Role: Contract Management Consultant

Project Title: Construction of First and Second Pool of Works for Long Term Investment for Ibadan Urban Flood Management Project. (World Bank Assisted Project)

Client: Oyo State Government

Project Description: The project was birthed after the unfortunate flood incidence of August 26th 2011 that claimed lives of about 500 persons after a 4 to 5 hour rainfall. IUFMP ( Ibadan Urban Flood Management Project) was established as a matter of necessity to cater for flood risk identification, prevention, mitigation and resilience in the Ibadan City of Oyo State. The project includes but not limited to the construction and rehabilitation of major hydraulic structures and channelization of major rivers in the city of Ibadan of Oyo State.

The project also includes preparation of Safeguards instruments (ESIA and RAPs) for the construction works, Design, supply and installation of hydrological and metrology all equipment for flood forecasting and early warning system in Ibadan City of Oyo State.

Contract Sum: USD 200M

Responsibilities:

oDevelop and implement contract management plan

oResponsible for preparation, negotiation, review of bid documents and award of Contracts.

oEffective tracking of critical component of contract management such as finances, risk, deliverables and performance.

oCollaborate with the project management team or Project Management Office (PMO) as the case may be to develop and implement project management plan with the view to guide project execution, monitoring, control and closure.

oDevelope and monitor contract implementation dashboard to facilitate easy management of contracts, track details, chart performance indicators and oversee budgets.

oCollaborate with the fiduciary team for payment certificates appraisal and ensured prompt disbursement of funds

-Effective management of multiple construction projects in a timely, on budget and quality manner using a smart sheet. This smart sheet contains in it well established project baselines i.e. realistic schedule baseline, cost baseline, quality checklist and risk register.

-As a divisional head, that is saddled with the responsibility of smooth running of construction activities in Lagos and Abuja concurrently through a well developed project management plan document and strict adherence to its implementation.

-Report to CEO on project status, issues and challenges militating progress and proffering solution options for decision making and approval.

-Develop HSE policy document for construction sites and ensure full compliance.

-Preside over both technical and coordination meetings

-Ensure effective stakeholders engagement from project initiation through planning, execution, control and closure.

-Involved in detailed project planning from initiation to commission and closure. The project plan incorporates schedule and coordination of design and construction processes, roles and responsibilities, procedure for communication, resource allocation, risk identification and responses, cost and schedule baseline, monitoring and control documents for tracking scope, time and cost etc.

-Involved in the process of obtaining statutory permits/licenses, contract documentation and its assembly e.g. Statutory - town planning approval, Safety commission and stack permit etc.

Contract documents – conditions of contract, contractor's BOQ and specifications, M&E reports & BEME, work program, schedule of bonds, guarantees and nominated subcontracts, working drawings – pile layout/plan, site plan, approved architectural, structural and M&E drawings, A/Cs, etc.

-Prepared work program using Ms-Project, a project management software or Excel.

-Developed and update weekly monitoring and control document for tracking scope, time and cost.

-Ensured sign offs on QA/QC checklist document by team members.

-Presided over project meetings, both monthly site meeting and weekly cordination meeting to track project progress, identify vendors’ challenges/issues and solutions.

This platform can be viewed from any locations using smart gadgets like mobile phones, and computers.
