Mr. Ford is an experienced senior technology leader with experience both in private industry and the federal government. Starting in private industry, he achieved executive positions (Vice President) in Engineering, Strategic Planning and Public and Enterprise Solutions. Mr. Ford has been a leader in Transformation. He has led government agencies into DevSecOps, and Cloud strategies, led an organization that was amongst the first to adopt CMMi, and led the adoption of a 300 staff organization from waterfall to the Rational Unified Process. Led the team at Immigrations and Customs Enforcement (ICE) that introduced Cloud migration and the implementation of CI/CD. As the PM for the ICE the team, implemented KANBAN processes which significantly improved responsiveness to operational support. He participated in daily scrums to ensure that all tasks were managed effectively.

Program Management

Mr. Ford has managed large programs up to $200M, delivering programs on schedule and on budget. He has increased contract revenue by up to 25% through organic growth. Mission Critical Systems Delivery

Department of Homeland Security / Transportation Security Administration (TSA)

• Led the development and deployment of the Secure Flight system which matches passengers against the Terrorists Watch List, satisfying a key recommendation of the 911 Commission Report. This is a high-volume transaction system, processing 6 million flying passengers per day. It was designed for high availability with active-active configurations deployed to two geographically diverse TIA-942 Data Centers.

• Established the Technology Solutions Division that developed, deployed and provided Operations and Maintenance for all TSA vetting systems. Started with a team of fewer than 10 and built it to more than 100. In addition to the 100 direct reports, managed two contracts: Development/Integration; and Operations and Maintenance for all TSA vetting programs VP Engineering, ARINC Incorporated

• As the VP of Engineering, Mr. Ford led the development and integration of two “Safety of Flight” air- ground communications systems. Both were global communications systems requiring high availability. The technologies spanned multiple areas including software development of near real time systems, RF engineering, and Satellite communications.

Organizational Leadership

• Mr. Ford held several executive management positions including: VP engineering; VP Public and Enterprise Solutions; VP Product Assurance and VP Business Development. In his role as VP Business Development, he led the company to its first Federal Civil Government Contract valued at approximately

$40M. As VP Engineering, he built up the engineering team from 75 to approximately 300. He collaborated with human resources to develop innovate techniques to attract staff to the company. He moved the organization from waterfall process to the Rational Unified Process and was one of the first organizations to achieve CMMi accreditation.

• In his role as VP Public and Enterprise Solution, he provided the thought leadership that led to the award of a patented Wireless Interoperable Network solutions.

• As VP Product Assurance, he led the corporate initiative to successfully achieve ISO certification, early adoption of CMMi and implementation of the Rational Unified Process.

• Mr. Ford has long been a leader in the adoption of new technologies and processes, leading people to adopt change.

Professional Experience

Consultant, Washington, DC March 2018 – Current

Independent Consultant

Providing clients with expert support for DHS business development and in Program Management. Led the technical initiative for a $1B initiative, leading the technical team and in technical proposal writing. Provided guidance on conformance to DHS mandates and Enterprise Architecture. Introduced clients to DHS leadership for new opportunities. Assigned as the Technical Architect for a large DHS program which includes project management of the subcontractor providing much of the development. Developed project schedules, Agile approach to management and conduct weekly meetings with subcontractors and the prime. Developed RACI matrix of all items in the compliance matrix to be able to assign and track all requirements across all subcontractors.

Introduced the client to multiple DHS components. Supported proposal development on several initiatives. Participated in gate reviews and proposal reviews. CGI Federal, Fairfax, VA December 2016 – November 2017 Director Consulting Services

Managed all client relationships with the Transportation Security Administration and Immigrations and Customs Enforcement. Held regular customer meetings. Conducted weekly TSA Business Development meetings. Led the monthly program management review with the customer for 3 programs. Introduced that company to TSA leadership. Led proposal development. Also supported other business areas in proposal development and scheduling meetings.

Infozen, LLC, Bethesda, MD October 2014 – November 2016 Program Executive

Mr. Ford was program manager for the Immigration and Customs Enforcement - Engineering Services and Support contract with a value of approximately $90M. He led a team of approximately 100 staff. The team provided engineering, project management and deployment services. His team introduced DevOps and Cloud and introduced Kanban to the agency leading to a true transformation of ICE OCIO processes. Responsible for program deliverables – Weekly Activity Reports; Monthly Status Reports; conducted Monthly Program Reviews. Developed the initial Cloud Migration Strategy. When Mr. Ford assumed leadership of this program, it was short 10 staff. He established a weekly meeting with Recruiting, developed Job Descriptions, and conducted open house events to fill all open positions, increasing revenue by $1.8M annually. Department of Homeland Security, TSA June 2006 – September 2014 Director, Office of Information Technology

Mr. Ford served as an executive at TSA as the Director Technology Solutions Division where he considers his major accomplishment to have been delivering the Secure Flight vetting system satisfying a key recommendation from the 911 Commission Report. He established the Technology Solutions Division building a staff of 110. He managed $80M in contracts annually. The Technology Solutions Division managed all development and integration, as well as Operations and Maintenance for Secure Flight and all of the TSA vetting systems. Mr. Ford took the unusual advance of building an Integration and Operations Organization within the government, and not depending solely on Contractors for these mission critical services. Mr. Ford led the initial productization of the Consolidated Screening Gateway which reduced the number of individual Screening Gateways from 6 to 3 significantly reducing operating cost for TSA vetting.

ARINC Incorporated, Annapolis, MD August 1989 – March 2006 Vice President

Mr. Ford served in a number of leadership positions at ARINC including:

As Sr. Director FAA Programs, he led all of the company’s FAA programs including the $200M Globalink program which provided Air Traffic Control communications for the US Flight Information Region. This program provided Radio Operators who would translate voice messages to data an vice-versa between aircraft and FAA Air Traffic Controllers.

As VP Engineering, he built a team of over 300 engineers that concurrently delivered two “Safety of Flight” air- ground communications systems: Aircraft Communications Addressing and Reporting System (ACARS) and the VHF Digital Link (VDL) system.

During his tenure as VP Strategic Planning, Mr. Ford led the initiative that resulted in the company being selected as a subcontractor on the initial TSA IT Managed Services (ITMS) contract, delivering the rollout of TSA Radio Infrastructure to over 450 airports. As VP of Public and Enterprise Solutions, he introduced Radio Interoperability as a new business for the company. This led to a patent for the ARINC Wireless Interoperable Network Solution (AWINS).
