A solid 37 years of experience in the construction industry with
significant emphasis in Program/Construction Management and Client
Representative type programs. Twenty five years of career have been in
managing complex public works construction programs with multiple prime
contractors. Experience covers the entire range of project development to
owner acceptance from initial client concept to programming, design and
construction documents, bid packaging, construction contract award, permit
acquisition, supervision and administration of multiple prime contractors,
inspections to final completion and owner occupancy. Duties in construction
management include scheduling, cost estimating, cost and claims analysis,
field and subcontractor supervision, change order management, and
coordination of contractors to construction logistics staging. Strengths in
administering multiple construction contracts and negotiations with
contractors are accentuated by ability of managing contractors to perform
their responsibilities on time and within an acceptable budget. As an
owners representative, also involved in monitoring job schedules and
budgets, preparation and approval of monthly requisitions to the owner,
handling and settling of project disputes, interface with
Architects/Engineers and the Owner, interpret and application of policies
for an efficient project and process, assembling and preparation of final
records/as-builts/guarantees/warrantees at job close-out with all
appropriate manuals. Involved with several CM@Risk projects in excess of $1
Billion each, both as Program Manager, and as Contractor at risk.

Camp Bastion Military Base Lashkar-Gar Afghanistan. Design build joint
venture to enlarge the NATO Air Base at Camp Bastion. Started with the
construction of a 800 person base camp to house and feed local Afghani and
other third world laborers as well as a cadre of Egyptian Engineers.
Leveling of over 3 million cy or earth, construct a 10 km fence, extend an
existing active runway, build a new runway and 4 connecting taxiways plus
the construction of over 60, 000 square meters of rotary wing aircraft
parking aprons and associated drainage. Original contract started at $100
million but was increased to over $175 million due to modifications
requested by USAFCE.
