Advised the Prime Minister’s Office, and stakeholders from the Ministry of Energy and Water, the Ministry of Portfolio, Société Nationale d’Electricité (SNEL), and the Comité de Gestion de Inga 3 (CGI3) unit on the Inga 3 BC Hydropower Project; power sector legal and regulatory frameworks; reform of SNEL; generation, transmission, and distribution concessions; and electrification via grid extension and mini grids.
Laid foundation for the SNEL loss reduction program, focused on reducing commercial, technical, and non-technical losses following 10 years of losses.
Structured DRC’s 1st public-private partnership transaction, successfully revitalizing a 150 MW hydroelectric power project that had been stalled for 2 years.

Provided expert advice on the long-term planning and strategic design of energy and infrastructure programs in Afghanistan ($460M portfolio) and Pakistan ($450M portfolio). Supported approximately 16 energy infrastructure team members in Afghanistan and Pakistan and acted as the liaison between USAID Washington and the Missions. Assisted with Congressional and media briefings on the status and success of energy projects and created briefings for the USAID Administrator for various round tables.
Promoted policy reform with USAID/Pakistani government to eliminate the need for subsidies and mitigate pressures contributing to the country’s energy crisis. Developed partnerships with multilateral and bilateral development agencies, host country governments, and other stakeholders to support energy sector reform.
Recommended appropriate policies, regulations, international standards, competitive bidding processes, investor requirements, and capacity-building activities to facilitate private sector investment in the energy sector.
Assisted with the development of the Sheberghan Gas Field Development Project (SGFDP) by bringing in OPIC and private investors to support the development of the gas fields and construction of the proposed 200 MW independent power producer (IPP) near Sherberghan, Afghanistan.
Worked with power distribution companies to improve governance and management systems and upgrade equipment/maintenance of distribution networks to reduce losses. Helped distribution companies install 1,700 capacitors and implement computerized planning operations and other modern technologies. Led training of 2,000 linemen and other improvements that prevented 100MW of losses.
Assisted with the rehabilitation of five thermal and hydroelectric power plants, adding 900MW to Pakistan’s grid and providing energy to power more than two million households and businesses, equivalent to 20 percent of the country's energy shortfall.
Represented OAPA in the U.S.-Pakistan Strategic Dialogue Energy Working Group; in meetings with the Government of Afghanistan, OPIC, USAID/Afghanistan, Da Afghanistan Breshna Sherkat, and foreign investors; and in trilateral meetings on water security and CASA-1000 dialogues.
