Back-Ground: Tobacco Board was established by Ministry of Commerce, Govt. of India in 1975. It is controlling tobacco production as well as marketing i.e domestic sales as well as exports to other countries. It has wide operational area in Andhrapradesh as well as in Karnataka. There were about one lakhs registered tobacco growers in Andhra Pradesh and about 25,000 registered tobacco growers in Karnataka, besides about 1000 registered traders and about 72 registered exporters. Earlier Traders used to purchase directly from farmers where there were no control and there were several complaints from the farmers as they could not get better price as well as could not receive sales proceeds from the traders. In order to protect the interest of the tobacco growers by streamlining the tobacco market with minimum purchasing price policy, Tobacco Board established 27 auction plat forms in Andfhra Pradesh and 10 auction plat forms in Karnataka during 1992, where trading must take place. All the farmers of the farmers of particular region must bring their tobacco to the prescribed auction plat form where traders can participate in auction and make payments after purchasing.
