SENIOR RIGHT OF WAY AGENT Aug 2011 – Present

Senior Right of the Way Agent for the Department of Public Works and Land Acquisition, conducting the acquisition of land rights for capital improvement projects, such as fire stations, libraries, etc., Additionally, stormwater management, utilities, highway and wastewater, sidewalk projects are typical in my area of expertise. Review and perform title searches, prepare and review appraisals for partial and total acquisitions for the Department. Effectively work with difficult and complex acquisition and relocation assignments, assisting the Attorney’s Office in condemnation actions by providing exhibits, support documents, and trial testimony. Interpret proffers for upcoming projects and verify to ensure zoning laws and ordinances are met. Work with complex and diverse properties in DC, along with a very diverse population. Collaborate with outside consultants for appraisal, title, and construction contractors to monitor the project from beginning to end. Public presentations in affected communities for pre-construction for an overview of the project and work with the project manager to re-design. Proficient construction plan review to accommodate the Board of Supervisors changes.

Coordinate and direct the activities in the discipline of Acquisition of in-house staff and the right of way consultants, including areas of land acquisition negotiations, suit information preparation, relocation assistance, business damages, property management, and project scheduling. Monitor, train, and assist local governments and utility companies, providing support the development of policies and procedures. Ensure conformance with applicable laws, rules, regulations, policies, and procedures, including Federal Highway Administration (FHWA) and Federal Uniform Act.
