Capital Planning Engineer. Sept 2019 to Oct 2020. Provided broad coverage and heavy workload as Capital Planning Engineer for four (4) major Calwater Districts: Bayshore, Los Altos, Bear Gulch and Redwood Valley. My roles and responsibilities included review of District and Engineering information, interfacing with each of the District's Management and Staff to establish a three- year spend cycle needs list for expansion, modification, repair and replacement of water supply infrastructure and associated property and equipment. Interface with other Calwater departments and permitting agencies in order to establish ROM cost and schedule logic outlay, and assess constructability and schedule constraints impacting cost basis assumptions. The work scope included storage, transport, and delivery of federally provided and subsidized, agricultural and domestic/non-potable water to over 20,000 acres of farming and residential land, within a 55,000-acre boundary. Infrastructure included reservoirs, dams, canals, levees, pump stations, flood control gates, distribution and discharge structures, pipelines and maintenance/access roads. Reported directly to the Manager and the Board of Directors, interfaced directly with regulators. DOE Hanford activities were involved in congressional funded, multibillion-dollar programs for decommissioning nuclear facilities; associated liquid and solid waste treatment and management; related infrastructure design and construction (water, wastewater, electrical service, engineered structures and transportation systems); operations; and, maintenance. Program mission objectives executed via multimillion dollar, multi-year, subordinate projects and supporting matrixed functional organizations (multi- disciplined engineering, health and safety, quality assurance/quality control, and environmental compliance and permitting, etc.). My duties included fiscal year Congressional budget cycle participation including development of program and subordinate project(s) scope, schedule logic and costs for budget request; and, follow on monitoring, reporting, and change control for approved baselines.
