Alabama Department of Transportation, - Civil Engineer (12/80 – 5/06) Retired
Mr. Pierce worked for the Alabama Department of Transportation (ALDOT) for 26 years. He worked in various capacities i.e. from Location Survey Party Chief (state-wide), Assistant State Hydraulic Engineer (i.e. designed water and sewer system for the Macon County rest area on I-85), Construction Inspector (major highway and bridge projects in Mobile, Ala.), Bridge Design Section Supervisor (supervised the design and plan preparation of bridge construction projects state-wide). In the Bridge Bureau, Mr. Pierce supervised personnel performing foundation design, column design, slab design and design of pre-stressed concrete members. Also, Mr. Pierce worked as a Transportation Senior Administrator Bureau Chief (administrative office in Montgomery), and Transportation Senior Administrator in Multimodal Transportation Bureau (administered transportation related congressional appropriations for cities, counties, universities and non-profits state-wide). Also, he worked as the Macon County Engineer for Macon County Commission, Tuskegee, Alabama (4/88 -10/94). He was responsible for maintaining county roads and bridges along with providing various engineering services such as preparing roadway and bridge construction plans and maintaining construction as-built plans, facilities assessment/ structural engineering assessment, and construction inspection for projects such as the newly renovated Macon County Courthouse.

Engineering Consultant – Project Manager for Alabama (Part-time service contract)
RESONSIBILITIES:
Senior Structural Engineer for Atlanta based KHAFRA performed bridge design services in Jackson, MS for a Cast-In-Place Box Girder Bridge on proposed roadway on new location called Byrum-Clinton Parkway. The structure is two hundred feet (200’) long and sixty-nine feet (69’) wide bridge overpass structure crossing the Natchez Trace Parkway. Mr. Pierce supervised and reviewed the development of all project plans and specifications and site review at the project site in Jackson, Mississippi.
Senior Structural Engineer for KHAFRA performed new pedestrian bridge and walkways design at Trenholm State Technical College in Montgomery, Alabama. KHAFRA was commissioned to design a pedestrian bridge and a walkway with landscaping and site lighting. The bridge is a pre-fabricated structure. The towers will have both stairs and elevators. The project passed the ALDOT review and approval. Additional services include advertising for Request for Proposals (RFP), following ALDOT bid procedures, and construction administration.
Senior Civil Engineer for KHAFRA Carver High School demolition, relocation and new construction project in Montgomery, Alabama. Mr. Pierce provided Professional services that included plan preparation of demolition of existing buildings, grading, storm water collection design, sanitary sewer design, and roadway design for the New Carver High School access roads and parking lot and an adjoining Montgomery City Street (Relocation of Oak Street) in compliance with City of Montgomery regulations.
City Engineer for the City of Selma, Alabama (Part Time) (06/06 – 1/2009)
KHAFRA had a contract with the City of Selma for Engineering services and assigned me as the City’s engineering consultant working with the Mayor and the Director of Public Works on various city projects.
City Engineer/Public Works Director (Part-time) for the City of Tuskegee, Alabama (06/06 – 1/2012)
Responsibilities included reviewing street maintenance activities such as road resurfacing and drainage projects, advising and working closely with the City Manager reviewing consultant engineering proposals, and various other city government functions such as road and drainage projects, solid waste, landfill operations, municipal airport development, maintaining the City Lake, and building inspection for all new residential and commercial construction, property renovation, and condemned properties within the City jurisdiction.
Adjunct Professor/Department of Construction Science/School of Architecture and Construction Science - Tuskegee University Employment Agreement (8/2012 – 5/2015) (Part-time service contract)
Responsibilities included rendering part-time service during contract period as assigned by the Department Head, Provost, and President, inclusive of required attendance at Graduations, convocations, and special awards.
