PROFESSIONAL ACCOMPLISHMENTS

Initiated the move to Zero Trust at the Department of State by creating a vendor agnostic Zero Trust Architecture (modeled after DODAF) that gave the Department’s leadership an understanding of the core concepts relating to Zero Trust rather than the typical technobabble.

Used insights into how Identity is at the core of our current challenges to create a $30m Active Authentication (AA) program. to address critical challenges in Identity Management. AA allowed me to shift the paradigm from a focus on complicated passwords or special tokens to aspects of the identity of the person using the computer. Under my leadership performers created a new category of biometrics (cognitive biometrics) & developed 25 new modalities in the data already available to desktops & mobile devices. Established a relationship with a transition partner (DoD/CERDEC) who is self-managing the product, ($9 million FY13-16), to allow the introduction of the technology to the Army.

Connected my understanding of the greatest challenges for cyber defenders (awareness of the environment) led to the $12m Integrated Cyber Analysis System program. Within this program my insights guided my performers to create foundational technologies to improve how IT operators understand how the data of their systems can connect to create a holistic picture of their environment.

Utilized my understanding of the environment of the Pentagon to provide critical advice, guidance, & support after 9-11 to the Pentagon Police Department (PPD) & Federal Facilities Division (FFD). With more than 20 organizations responding to the attack clear communication we critical to ensure the technology of each organization worked without taking other organizations out of service. Leveraged my natural authority to facilitate establishing a presence for PPD and FFD at the Joint Operations Cell at Ft Myer. Engaged with the newly established Biological-Chemical Joint Operations Cell created at the Pentagon to build out technology, budget, and manpower requirements. Led the coordination & setup of computerized CBRN detectors in & around the Pentagon. Received commendation letters from the Pentagon Police Department & Federal Facilities Division for these activities.

Employed my organizational understanding of proper execution of IT to develop an IT organization for the newly formed Pentagon Force Protection Agency. Guided the development of the organization structure, defined billets, defined roles & responsibilities, budget plans, organizational objectives, & congressional defense for the organization within the new PFPA as they changed from a department with fewer than 100 positions & outsourced support to an agency with more than 500 positions with internally managed IT support. Ensured the guidance included a strategy to transition from the previous IT support to their new internally managed IT organization.

Managed DARPA’s $15+ million Cyber Fast Track (CFT) program, which contains 132 individual cyber security projects performed by the top US based cyber security talent. Coordinated transition of technology to more than 24 agencies in the defense department & federal government.

Understanding engagement was key, I created and executed large scale “demo days” of DARPA technology at the Pentagon. These demonstrations allowed senior leadership at the Pentagon to view the technologies working in person to ensure maximum visibility to transition partners. The demo days were conducted in May 2014 with an estimated attendance of over 3,000 across three days. The demonstrations included representation from 200 projects across DARPA (36 were my projects).

In my role as the Deputy CIO/IT Director at DARPA I leveraged my understanding of the shift in technology to create the first smart phone related pilot to receive written approval from both NSA & the DoD CIO’s office to allow the use of smart phones (iPhones) into DARPA (in 2008).

EMPLOYMENT EXPERIENCE

Chief Engineer SAIC Vanguard 2.2.1 Contract, Department of State, Washington, DC

Responsibilities included managing the technical execution of the Vanguard 2.2.1 Contract providing engineering support to the State Department. The contract was a 10 year contract with a value of $2.2b and was on its 14th year in 2024. Acted as the primary “fixer” addressing technical issues relating to the program in any functional area on the contract. The program included over 800 engineers providing support to every technology in use at the State (domestic and overseas) including converged networks, systems and messaging, Endpoint Detection and Response, network monitoring systems, ICAM, PKI, converged data centers, software life cycle engineering, patch development and management, remote access solutions.

Responsibilities included ensuring the execution of all the technologies supported by our customer (IRM, State's IT department). Worked as direct advisor to State's senior executive leadership. Managed the execution of all major projects including a complete redesign of the Identity Infrastructure (including Active Directory, cloud services through Okta, and engagement with the ICAM solution). Worked with State’s leadership on the Pandemic response moving State’s 126k users from 99% on site to 95% remote in 8 weeks. Coordinated moving all engineers to a telework environment for all privileged functions, meeting all security requirements during and after the pandemic. Was personally responsible for ensuring the evaluation of new technologies and effective execution and integration of all selected solutions across State in all functional areas providing the customer the best solution most cohesive solution. Advised government leadership in the management of our program and activities relating to technology within State. Supported the response and mitigation for several major cyber security incidents. Developed a Zero Trust Architecture using the major elements from the Zachman Framework, TOGAF, DODAF, and FEAF to allow State to shift programs to align with their Zero Trust controls. Coordinated States responses for several external audits from organizations including OMB, CISA, and Ft Mead.

Associate Chief Engineer Leidos Contract, Defense Customer, Chantilly, VA

Responsible for providing engineering oversight on an ICAM program that provided online, on-demand access to defense and federal customers content, services, expertise, and support, based upon the user’s known identity and the user’s authoritative attributes/roles. This program provided a foundational component of a Zero Trust architecture for the primary defense customer ensuring authorized users can access mission critical data and preventing adversaries from accessing mission critical data, managing access control to more than 500 consumer applications in 19 operational environments across 4 domains. The program was focused on the development of customer software for the ICAM solution using Agile methodologies (based on SAFe). Understanding the criticality of the ICAM solution. Developed a matrix to align how the program related to and met Zero Trust controls across all levels. Defined future enhancements necessary to move my intel customer to compliance with advanced controls. Worked with the agency Zero Trust leads to integrate this program into Cameo with inheritable controls for other programs in the agency. (June 2023-Feb 2024)

Re-organized $90m MDA contract to adapt to changes in vision of my CORs. Integrated goals of each of CORs into CIO’s strategic plans. Served as essential driving force in identifying, prioritizing & developing technical solutions for the agency. Assumed responsibility as lead engineer on contract at Pentagon supporting client that was responsible for infrastructure of Pentagon. Monitored & evaluated performance of advanced IT programs on basis of applicable performance measurements, & advised the government regarding whether to continue, modify, or terminate programs.
