Facility Operations Specialist / Federal Bureau of Investigation

Operate and maintain field office facilities, to include physical structures, utilities, surrounding grounds, roadways, outside barriers, as well as programs and services essential to maintaining a safe, healthy and comfortable facility. Perform a variety of administrative services in order to inspect, maintain, repair/modify facilities, and to operate facility programs and services efficiently.

Revise, alter, or completely redesign existent graphic layouts to ensure most practical, functional and cost effective approach for the field office. Review and analyze detailed blue prints and layouts to determine feasibility, cost effectiveness and compliance with agency rules and regulations. Make recommendations to superiors with regard to conflicting and/or competing interests for particular areas of space, including final detailed layouts for presentation to appropriate top level officials.

Liaison with FBI Headquarters entities, primarily Security Division and Finance and Facilities Division. Contacts with Security Division are for security requirements with FBI components and outside vendors, to ensure compliance and to facilitate and coordinate sensitive compartmented information facility (SCIF) renovation and build out requirements; Finance Division to contract and obtain funding for office furniture and equipment; and provide drawings and requirements for layout and procurement of office spaces to the Facilities point of contact. Serves as the point of contact for all the General Services Administration (GSA) issues pertaining to the field office.

Coordinate the evaluation of all building maintenance, alterations, deficiencies, and repairs suck as: electricity, air conditioning, heating, telephones, elevator service and special equipment maintained in office space. Conduct onsite inspections and create “punch lists” for repairs, etc. Direct activities of outside maintenance areas to ensure all utility systems are functional and equipment is in top of operating condition.

Coordinate the administration of space acquisitions, building operations maintenance, movement/relocation, warehouse operations, supply delivery, and destruction of confidential trash. Secures engineering surveys or outside bids and initiates appropriate requests through FBIHQ, GSA, etc. Monitors work performed by contractors according to standard specifications. Assess quality and completeness of work so operations are not interrupted.

Ensure facilities requirements are met for specific programs such as but not limited to: FBI police and/or contract security, Firearms, Health Services, Employee Assistance, Terrorist Screening Tactical Operations Center, Top Secret Audio and Visual Communications Systems, vending machines, exercise/physical fitness equipment, requirements with the copier, Data Center, Recycle Program, Cable Plant and the Electrical Plants, and the like.

Determine and project funding requirements and justify budget requests. Assists in developing a budget monitoring budgetary expenditures and blanket purchase agreements in regards to the Facilities Program. Assists in ensuring all purchases are necessary and within acceptable economic boundaries.

Coordinate with FBIHQ the negotiating and administering of lease agreements, including operating and maintenance agreements. Draft and implement plans developed by executive Management. Track and measure Strategic Plan objectives. Develops contact with service companies, contractors and GSA officials in order to facilitate a variety of requests and proposals.

Coordinate conferences with division/field office management, FBIJQ personnel, architectural and engineering firms, various contract agencies, GSA and other government officials to discuss major aspects of existing facilities, as well as proposed acquisitions. Facilitates Executive Management meetings that involve space management allocation decisions and program requirements for all division/field office components.

Organized and attend meetings conferences with GSA, lessors OSHA officials and a variety of building management personnel, to discuss building maintenance, safety and fire regulations, environmental quality, facilities, operations, standards, and other tenant matters. Coordinates all applicable facility matters with the Occupational Safety and Health Administration (OSHA). Ensures that all OSHA rules and regulations are complied with and/or implemented. Ensures appropriate personnel are advised of all current safety and fire safety regulations
