Career Profile: Dr. Sanjay Yadav

After completion of my M.Sc. (Electronics) in 1985 and receiving fellowship from Ministry of Home Affairs, Govt. of India in 1986, I joined CSIR-NPL, New Delhi as Research Scholar. Two years later, I was also awarded SRF of CSIR, New Delhi. Completed Ph.D. degree on “Research Contributions towards the Development of Ultrasonic Instrumentation for Scientific, Biomedical and Forensic Applications” in 1990. I joined Science and Technology Department, Haryana Govt. in May 1989 as ‘Project Officer’ for the implementation of rural energy programme. I joined CSIR-NPL as Scientist B during November 1995. Recently, I am superannuated as Chief Scientist and Head, Physico-mechanical Metrology Division of CSIR-NPL, New Delhi on Aug. 31, 2022. Currently I am working as Chairman, International Quality and Accreditation Services (IQAS), New Delhi and Vice President of Metrology Society of India, New Delhi.

After joining CSIR-NPL, I had dedicatedly worked towards development of metrological standards and their dissemination for national growth. I have significantly contributed in the development of 3 primary pressure standards, NPL-HI (20-1000 MPa) in 2000; NPL-H2 [(10-100) MPa, (20-200) MPa] in 2008 and 2011, respectively, NPL-H3 [(5- 50) MPa and (50-500)] in 2015; 8 secondary pressure standards (1-500) MPa during 2002-2015 and a differential pressure standard having capabilities of both line and differential pressure upto 50 MPa in 2015. Also successfully participated in several key comparison exercises i.e. CCM.P-K8 (50 to 500 MPa) 1997, APLAC Interlaboratory comparison (0-50 MPa), 1998, APMP M.P-K7 (10 – 100 MPa), 2002, CCM P-K7 (10-100 MPa), 2004, CCM P-K13

(50 to 500 MPa) providing services to stakeholders. 2012; APMP P-K13 (50 to 500 MPa) 2015 for metrological equivalence and registered 6 CMCs covering entire hydraulic pressure range in KCDB of BIPM for global compatibility and visibility. Co-ordinated 7 PTs, sponsored by NABL for more than 100 Indian laboratories during 2002 to 2015. All the established standards are now dedicatedly providing services to stakeholders. Academic Accomplishments: I have significantly contributed in the academic activities. The outcome of such accomplishments is resulted into around 451 publications (159 research papers in journals, 190 in conferences, 83 invited talks, 19 books and book chapters); 12 patents and copyrights, technologies and knowhow’s; 12 graduate and post graduate projects and 6 PhD thesis. Another 7 PhD students are rigorously working. Some of the technologies developed have already been commercialized. I have also worked as Professor in Faculty of Physical Sciences, ACSIR, teaching PhD students a course on Advanced Measurement Systems and Metrology. I had also worked as Faculty for one year Diploma Course of Academy of Scientific and Innovative Research (AcSIR), Ghaziabad on Precision Metrology and Quality Controls (PMQC). I have extensively visited several countries; LNE, France during 1998 (1 week) and 2014 (1 week); NMIJ, AIST, Japan during 1998-99 (10 months); NMCL, SASO, Saudi Arabia, 2003 (2 months); KIM-LIPI, Indonesia during 2014

(1 week); NSM, Bhutan 2015 (1 week) and SIRIM; Malaysia 2017 (1 week) on official deputations. Administration: Administratively, I am a system grown and oriented scientist elevated to leader. After joining Scientist B in 1995 at CSIR-NPL, elevated as Head of Pressure Standards in 2012, Head, Pressure and Vacuum Standards in 2014, Head, Pressure, Vacuum and Ultrasonic Metrology 2015, Deputy Head, Physico-Mechanical Metrology Division in 2016 and finally elevated to Head, Physico-Mechanical Metrology Division in 2019, the largest division of CSIR-NPL. This clearly shows the faith and trust of the CSIR-NPL Management in my administrative and leadership capabilities.

Visionary: I do have vision and out of box thinking to make NPL a scientific organization of international repute by carrying forward R&D activities in the emerging multi-disciplinary fields of science and technology that can meet its scientific, social and national objectives in a more meaningful manner. Keeping pace with the developments taking place internationally, I can visualize future trends for research in the laboratory and can help in capability building. Leadership quality: I am a proven, system oriented and grown team player. I believe in team edifice, mentoring, entrusting, nursing, problem resolving and providing a fair and free scientific environment to make sure that all the team members do feel pride in working and fulfilling their commitment well ahead of time. I always work to establish a very strong and active team of motivated, energetic and dynamic members and guide, mentor and motivate them to work with utmost potential and abilities Image builder: I have taken strides to put the image of NPL and CSIR through my own efforts in the past and have done every bit for a brighter image building interacting with academia, industrialists, and institutions.

Skills for Organisation of Events: Always working in a team, learning from seniors, I have developed excellent organizational skills for scientific events. As a leading organizer, I have been part of the organisation several noted events like 33rd APMP General Assembly and Related Meetings in Delhi in 2017 as Co-Convener and Chairman, Finance Committee (800 participants from 30 countries); Industry Academia Meet in India International Science Festival (IISF-2016) as its Coordinator (more than 3000 participants in 5 days); AdMet Series of national and International Conferences on Various capacities from Co-Convener to Vice-Chair, MAPIKI -2014 as Convener, Celebrations of annual World Metrology Day to name few events. As a part of dissemination of metrology in the country, APMP region and SAARC nations, I have been parts of the organisation of more than 27 training programmes imparting training to more than 550 trainees. Funds Raising Capabilities: In any scientific organisation, the funds raising capability is one of the essential requirements. Over the years, I have utilized my abilities to write appropriate metrological projects and to convince the funding and sponsoring agencies. My sincere efforts have resulted into more than 40 sponsored projects awarded to NPL wherein I have contributed on different capacities like team member, principal investigator, Coordinator, Dy. Project Leader and Project Leader.

Futuristic Works: My current research interests include development of quality accreditation services in India, R&D in physico mechanical measurements specially pressure and vacuum metrology; development and dissemination of national pressure & vacuum standards to users through calibration, testing, training, technical and consultancy services; key comparisons, PT programmes, Finite Element Analysis (FEA), Monte Carlo Simulations for pressure balances, development of standards and techniques for testing and pattern approval of blood pressure measuring instruments and development of testing facilities for personal protective equipment (PPE) and medical devices. I proposed that individual scientist should pursue his / her own research R&D within the mandate of NPL. His / her research works should finally converge for the “Advancement of Metrology’. The road map for achieving such goals is to motivate, encourage and appreciate the Scientists and other work-force for carrying out good works within the laboratory framework, leaving behind his / her own interests, but to expand his / her vision to embrace the activities leading to the advancement of metrology. For this purpose, I proposed to provide them fair and free scientific environment, create systems and culture to empower the them to excel and have pride of working in world class laboratory. Have domestic and international collaborations for sponsored developmental activities and for imparting training to academic and scientific community. I encourage my colleagues to develop on-line monitoring system to make sure the projects do not suffer due to system related, any artificial impediments and subjectivity. A synergy between the senior and young scientists is strongly advocated as experiences of seniors and young ignited minds would certainly culminate into excellence in metrology. I have contributed immensely in registering 17 Calibration and Measurement Capabilities (CMCs) registered in Key Comparison Database (KCDB) of BIPM, France which are at par with leading NMIs of the world. Also, planned significant improvement in CMCs, both in numbers and improved uncertainties. Ultrasonic Interferometer Manometer (UIM), an existing primary standard, wherein mercury is used as transmitting medium. Most of the NMIs have replaced / being replaced or banned mercury-based instruments. I propose to establish Fabry Perot cavity based optical interferometer manometer (OIM) as primary standard based on quantum pascal in the pressure range 0.1 Pa to 130 KPa within the uncertainty comparable or better than then UIM. A project of Rs. 4.0 crore is already sanctioned by CSIR under FBR scheme. Another project, I will be working is ‘Setting up of Testing Facilities at NPL for Personal Protective Equipment (PPE), Ventilator and IR Thermal Body Scanners’ to support the biomedical laboratories, hospitals and MSME industries by providing traceable calibration and testing services. A project amounting to Rs. 5.40 crore is already approved by CSIR under FCP scheme. Another mega project of Rs. 12.57 crore is being implemented for creation of new metrological facilities and strengthening existing standards in physic mechanical parameters. Also worked extensively as team member to prepare an institutional project of Rs.100 crore for realizing primary standards based on redefined SI units and modernizing standards for futuristic requirements. Further, new vistas are being explored for areas such as dynamic pressure measurements like blood pressure measurements, design and development of indigenous pressure transducers and devices with lowest possible uncertainties, establishment of extended facilities etc. Bio-data
