JULY 2015 – APR 2016 PROJECT INSTRUMENTATION LEAD ENGINEER, DRCDINC, Los Angeles California

Hyperion / Terminal Island Wastewater Treatment Plant. Was assigned to Hyperion Wastewater Treatment Plant as QA / QC for 1 1/2 months and re-assigned to Terminal Island (Long Beach California) as the Instrumentation Lead. Primary responsibilities are to ensure that QA / QC procedure had been followed and to lead the Field verifications effort contracted to DRCDINC. Deliverables are updating the P&ID’s, PLC programs, Loop diagrams, Instrument/IO summary and other documentations. Other tasks are to make recommendations based on observations of procedures and instruments that are currently used.

AUG. 2013 – DEC. 2015 PROJECT INSTRUMENTATION LEAD ENGINEER, WorleyParsons, California

ConocoPhilips DS2S Project. Was assigned to ConocoPhilips as the Instrumentation Lead. Primary responsibilities are developing manhour estimate for FEED and EPC phase, develop manpower requirements, maintain schedule of deliverables, develop Instrumentation design criteria, Safety Requirement Specification (SRS), Coordinate design with other engineering disciplines and clients, insure that requisitions had been issued in timely manner, develop MTO (Material Take-off). This project is for North Slope in Alaska.

FEB 2013 – AUG. 2013 PROJECT INSTRUMENTATION LEAD ENGINEER, WorleyParsons, California

RedLeaf Project. Was assigned to RedLeaf Project as the Instrumentation Lead for the MCC (Mining, Capsule & Construction) and CSS (Collection, Separation & Storage). Primary responsibilities are developing manhour estimate for FEED and EPC phase, develop manpower requirements, maintain schedule of deliverables, develop Instrumentation design criteria, develop Safety Instrumented System (SIS) and Safety Requirement Specification (SRS), Coordinate design with other engineering disciplines and clients, insure that requisitions had been issued in timely manner, also developed MTO (Material Take-off) for both the MCC and CSS. This project is one of the newest technologies in processing shale oil. Development of new concepts to the application of instrumentation is one of the tasks that are needed in the initial phase.

2012 – FEB. 2013 PROJECT INSTRUMENTATION ENGINEER, WorleyParsons, California

Point Thomson Project. Assigned to the Point Thomson Project. Primary responsibilities are to ensure that most instruments had been accounted for and procured. For instruments that were not included in the initial requisition, datasheets were developed and included in their respective requisition. Also updated P&ID’s to include instruments that were not in the initial design.

2011 – 2012 PROJECT INSTRUMENTATION LEAD ENGINEER, WorleyParsons, California

SORESCO Project (Revamp). Was assigned to the SORESCO Project for the revamp of the following Units: CRUDE, VDU, GAS CON. KERO and Upgrade the Control System. Primary responsibilities are to develop Lumpsum manhours estimate for FEED, supervise the development of FEED Documents and implement safety requirements on the existing plant. Also updated P&ID’s to include new instrumentation requirements, creation of In-tools database, development of Cause and Effect Matrix, development of I/O report, creation of instrumentation specification sheets and ensuring that Units are designed uniformly. Also responsible in tracking changes for variances and insuring that deliverables are issued timely with-in schedule and budget instruments that were not in the initial design.

2009 – 2011 PROJECT INSTRUMENTATION LEAD ENGINEER, WorleyParsons, California

SAMREF CLEAN FUELS PROJECT (MDU Mogas Desulfurization Unit). Was assigned to SAMREF Clean Fuels Project for the MDU (Mogas Desulfurization Unit): Primary responsibilities includes development of manhour estimates for FEED and EPC phase of the project, supervise the development of 120 P&ID’s to include instrumentation requirements with Process engineer, creation of In-tools database, development of Cause and Effect Matrix and actively participated during HAZOP,, development of I/O report, creation of instrumentation specification sheets and ensuring that Units are designed uniformly and procure the specified instruments. BP/WRD Arctic Projects (Early Heat Project). Assigned to BP/WRD Arctic Project for Early Heat Project. Primary responsibilities were to supervise, design, and coordinate contractors and vendors during the design, fabrication, installation, commissioning and start-up of equipment modules for the Early Heat Project in Prudhoe Bay Alaska.

2004 – 2006 PROJECT INSTRUMENTATION UNIT LEAD ENGINEER / PRE-COMMISIONING START-UP SUPERVISOR, Parsons Water Infrastructure Technology, California.

SNWA (Southern Nevada Water Authority) Capital Improvements Program. Was employed by (Parsons Water Infrastructure Technology) and assigned to Parsons Constructor Inc. in Las Vegas Nevada as the SNWA (Southern Nevada Water Authority) Start-up Coordinator for Out Valley Projects. Primary responsibilities are reviewing contract drawings and specifications and ensuring that the intended design characteristic is met by the documents. Interfaces with design contractors, project design engineers and sometimes SNWA Design Management. Reviews contractor submittals to ensure that the intended equipment/instrumentation and logic meets the contract requirements. Observe and inspect installation and testing of control systems. Oversee Factory Testing (as permitted) loops checks, certifications, witnessed Field Calibrations, Functional Testing, Control loop validation, System Loop Validation and Performance Testing.

2002 – 2004 PROJECT INSTRUMENTATION FIELD ENGINEER, H. L YOH, RPG (Raymond Professional Group).

Shell Refinery (Bakersfield, California). Assigned by H.L. YOH to Raymond Professional Group in Bakersfield to work at the Shell Refinery. Was given the responsibility to design, procure and install the NAU (Network access Unit) for the CEMS (Continuous Emission Monitoring System). This unit is used to validate the calibration and also acquire data from the Gas Analyzers needed for reporting to the San Joaquin Valley Air District. Also modified the existing Gas Analyzers by either revising the software configuration or modifying the equipment to work with new equipment. Design, procured and supervised installation of H2s Monitoring System to the Waste Water Unit in the Bakersfield Refinery. Design, procured and supervised installation of Fiber optic communication units for the NAU's and helped review existing design in conjunction with SIS (Safety Instrumented System) packages.

1994 – 2002 SENIOR INSTRUMENT ENGINEER, Parsons Energy and Chemical.

In 1994 assigned to the CSDP Project, responsible for estimating manhour requirement on design changes which includes design descriptions, manpower requirement and completion schedules. Also negotiates hours estimated (If required) with Project managers. Process RFIs (Request for Information) from construction, help verify inconsistencies in existing designs and provided assistance as required. Others task includes updating Instrument Summary, Data sheets, PLC I/O Report. Developed Instrument Summary database using Microsoft Access, for the RCWDF project. This system is the only one available with dual language capability, Russian and English. The database made use the ability of newer database engines.

1994 INSTRUMENTATION FIELD ENGINEER, (Soffa Electric).

Was hired by Soffa Electric to assist in bedding and acquire new projects. Also Negotiated with manufacturers in implementing a sole source plan with the best discounts. The instruments negotiated are then used to bid new projects so that Soffa Electric has a better chance in winning contracts.

1981 – 1994 INSTRUMENT ENGINEER, Parsons Energy and Chemical.

In 1989 assigned to the Shell MSI Project, responsible Unit Leader for CCU reliability project, CCU shutdown maintenance project, and Wilmington insoluble oil projects. Initiate specification and requisitions, review bids from vendors, and check other engineering specifications and requisitions. Assist mechanical process engineers in completing P&IDs. Resolve discrepancies with client counterparts, and prepare man-hour estimates and job schedules. Assist lead engineer in design of instrumentation and control system for Department of Defense project, including initiating specification for control valves, relief valves, analyzers, PLCs, and control panels.

In 1988, was assigned to the Container Corporation Cogeneration Project, assisting instrument lead engineer in control loop verification of control system and update logic system and drawings.

From 1987 to 1988, assisted lead engineer in design of instrumentation and control systems for chemical weapon disposal facilities, including initiating specification for control valves, relief valves, analyzers, PLCs, control panels, logic diagrams, loop diagrams, and contamination analyzer specifications.

From 1986 to 1988, assisted lead engineer in the design of instrumentation and control systems for Bagdad Mining in Arizona. Initiated specification for control valves, relief valves, analyzers, PLCs, and control panels. Checked existing instrumentation technical documents. In 1986, was assigned to the Chevron El Segundo Refinery. Assisted instrument lead engineer in control loop design of control system and update logic system and drawings.

From 1985 to 1986, was assigned to the ARCO/EOR/NGL Project, responsible for updating the DCS I/O listings, checking loop diagrams, checking P&IDs for revisions, incorporating those changes into DCS I/O listings, and rechecking loop diagrams against P&ID changes.

From 1984 to 1985, assisted lead engineer in the design of instrumentation and control system for DOE project, including initiating specification for control valves, relief valves, analyzers, PLCs and control panels.

From 1981 to 1984, was assigned to the Well Pad Manifolding Project, responsible for assisting with the design of the PLC diverter valve/shutdown valve logic, instrument summary takeoff, and Witness field calibration of Instruments and Control Loop validation checkout. Specified PLC equipment and diverter valve. Instrument field startup engineer for the SOHIO WPM-2 Project in Prudhoe Bay, AK, witnessing field calibration and system loop check, and organizing loop packages for final sell off
