Develop detail accounting methodology, track, and report on 280 FTE and $119 Million; for personal services: salary and all benefits, including methodology to allocate all pay for performance increases, account for, annually provide, and balance report to governor’s office and legislators while simultaneously monitoring and managing operating expenditures, legal services, and capital construction, for 70 separate divisions/sections/units with competing priorities.

Authored and awarded 13 grants in a 3 year period for 3.3 Million dollars – increasing annual budget by 16%: targeting specific funding sources, enlisting collaborative community support, developing statement of work, time schedules, needs analysis, performance measures, goals and objectives, project design and activities, evaluation plan, executive summary, budget, and continuation plan, presented proposals to granting agencies, monitored and managed each grant once awarded, and regularly submitted reports to granting agencies.

Collaborated, negotiated, and monitored contracts with multiple military bases under the Randolph Sheppard Act to provide infrastructure for blind business locations on state and federal properties.

Managed all aspects of 37 business enterprises with competing priorities at 43 different locations across the state and $1.2 Million annual budget to allocate across locations contingent upon determined priorities. Oversight included facility maintenance, state allocated budget, finances: accounts payable/receivable, invoicing, federal contract management; direct supervision of 4 business consultants, trainer, and program assistant, and indirect supervision of 37 certified blind vendors and 6 students, responsible for blind vendor compliance with all rules and regulations within the federal, state, county, and city hierarchy as well as internal program specific requirements. Negotiated the first contract for military dining halls in the State of Colorado and the third state in the USA to accomplish this goal.

Board President of a two-county economic development district and worked with a broad range of subject matter experts across the county to spear head the first strategic planning process and criminal justice planning process. Appointed by State Governor to serve on the grant review committee to ascertain all incoming regional requests complied with state and federal policies and instructed and assisted applicants within 6-county council of government area with future grant proposals.

Assist nonprofit startups in business planning, compiling documentation for filing 501(c)3, develop policy and procedure, strategic planning, develop mission, vision, goals, and objectives, compiling bylaws, articles of incorporation, filing federal and state required documentation, develop financing plan, cash flow and budget, and guide in compliance to state and federal authorities.

Managed business and operations for 5 State and Veterans Nursing homes and served as the subject matter expert on contracts and all submissions to the governor’s office, creating a profitable startup that was in serious financial distress before my hire within 6 months.

Rewrote state rules for the Business Enterprise Program, lead multidisciplinary team of stakeholders which included legislators, subject matter experts, Rehab leadership team members, Division Directors, Blind Committee members and other interested parties to promulgate 80 pages of rules providing a higher level of accountability and increased return on investment by 15%.

Recommended a fiscal note to the Legislature for the Department of Revenue Driver Services Division to renew driver licenses every 5 years as opposed to every 2 years thereby generating a $2.7 mil cost savings for three years.
