Promoted to lead the turnaround of this region
(Montgomery & Prince George’s Counties) that
contained approximately 60% of Maryland’s small
businesses to improve satisfactorily beyond its last place performance in the state with an assigned
three year deadline. Evaluated my preexisting
limited sta"’s small business advisory and training skills. Trained the sta" on how to be more e"ective small businesses advisors, trainers, strategic “long- rifle”marketers and goal oriented achievers to
exceed the SBA/MDSBDC economic development
impact and goals matrix: e"orts such as number of
clients, advising sessions, advising hours, training workshops, attendees, outreach events and results
achieved such as the number of new small
businesses startups, new jobs created, increased
revenues, number and the dollar value of new loans. I alternated joining team members on select
advising sessions taking the lead in the advising and recommended clients’ follow through actions as a
training device and post-opt observing team
members’ response to training plus ongoing
feedback and tips for further improvement. In only twelve months our team achieved a very strong First Place Performance in Maryland, First Place
Performance in our SBA District Three (PA, VA, DC, DE, & MD) and Second Place Performance in the
Nation. SBA subsequently awarded our team during
our District III’s awards banquet. During all
subsequent years I led our Capital Region Team to
continue exceeding our matrices as well as our prior years’ performance. Three of my five performers
were promoted, as well as myself to join SBA as a
GS-14.

Hired to replace two Small Business Advisors due to limited funding. In six months I applied my skills and knowledge in consulting, training, business, finance, marketing/sales, recruiting and strategic planning and growth to make my Baltimore Center #1 in the
state for the MDSBDC for having achieved small
business economic development impact matrices, as
described below. My hard work ethic and results
received newly welcomed highly favorable responses from the Baltimore City Mayor’s O!ce, the MD State Economic Development O!ce and the SBA
Baltimore City District O!ce team and Director. This outcome contributed to increased funding from
these sources for the SBDC Central Region, awarded a Lifetime Achievement Award from the MD
Governor, my appointment from the MD Hispanic
Chamber as the Seminars Program Manager for its
major Annual Conference and the MD SBDC State
Director awarding me as the State Star for 2006-
2007 fiscal year, plus my promotion to Capital Region Director.
Turnaround Manager

Cleaned up banks’ commercial loan portfolios, to
include federal audits, loan restructuring, secured collateral, compliant loan documentation,
foreclosures, EXIM Bank claims, recovering over
$200M. Assumed corporate positions such as CEO,
EVP and external consultant to turnaround
companies in Chapter 11, financially troubled
companies and company owners seeking to improve
their companies’ financial or sales performance.
Successfully collaborated with bankruptcy attorneys to implement my recommended strategic plan for
the business turnaround to exit Chapter 11.
Successful achieved maintaining an 8(a) federal
government contractor in Chapter 11 protection and financially performing with a positive cash flow and profitability while simultaneously collaborating with the firm’s bankruptcy attorney and assisting the
company owner’s criminal law attorney in the
paralegal capacity to conduct my recommended
criminal defense strategy and research in response to a federal government thirteen count Indictment
for progress payment fraud and theft of federal
government property full time during a four-year
period which resulted in the business owner found
not guilty and the case being published in the
criminal and bankruptcy law books and changing a
provision in the Federal Acquisition Regulations
(FAR) to benefit businesses. After this lengthy case, I enrolled into law school and successfully graduated. Vice President, Manufacturing

May 1976 to November 1981
Working in the bank’s Houston Edge Act as a new
team member, I initiated a cold calling direct
sales marketing plan strategically targeting
major manufacturers in Texas and Oklahoma
who substantially import and export that would
benefit from more cost-e"ective and flexible
international trade finance products and
services. My e"orts resulted in building a
manufacturing corporate loan portfolio from
zero to over $618 million within 15 months and
growing a new business loan section comprise of
four loan o!cers.

products and services such as Banker
Acceptance financing for industrial products,
barter-counter trade financing for third world
countries’ purchase of American technology,
foreign countries’ EXIM Bank subsidized
financing for US manufacturers’ purchase of
more advanced mfg. technology and exports
purchase order financing.
Having completed my new-hire training earlyI
volunteered to work in the Bank’s Monterey, NL
and Mexico, D.F. Rep O!ces for 13 months.
During this period I advanced from performing
as a financial/credit analyst to Consultive Banker
services to enable Mexico’s manufacturing and
construction firms to restructure their long-term
US dollars debt, thus improving their cash flow
needs, and to capture dollar based contracts in
the United States, resulting in their much
improved debt service during Mexico’s 1976 Peso
currency devaluation financial crisis. As a result
of developing strongly trusted corporate
relationships with my clients, the bank’s Mexico
Director asked for me to maintain and continue
to service those relationships which occurred
during a four-year period traveling throughout
Mexico from Houston two weeks per month
while I performed in the bank’s Houston Edge
Act, traveling to Dallas, all over Oklahoma and
Harris County, Texas.
As an entry level intern in BofA’s Global
Aerospace & Transportation section in Los
Angeles, I took the initiative to e"ectively
perform as a financial/credit analyst of
multinational corporations’ loan renewal Credit
Memos in response to a sta" shortage and Loan
Committee urgent deadlines. This recognized
performance contributed to my being hired at
the completion of my summer internship
although I still had one more semester to
complete my MBA.
Completed an o!cially published an assigned
comprehensive 126-page RV Industry study in
response to the bank’s problem loans and
management’s realization of its insu!cient
knowledge of that industry and market. The end
product was copied into five sets by the bank’s
librarian and highly utilized in the Northern
California bank’s organization.
