Position: Director-Consultant – Business/Capture/ Proposal Development, Requirements Specifications & Documentation

Partner with client organizations to support all activities related to potential opportunities, and proposal preparations, plans, and tasks. Interface with client organizations to evaluate and determine customer requirements. Provide briefings and report on agency programs and strategies across a full range of industries: Defense, Space, Telecommunications, Information Technology, and Government. Direct the development of documentation for large, complex implementations, including complete, customized engineered COMSATCOM End-to-End Solutions to meet customers’ unique satellite communications needs, as well as Network Enterprise Software for service providers. Recent achievements include technical and program management responsibility for the General Services Administration (GSA) and the Defense Information Systems Agency’s (DISA) $3.5 billion joint Future COMSATCOM Services Acquisition (FCSA), as the focal point for proposal preparation. Executed the development, instantiation, and monitoring of high quality response to meet GSA/DISA customers' (military and civil government agencies) unique satellite communications needs: fixed or mobile satellite services, service enabling components (e.g., terminals, teleport, and terrestrial interface tail circuits), integration, network management and engineering services. • Produced a win-prop for a ~500 Million DEA contract 2007-2009, LOCKHEED MARTIN (LM) CORPORATION, Seabrook, MD Position: Chief Technology Officer for LM Enterprise Solutions (ES) and Services (ES&S) Group

Recruited by the Vice President to architect and lead the transformation of the strategic planning, and new business development organization for this $12 billion business. I collaborated across the ES&S matrix for pursuit results; liaised with a team of business development managers, including Client Account Management (CAMs) professionals, sales professionals, competitive intelligence, knowledge management and other technical experts, financial and pricing analysts, contracts managers, HR specialists, program managers, and 100+ subject matter experts in the pursuit of EOP

(White House), DOD, Air Force, NASA, DHS/CBP/TSA, federal civil agency (e.g., US Mint, SEC, State, Energy, GSA) and international opportunities from many foreign governments (including Australian Tax Office) and several large GWAC ID/IQ contracts. Activities provided a win/loss ratio of 90% in 2008 (Five wins out of six bids). Case in point was a major DHS contract (IT NOVA) in which after the contract win, I was invited to participate in several customer meetings in the Wireless Spectrum Management Office to address specific planning issues, enhance LM’s relationship with DHS customers, and contribute to their favorable acceptance of LM services in spectrum policy planning and analysis.

My focus was the development of a Statement of Work (SOW) to enable efficient and effective business and technical transformations toward DHS Enterprise Business Integration. I articulated the definition, performance, and management of an interdisciplinary set of tasks required to define, design, develop, implement, operate, and dispose of TSA’s information systems. 2000-2004 Nextel Wireless Communications/ComTech Inc. – Software Systems Division of ADC Telecommunication (a $1.5 Billion company) Position: Proposal support to Nextel Wireless

Partnered with Nextel Wireless Communications’ team leads to develop and prioritize the 3G CDMA network integration requirements, including the delivery, upgrades, operational readiness, and maintenance of multi-million dollar zero defect 3G network, in coordination with the Vendor

(Motorola). Drafted, reviewed, and negotiated appropriate commercial non-disclosure agreements, letter of intents, solicitation/tenders, teaming agreements, master service contracts, work order requests, financing agreements, purchase orders, master services contracts and all other contracts document Exhibits for the procurement and management of the 3G network, including the system, network element, and other component testing and validation processes to ensure timely delivery of major systems and operational readiness of the deployed assets. Also, prepared the strategic implementation plan for defining the Business Strategic Technology Plan (BSTP) for the long- term technology needs of the NEXTEL business units required to support business plans and goals, expense budgeting, and implementation.

Prior experiences include support to Grumman Aerospace for its $30 Billion win-prop on Space Station Programs Support Contract. My performance during the proposal phase resulted in the follow-on appointment as the national security export control advisor for the Space Station Freedom Program (SSFP). In 1986, I received NASA SSFP’s highest meritorious honor citation “Superior” "in recognition of superb performance and exemplary leadership" in the production of technical documents concerning standards, accuracy, completeness, and readability; Continental Page Engineering for its ~$2 Billion win-prop on Weapons System and Equipment support Analysis Plan for a Fiber Optic Telecommunications System in Korea. I coordinated the activities of the production staff and liaised with the engineering staff to define customer's technical requirements and schedules; organize and coordinate research; and develop proposals by working closely with ILS and other departments’ staff.

Accomplishments

• My recommended approach on the Korean Fiber Optic Telecommunications Systems proposal resulted in Continental Page’s successful bid preparation for the biggest contract award from the US Department of Army. [1982].
