Description of Phase #1, (131 Units) One Four Story Block and Plank Building (50) units, Six- 3 Story Townhome Style Clusters all steel framing. Started site work on October 15, 2011. (3-buildings on wood piles) all others standard construction. (71 Units to receive TCO’s for mid-November 2012. Remaining by March 2013. Redevelopment of Robert Hartley Houses-New Rochelle, New York. The conversion of the New Rochelle Municipal Housing Authority’s Hartley Housing estate from an anonymous collection of apartment blocks to a neighborhood scale community of 3-story town houses will be one of the city’s most dramatic transformations in many decades. Currently Hartley Houses consist of 240 units in five brick apartment towers each six stories high set in the middle of a 7-acre estate. The New Hartley Houses will replace all of this with groups of 1, 2, and 3-family townhouses and a 4-story midrise building with apartments and community facilities. Each of the townhouse apartments will have an individual private entrance. As a result, families will have eyes out onto the street, ensuring a high level of visual security for all public spaces. The majority of the apartments will be 2-bedroom units, with about one third 3-bedroom, and a handful of 1-bedroom and 4-bedroom units. Parking will be provided in a combination of on-street parking and discrete, screened parking lots. Ground floor apartments will be accessible to people with disabilities. A centrally located public park will be provided and new tree-lined neighborhood streets will link the development with the surrounding community. Started 2013- Completed August 2015.
