing plan. A scaffold erection plan was also performed on the west exterior of the building, fall arrest system & tie-off, along with LOTO & all other approved AHA’s were enforced in demo & placement of new equipment.

BOA/ B3744 (2007-2008) Corry Field Cryptology School: This (2) story school involved a complete exterior & interior renovation. Exterior work involved a new roof replacement, all brick repointing & surface cleaning as well as installing a new opening for OA HVAC & sidewalk installation. Interior involved asbestos abatement, all interior door replacement & interior wall & floor finishes, & a new installed fire sprinkler & alarm system. New duct was installed with new fire dampers. All new HVAC & also the installation of two new Liebert Systems installed & a new computer room with raised flooring. Installed all new motion sensor lighting & complete demo & refinish of 4 bathrooms with new accessories. New fountains & stairwell refinishes. All work involved full commissioning & functional performance testing.

Mr. Giberson’s responsibilities included managing all contract IDIQ Quality Control & Construction Site Inspection Surveillance QA programs for the Navy on all renovations, new builds & IDIQ maintenance contracts. From 1998 to 2000, he was directly responsible for the IDIQ facilities management, quality control & safety enforcement inspections of all maintenance IDIQ facilities subcontractors. He implemented safety criteria oversight as well as quality control enforcement over each awarded contract. He also continued this role from 2000-2004 when in charge of all base-wide facilities & continued to have all oversight & enforcement on the IDIQ Contractor’s Safety/Accident Prevention implementation programs as well as all budget control in facility capital IDIQ awarded contractor improvement expenditures of 10.5 million per year. Awarded contractors would perform needed renovations & new builds, & Mr. Giberson was responsible for the federal contract acceptance of this work under NAVFAC P445 QA, awarded RFP, Spec, & EM-385 safety guidelines. Mr. Giberson managed all weekly contractor site QA & safety surveillance reporting & facility QA inspections on the MILCOM funded new multi-family residential housing complex design build, as well as renovations to the Maloney Hotel, & Officers Housing Complex. All QA & safety reporting summaries & deficiencies were reviewed & reported to the base contracting for performance & corrective evaluations. Mr. Giberson ordered all work & maintained all hotel, Officer & Enlisted housing facilities management oversight, subcontractor management, RFP development for new work, QA of subcontractor work acceptance. He represented & reported to the weekly CO meetings on all housing & hotel management reporting. He was awarded several awards including “Best in Industry A” as well as successfully ran all tenant & housing quality of life programs.
