To whom it may concern,
As I understand the qualifications your organization is looking for in this position, I have spent the last 31 years developing the experience that meets all of the qualifications the position requires.
I have been in Telecommunications since 1983. My progression through the industry started as a telecom & crypto tech in the US Air Force, a technical instructor and test/acceptance team member with GTE Government Systems, member of the implementation team for the 1000 site buildout with GTE International, a cell technician/Equipment Engineer with GTE Mobilnet, to finally an entrepreneur starting my own wireless construction-installation & maintenance company in Perfect Wireless, Inc. based out of Indianapolis, IN. Through these positions, I not only developed the skills and experience that are a requirement of the position, but excelled at them receiving numerous performance awards and successfully building and selling a multi-million-dollar wireless services business.
I have participated in multiple large-scale buildout projects to include a 7-month, one-thousand site buildout of the interior of Argentina. I was the Equipment Engineer for GTE Mobilnet during the development of their Midwest Market during the 5-year fill in stage overseeing projects that include: 6 to 3 sector conversion and implementation of Prepaid wireless, change over from Analog to CDMA digital, among others. I left and started Perfect Wireless when the FCC auctioned off PCS spectrum and we worked with Ameritech, AT&T, Sprint and what was to become T-Mobile in constructing their sites during their aggressive build schedules. We also worked with Crown-Caste during the development of their vertical real estate sector. I worked on the Sprint-Nextel site conversions, TDMA to CDMA conversions and most recently the 4G LTA upgrades.
What makes me the ideal candidate?
1.Responsible for the schedule, coordination and completion of projects.
Implementation team member while on the Argentina CTI build.
Equipment Engineer, GTE Mobilnet responsible for all RFP’s, equipment procurement, logistics, site tracking, vendor coordination, and close-outs.
Owner, Perfect Wireless- worked with multiple carriers during aggressive PCS buildouts during construction and turn-up phase.
2.Effectively manage multiple, concurrent site development projects.
Implementation team member that built 1000 cell sites in 7 months, from full Greenfields to microcells. Also managed microwave backbone in conjunction with the team from Harris-Ferranon.
As Equipment Engineer for GTE Mobilnet, the Midwest Region often times had 30-35 sites in different phases of development.
With Perfect Wireless, we were involved in the construction and turn-up of not only multiple sites, but multiple carriers concurrently.
3.Responsible for organizing highly complex activities for the successful launch of projects.
CTI Argentina project- Managed supply chain for the logistics section on a project that shipped in over 1000 cellular site materials in under 7 months. Negotiated tariffs with Argentine customs officials), managed vendors, developed RFPS/RFQ’s, managed budget and cost accounts for the various disciplines, and oversaw the warehouses in Buenos Ares and Cordoba. Had to make the decision to either ship materials by boat or fly them in based on the construction schedule to maximize cost efficiencies, but still meet the construction deadlines.
As Equipment Engineer, lowered the average cost of a cell site build by $250,000.00 by utilizing microcells and smaller shelters, while still delivering the capacity necessary for that particular footprint.
4.Work closely with a variety of internal teams and end-customers to oversee design, development, integration, testing, and quality assurance of new products and services.
In order to meet the 7-month deadline in Argentina had to work with other implementation phases, vendors & the Argentine government to make determinations of whether to utilize the AT&T cellular equipment, or utilize multiple vendor small microcells to go live and then retrofit after turnup.
As an Equipment Engineer, one of the primary responsibilities is to constantly evaluate new equipment, present to Director’s recommendations, and negotiate pricing with vendors, while convincing operations how the change won’t impact their mission.
5.Ability to understand a project's technical details and uncover and assess projects risks.
As part of the Argentina implementation team these decisions were made on a daily and changing basis in order to meet the insane schedule the proposal team had set forth in order to win the contract.
As the EE I was responsible for all of the equipment and design specs and in order to present recommendations to management, risk analysis was a necessary part of the process.
6.Recruit, screen, interview and hire all employees for the various companies I’ve owned. As all my companies were startups, I managed the supply chain until such time as there was financial justification to hire for the operation.
I believe my extensive experience demonstrates that I meet the qualifications necessary to be the best candidate for this position.
I appreciate your taking the time to review my credentials and experience. Again, thank you for your consideration.
Sincerely,
Michael D. McMillan
