Education

Attended several military school to become Aircraft Mechanic

Attended an unusual construction technology program

Classes were taught by experience highway design engimeer,(Last name was Crocket). Purpose of study was creating engineering technoglist as part of the then new interstate highway construction process. Other students did not have construction experience. Because of my surveying experience for highway bridges and roadway construction my concentration was engineering mathematics, without spenbing time with drafting, like other students. Examples, strength of materials, bending moments, hydrology and mathanical soil stability concepts.

Morehead State University 1975.

BS Industrial Technology/Management. Art Minor

I completed required hours, for Masters of Industrial Management.however one of Oral Review Committee could not attend so MS was Not Complete. Because decided to syop teaching, MS was not critical at the time and did not svrdule seconf time.

Work

Lexington Fayette Urban Co Government. Engineering Tech Principal (Construction Inspector). (1998 to present)

Bowser Morner Engineering Company. Senior Designer - Designed dams and prepared mining permits. Also hydrological and geometric design of large commercial projects. Design of fly ash disposal areas and a landfill. Various roadway stability analysis. (1989 1998 about 10 years total)

Teacher 1974 to 1989

Brian Station Middle School 78 to 89. Bath County High School 75 to 78. University Breckenridge 74 to 75

MSU 4 years

USDA Forest Service. Civil Engineering Technician at 3 Locations. (1963 1969)

USDA Berea Forest Research Center Technician to Research Scientist. Operated the soil lab. Measured and evaluated stream and occasionally measured subsurface water flow. Collected and evaluated sediment yield from disturbed area. Collected and compiled rainfall and hydrologic flow data from numerous gauging station. I created the concept of sediment control. I particularly remanded construction of diversion channels carrying clean water past disturbance and consummated water to the pond.(Construct 1 pond). Also proposed the concept of Regional Detention Basins to control or reduce flooding. Director rejected my ideas, although my dan and channel concepts became federal laws, after, I for promotion, transferred to a Ranger District.

To preform the research I used the storage needs of an ongoing research project to construct the first basin. Also operated the researches center soil lab, and used rented UK Soil Labs to evaluate various additive to soil, then compiled lab results to evaluate changes of soils durability and strength characteristics. Is now in common use. (Was related to need for less road dust and stable roads for strip mines, as well as stability for AML work).

This note. Invented Sediment Basins and Concept for regional Basins. The ideas became federal law and is in common use.

I have not described to others how, although for many, many years, have known that existing as well as future basin efficiency can be improved.(10% to 30%) The nation, and World might benefit a few billion saving in improved environmental effectiveness for a relative small amounts expended in construction dollars and effort.

USDA Forest Service Stanton Ranger District Civil Engineering Technician, surveying for land acquisition boundary. Selected, evaluated and staked roadways preliminary centerline as well as cross-sectioned for roadway design. Then staked and inspected roadway during construction. I have designed cut and fill and staked roads in the field. (Very old forest service technique)-

USDA Forest Service Morehead Ranger District Civil Engineering Technician Surveying for land acquisition. Also Selected, evaluated and staked roadways preliminary centerline as well as cross-sectioned for roadway design.

I Staked and inspected roadways construction. Also surveyed features associated with Cave Run Dam. Examples are some boat ramps and I staked the Cave Run Beach (US Forest Service 1963 1969)

Interstate Construction School (Was paid by the federal gov for 40 hours each week (like working) for 1 year). I had previous construction and drafting experience, my study was mathematics associated with interstate construction. Examples include strengths of materials, bending moments, and hydrology. Class was taught by Professional Civil Engineer.

Howel Construction Company. Carbondale Illinois. Highway and bridge construction. Surveying (A 1 Year headhunt).

Dowson Bridge Company, Lexington KY. Surveying, also highway and bridge construction. 2 Years.

U.S. Air Force. Aircraft Mechanic. 4 Years.
