Coordinate & execute construction management for various capital improvement & maintenance projects pertaining to Natural Gas, Fiber, Co-axel, Node Splicing and other civil utility projects located in Fairbanks AK.

Supervised various projects that involve coordination between dept. managers / engineers, trade’s people, contractors and administration. Supervision of field activities includes trouble shooting the problems at hand, recognizing the single or various solutions to the problem, implementing the correct personnel to ensure methods & trade practices are in use to complete the assigned project.

Over sight of daily operations, engineering & programing for a natural gas utility that serves 1300 various customers.

Daily operations include expanding the company guide lines (culture) with-in the company that is set forth by the program management team & safety committee. Other operational duties include reporting and documentation of all requirements set forth with in the State of AK, Federal govt., and (PHMSA) Pipe Line & Hazardous Materials Safety Administration and NFPA 59 regulations of a LNG storage facility & distribution system with service connections.

Engineering requirements include professional scope development, schematic to construction documentation design for permitting requirements with in AK – DOT, City of Fairbanks and FNSB ROW and utility easements. Under writing for SOQ & RFP’s, funding requests, manage long & short-term programs / projects for capital & maintenance project between 20,000 to 20 million.

Development & updating the Federal required (SOP) Standard Operating Procedures, Operator training program(s), preparation of safety outline & exercises, federal regulation & record keeping data base, historical records & ESRI GIS program.

Ensured all of the project specifications and daily activities were met per the contractual agreement with the USACE & Federal reporting requirements.

Reviewed submittals, wrote RFI’s due to construction changes, performed daily project quality control & construction inspections. Provided site safety plan, hazardous analysis plan, waste management plan, accident prevention plan, SWPPP & contaminated soils plan were submitted and approved per the USACE. Enforced site safety with a daily report to the USACE. Ensured site safety requirements were meet while monitoring, the field oversight of 20-25 tradesmen.

Project Engineer for Doyon/Doyon Properties (3/2004 – 3/2005)

Reviewed business opportunities with general contractors, architectural / engineering firms while developing construction plans & budgets for capital project approval.

Ensured Iridium specifications and budgets were met for a 4,000 square foot satellite telephone utility building while under a construction contract (CM at-Risk), for a fast-track project. Ensured site safety requirements were meet while monitoring, the field oversight of 15-20 tradesmen.

Architectural, Civil Engineering Consultant, Design Alaska, Fairbanks, (2000 - 2004). Performed architectural & civil engineering design, along with construction management duties that encompassed cold weather arctic conditions.

Construction management & design were all varied due to the specific type of project construction that it was pertaining to; Design - Build, CM/GC, CM At-Risk and Bid – Build. Construction administration & Quality Control that performed project construction inspections included commercial framing, roofing, and interior finishes, as well as civil site work, above and below ground civil utilities, concrete footers, utilidors, and all other aspects of project construction.
